Box 2750 Honolulu, Hawaii 96840-0001 Prepared By: Richard Brock, Ph.D. Environmental Assessment, LLC 1232 Lunalilo Home Road Honolulu, Hawaii 96825 EA,LLC Report No. 2017-07 March 2017 EXECUTIVE SUMMARY The development of an electrical generating facility at Campbell Industrial Park (CIP) Barbers Point was the impetus to initiate a quarterly environmental monitoring program to follow changes, if any, in coral reef fish communities in the Barbers Point - Kahe Point area. This document is the ninth annual report for this effort covering the period from December 2007 through December 2016 with a focus on the surveys completed in 2016. On a quarterly basis, this study monitors the status of coral reef fish communities at sixteen permanently marked sites offshore of Barbers Point on the southeast to Nanakuli Beach Park about 7.9 km to the northwest. These 16 monitoring stations are in waters from 5 to 12 m in depth and thus are subject to impact from high surf events. Survey work in 2016 was hampered by inclement weather. The 2016 surveys were completed on 15 April (1st quarter), 5 July (2nd quarter) and 18 August (3rd quarter). The first and fourth quarter work could not be completed in a timely fashion due to poor weather conditions due to the protracted El Nino event that created a record number of major storms (15 in all) and generating prolonged high surf events as they passed by the Hawaiian Islands in 2015. -

BELL 3 ABSTRACT: Naso caesius, a new unicornfish (Perciformes: Acanthuridae: Nas inae) is described from specimens from the Marshall Islands, Mariana Island s, Hawaiian Islands, and Pitcairn Group. Its occurrence in the Society Island s, New Caledonia, Fiji, and the Coral Sea is confirmed by underwater pho tographs. It is very similar to and has been confus ed with Naso hexacanthus, differing in having sma11er bladelike caudal spines that do not become sharply pointed and antrorse as on large male N. hexacanthus, a pale instead of black tongue, entirel y pale lower-limb gill rakers (base of rakers blackish in N. hexacanthus), and in life color. It is bluish gray overa11 (not yellowish ventra11y as on N. hexacanthus) and lacks the black borders on the opercle and preopercle and the white lower lip usua11 y seen on N. hexacanthus;one common color phase, which can be rapidly assumed, has vertically elongate spots on the bod y'that vary from paler to darker than the ground color. Naso thorpei Smith , kno wn from one 314-mm specimen from Durban, South Africa, is questionably distinct from N. hexacanthus. Naso tapeinosoma (Bleeker) and N. vomer (Klunzinger) are probable junior synonyms of N. hexacanthus. Since the only previous Mediterranean record of this species was based on a single individual observed in the Tyrrhenian Sea, the present record likely represents an independent introduction that may have occurred through the aquarium trade or via shipping. Two other surgeonfish species, Acanthurus coeruleus Bloch and Schneider, 1801 and Acanthurus monroviae Steindachner, 1876, were previously recorded from the central Mediterranean. While A. coeruleus may have established a population in the Levantine Sea, like A. chirurgus it has only been reported once from Malta (and from the central Mediterranean in general); both A. coeruleus and A. chirurgus are, therefore, considered to be casual species in Maltese waters. In contrast, A. monroviae was reported from several Mediterranean countries including Tunisia and Malta in the central Mediterranean. -

Several introduction pathways contribute to these introduction, including Lessepsian migration via the Suez Canal, accounting for approximately 100 fish species, and intentional or non-intentional aquarium releases, accounting for at least 18 species introductions. In the context of the citizen science project of iSea “Is it alien to you?… Share it”, several citizens are engaged and regularly report observations of alien, rare or unknown marine species. The project aims to monitor the establishment and expansion of alien species in Greece. In this study, we present the first records of two popular high-valued aquarium species, the scissortail sergeant, Abudefduf sexfasciatus and the sohal surgeonfish, Acanthurus sohal, in along the Mediterranean coastline of Greece. The aggressive behaviour of the two species when in captivity, and the absence of records from areas close to the Suez Canal suggest that both observations are the result of aquarium intentional releases, rather than a Lessepsian migration. -

The objective of this work was to determine aspects of reproductive biology of Blue tang surgeonfish, Acanthurus coeruleus. 496 specimens were sampled, between January 2013 and December 2015, out of which, 235 were male and 261 were female. Sexual ratio did not significanlty differ among genders, and a ratio of 1.11 females per 1 male was found. Total length frequency distribution ranged from 14 to 41.7 cm with predominance of females in the 24-32 cm classes and of males in the 26- 32 cm classes. The estimated allometric coefficient (2.7695), suggests that the species presents negative allometric growth. According to the GSI and the gonads histological analysis, the reproductive period of the species occurs from June to January with periods of greater reproductive activity from August. The oocyte diameter-frequency distribution analysis revealed a multimodal distribution, confirming the evidence of multiple spawning and batch fecundity varied from 20000 to 55000 oocytes. Spawning frequency estimates, based on the hydrated oocytes (HO) method indicated that the species spawns once every 3.8 days, while the estimates based on the post-ovulatory follicle (POF) method indicated a spawning every 3.4 days, during a 6-month spawning season lasting from August to January. -

Fishery Ecosystem Plan for the Mariana Archipelago Western Pacific Regional Fishery Management Council 1164 Bishop Street, Suite 1400 Honolulu, Hawaii 96813 December 1, 2005 Cover Artwork Courtesy of: So Jung Song Saipan Community School Susupe, Saipan, Northern Mariana Islands EXECUTIVE SUMMARY This Mariana Archipelago Fishery Ecosystem Plan (FEP) was developed by the Western Pacific Regional Fishery Management Council and represents the first step in an incremental and collaborative approach to implement ecosystem approaches to fishery management in Guam and the Commonwealth of the Northern Mariana Islands (CNMI). Since the 1980s, the Council has managed fisheries throughout the Western Pacific Region through separate species-based fishery management plans (FMP) – the Bottomfish and Seamount Groundfish FMP, the Crustaceans FMP, the Precious Corals FMP, the Coral Reef Ecosystems FMP and the Pelagic FMP. However, the Council is now moving towards an ecosystem-based approach to fisheries management and is restructuring its management framework from species-based FMPs to place-based FEPs. Recognizing that a comprehensive ecosystem approach to fisheries management must be initiated through an incremental, collaborative, and adaptive management process, a multi-step approach is being used to develop and implement the FEPs. To be successful, this will require increased understanding of a range of issues including, biological and trophic relationships, ecosystem indicators and models, and the ecological effects of non-fishing activities on the marine environment. This FEP, in conjunction with the Council's American Samoa Archipelago, Hawaii Archipelago, Pacific Remote Island Areas and Pacific Pelagic FEPs, reorganizes and amends the Council's existing Bottomfish and Seamount Groundfish, Coral Reef Ecosystems, Crustaceans, Precious Corals and Pelagic Fishery Management Plans. -
