Migration/movement/forced removal Oklahoma History C3 Standard 2.3 “Integrate visual and textual evidence to explain the reasons for and trace the migrations of Native American peoples including the Five Tribes into present-day Oklahoma, the Indian Removal Act of 1830, and tribal resistance to the forced relocations.” Oklahoma History C3 Standard 2.7 “Compare and contrast multiple points of view to evaluate the impact of the Dawes Act which resulted in the loss of tribal communal lands and the redistribution of lands by various means including land runs as typified by the Unassigned Lands and the Cherokee Outlet, lotteries, and tribal allotments.” • Original Homeland – present-day southeastern United States, including Alabama, Kentucky, Mississippi and Tennessee. • Location In Oklahoma – South Central Oklahoma, approximately 13 county service areas (see county list in #2) • The Chickasaw people moved to Indian Territory during the "Great Removal," on what was called the "Trail of Tears." Other tribes forced to relocate were the Cherokee, Choctaw, Muscogee Creek and Seminole, called the "Five Civilized Tribes" because of their highly developed ruling systems. The Chickasaws were one of the last to move. In 1837, the Treaty of Doaksville called for the resettlement of the Chickasaws among the Choctaw tribe in Indian Territory. In 1856, the Chickasaws, in order to restore direct authority over their governmental affairs, separated from the Choctaws and formed their own government. • Tribal leaders established the capital at Tishomingo, adopted a constitution and organized executive, legislative and judicial departments of government with the offices filled by popular election. At the outbreak of the Civil War, the Chickasaws signed an alliance with the South and raised troops to fight with the Confederacy. The respected Choctaw/Chickasaw Mounted Regiment, headquartered at Fort Washita, fought some of the last battles of the Civil War. Although suffering hardships after the defeat of the Confederacy, the tribe regained prosperity. Many Chickasaws became successful farmers and ranchers. Chickasaws built some of the first schools, banks, and businesses in Indian Territory. • After Oklahoma statehood in 1907, the President of the United States appointed the principal officers of the Chickasaw Nation. In 1970, Congress enacted legislation allowing the Five Civilized Tribes to elect their principal officers. Registered voters elect a governor and lieutenant governor to four-year terms. Like the president and vice president of the United States, the governor and lieutenant governor run as a team. Executive Department Article X of the Chickasaw Constitution states, "The Supreme Executive power of the Chickasaw Nation is vested in a Chief Magistrate, who shall be styled 'The Governor of the Chickasaw Nation.'" He is the official spokesperson for the tribe and shares in the law-making process through recommendations made to the tribal legislature. The governor's duties include the day-to-day operations of the tribe, as well as the signing of official papers and official appointments. Just as U.S. presidents have a staff and cabinet, the governor of the Chickasaw Nation has secretaries, executive officers and directors to help guide the many departments and divisions within the tribe. While some departments and divisions serve the tribal citizens directly through programs and services, many tribal employees work behind the scenes, fulfilling internal tribal needs. Legislative Department The voters also elect 13 members to the tribal legislature, with three-year terms of office. About one-third of the seats in the legislature are up for election each year. Judicial Department Also elected are the three justices on the tribal supreme court. The three supreme court justices perform constitutional interpretative duties much like the U.S. Supreme Court. The first constitution of the Chickasaw Nation was ratified in 1856. A new constitution was ratified in 1983. The seat of the tribal government is located in Ada, with regional offices located in Ardmore, Ada, Tishomingo and Purcell. Language Group Oklahoma History C3 Standard 4.1 “Compare and contrast the successes and failures of the United States policy of assimilation of the Native Americans in Oklahoma including the passage of the Indian Citizenship Act of 1924 and the effects of the Indian Boarding Schools (1880s-1940s) upon Native Americans’ identity, culture, traditions, and tribal government and sovereignty.” Chickasaw language The Chickasaw language is a Muskogean language. Chickasaw and Choctaw together form the Western branch of the Muskogean language family. Chickasaw is also related to Alabama, Koasati, Mvskoke (Creek) --- Seminole, Hitchiti and Mikasuki. 4 OKLAHOMA INDIAN TRIBE EDUCATION GUIDE Current state of the Chickasaw language The Chickasaw language was the primary language of the Chickasaw people for hundreds of years. Our language loss happened over time. Boarding schools, which prohibited Indian languages, were a significant part of this loss. Learning English was encouraged by some of our people because English was a necessary skill in negotiating with non-Indians. Chickasaw language was often discouraged, even in our own tribally run schools. The current state of Chikashshanompa' (the Chickasaw language), is similar to that of most tribes in the United States. Less than twenty languages spoken by tribes in the United States are projected to survive another hundred years. In 1994, the estimated number of fluent Chikashshanompa' speakers was less than one thousand. Today, there are less than 120 speakers, all older than 55. A recent study indicated the Chickasaw Nation could lose its last fluent speaker in 20 to 30 years if nothing is done to revitalize the language. However, there is a resurgence of interest in Chickasaw language. Our people realize the value of speaking the language. They are participating in community language classes, taking part in language camps and clubs, the Chickasaw Master-Apprentice Program and learning on their own through self-study programs. '. Abstract: Habitat loss is the greatest threat facing wildlife species. This project created a land cover map of Oklahoma using General Land Office plats circa 1871. Such maps provide both a snapshot of past habitat conditions and a baseline for comparison with the modern distribution of wildlife habitat. General Land Office plats were acquired from the Archives Division of the Oklahoma Department of Libraries, georeferenced and digitized. Plat features were categorized as hydrology, transportation, land cover, or settlement. Each of these categories were further subdivided. For example, land cover consisted of natural (i.e., grassland, forests, etc.) and agricultural (cultivated lands, orchards, etc.). A total of 1,348 plats were digitized and joined into a comprehensive map. Grassland (6.2 million hectares) was the most extensive land cover type, followed by forest-woodland (2.6 million hectares). A sawmill, two lime kilns, a sandstone quarry, and several stores are examples of settlement features encountered. Land in cultivation was 7,600 hectares, and several named ranches were present. Future studies should include comparisons between the 1870s map and modern data sources such as the Gap Analysis map in order to quantify habitat change. I analyze a series of texts set in the former Indian Territory (now part of the state of Oklahoma) for traces of what I call “outlaw rhetorics,” that is, the political expression in literature of marginalized realities and competing visions of nationhood. Outlaw rhetorics elicit new ways to think the nation differently—to imagine the nation otherwise; as such, I demonstrate that outlaw narratives are as capable of challenging the nation’s claims to territorial or imaginative title as they are of asserting them. Borrowing from Abenaki scholar Lisa Brooks’s definition of “nation” as “the multifaceted, lived experience of families who gather in particular places,” this dissertation draws an analogous relationship between outlaws and domestic spaces wherein they are both considered simultaneously exempt from and constitutive of civic life. In the same way that the outlaw’s alternately celebrated and marginal status endows him or her with the power to support and eschew the stories a nation tells about itself, so the liminality and centrality of domestic life have proven effective as a means of consolidating and dissenting from the status quo of the nation-state.

    Cherokee Nation and Chickasaw Nation Criminal Jurisdiction Compacting Act of 2021 Language Explainer This fact sheet summarizes, section-by-section, proposed Federal legislation relating to the Cherokee and Chickasaw Nations. If enacted, this bill would strengthen Tribal self- determination and empower Tribal-State partnerships by authorizing those Nations to compact with Oklahoma respecting criminal jurisdiction. The bill is proposed after consultation with those Nations and upon their request. Further, Oklahoma government officials have previously called for or otherwise offered public support for the approach integrated to this bill. Section 1 (Title) – Consistent with the bill’s scope and purpose, it is titled “Cherokee Nation and Chickasaw Nation Criminal Jurisdiction Compacting Act of 2021.” Section 2 (Definitions) – This section offers operative definitions for key terms in the bill, two of which are particularly important to the scope of its central authorization to compact. “Indian country” is defined by reference to statute, but “Indian land” is defined to include only lands universally understood to be “Indian country” prior to the U.S. Supreme Court’s decision in McGirt—lands such as Tribal trust land, restricted allotments, and so-called dependent Indian communities. As such, “Indian land” is a subset of “Indian country,” and as provided in later sections, no authority would be granted to affect by compact any jurisdiction on “Indian lands.” Section 3 (Findings) – The findings clarify the bill’s intent and purpose. Consistent with Federal law, they acknowledge each Nation’s reservation as “Indian country” for purposes of criminal jurisdiction. The findings note ongoing intergovernmental work to enhance Tribal-State coordination in reservation law enforcement and particularly commend the use of compacting for purposes of supporting Tribal self-determination and intergovernmental cooperation.

    Redbird A06 Sixkiller 1868 Washington, DC Redbird Sixkiller was born on July 1, 1807 in Cherokee Nation East, near Lookout Mountain, Georgia. As a youth he attended elementary and secondary school in that area, and later he received a scholarship from the Guess Family, a Quaker family, and attended school in New Ark, Delaware, where he studied law and phi- losophy. About 1836, just prior to the Cherokee Removal, Redbird married Pamelia Whaley. She was also born in the Cherokee Nation East. In 1837 Red- bird and Pamelia were informed that they would be forcibly removed from Georgia and would be relocated to Indian Territory, west of the Missis- sippi River. The Indian Removal has become known as The Trail of Tears. Redbird and Pamelia arrived in the Goingsnake District of Indian Territory in the Spring of 1838. They settled near the present day village of Westville, Oklahoma, where they raised a family of eight, five boys and three girls. In 1861 the Civil War started. One would think that an Indian who had been forcibly evicted from his home in Georgia and moved to Indian Territory would not have warm feelings about the United States. Redbird enlisted in the Union Army, and after training he was commissioned a First Lieutenant in the Union Artillery of the Second Brigade. Redbird’s son Samuel served as an enlisted man in the same unit. Redbird served in the Union Army from July 11,1862 until May 31,1865. He was mustered out at Fort Gibson, Indian Territory. His unit was in the battle of Newtonia, Missouri during Sept.

    THE CHRONICLES OF OKLAHOMA “The Golden Days”: Taylor and Mary Ealy, Citizenship, and the Freedmen of Chickasaw Indian Territory, 1874–77 By Ellen Cain* On a Monday morning in fall 1874, twenty-six-year- old Taylor Ealy felt despondent. He had recently completed an ambi- tious educational program that included college, seminary, and medi- cal school, yet he was confused about the direction of his future. He longed for the bold, adventurous life of a Presbyterian missionary, not the tame existence he now led as a Pennsylvania preacher. Ealy went to his room on that Monday morning, dropped to his knees, and prayed, “Lord, what wilt Thou have me to do—send me anywhere. Show me my work.” The answer came swiftly, the very same day, Ealy received a letter asking him to appear before the Northern Presbyterian Freed- men’s Bureau in Pittsburgh. When he arrived, the secretary of the bureau offered him a choice: to teach at a nearby theological seminary or at a government school for freedmen at Fort Arbuckle, Chickasaw Indian Territory (present-day south-central Oklahoma). Ealy knew immediately that he wanted the more challenging position in the West. 54 “THE GOLDEN DAYS” “I said I will take the harder field. I looked upon this as a direct answer to my prayer.”1 So it was that Taylor Ealy and his new bride, Mary Ramsey, set out for Indian Territory in October 1874. The Ealys carried with them a sincere and enthusiastic desire to aid the recently freed black slaves of the Chickasaw Nation. They labored in Indian Territory—a land of former Confederates—during the last years of Reconstruction.

Like many Chickasaws, he was stunned to learn of the recent treaty between the United States and Spain, which now jeopardized his nation’s sovereignty. The deal, Uwhich gave the Americans navigation rights to the Mississippi River and drew a new border along the 31st parallel, was the culmination of constant jockey- ing between the empires over land and trade routes in the Southeast since the American Revolution. However, the Treaty of San Lorenzo (also called Pinckney’s Treaty) was little different from other imperial pacts in that American Indians were not invited to the table. Nevertheless, the pact meant relations in Indian country were to be amended. At a meeting at San Fernando de las Barrancas (present-day Memphis), Ugulayacabé railed against his Spanish friends. “We see that our Father not only abandons us like small animals to the claws of tigers and the jaws of wolves.” The United States’ proclamations of friendship, he contin- ued, were like “the rattlesnake that caresses the squirrel in order to devour it.”1 Of course, not everyone shared Ugulayacabé’s frustrations.
