Performative Citizenship in the Civil Rights and Immigrant Rights Movements Kathryn Abrams In August 2013, Maria Teresa Kumar, the executive director of Voto Lat mo, spoke aJongside civil rights leaders at the fiftieth anniversary of the March on Washington. A month earlier, immigrant activists invited the Reverend Al Sharpton to join a press conference outside the federal court building as they celebrated a legal victory over joe Arpaio, the anti-immigrant sheriff of Maricopa County. Undocumented youth orga nizing for immigration reform explained their persistence with Marlin Luther King's statement that "the arc of the moral universe is long, but it bends towardjustice." 1 The civil rights movement remains a potent reminder that politically marginalized groups can shape the Jaw through mobilization and col lective action. This has made the movement a crucial source of sym bolism for those activists who have come after. But it has also been a source of what sociologist Doug McAdam has called "cultural innova uons"2: transformative strategies and tactics that can be embraced and modified by later movements. This chapter examines the legacy of the Civil Rights Act by revisiting the social movement that produced it and comparing that movement to a recent and galvanizing successor, the movement for immigrant rights.3 This movement has not simply used the storied tactics of the civil rights movement; it has modified them 2 A Nation of Widening Opportunities in ways that render them more performative: undocumented activists implement the familiar tactics that enact, in daring and surprising ways, the public belonging to which they aspire.4 This performative dimen sion would seem to distinguish the immigrant rights movement, at the level of organizational strategy, from its civil rights counterpart, whose participants were constitutionally acknowledged as citizens. -

Re-evaluating Syndicalist Opposition to the First World War Abstract It has been argued that support for the First World War by the important French syndicalist organisation, the Confédération Générale du Travail (CGT) has tended to obscure the fact that other national syndicalist organisations remained faithful to their professed workers’ internationalism: on this basis syndicalists beyond France, more than any other ideological persuasion within the organised trade union movement in immediate pre-war and wartime Europe, can be seen to have constituted an authentic movement of opposition to the war in their refusal to subordinate class interests to those of the state, to endorse policies of ‘defencism’ of the ‘national interest’ and to abandon the rhetoric of class conflict. This article, which attempts to contribute to a much neglected comparative historiography of the international syndicalist movement, re-evaluates the syndicalist response across a broad geographical field of canvas (embracing France, Italy, Spain, Ireland, Britain and America) to reveal a rather more nuanced, ambiguous and uneven picture. -

The project as a whole argues that the university should be an idea place for students to develop a sense of personal and political agency, and First Year Writing courses organized around deliberation allow students to learn to listen and reason with each other as individuals and as citizens. My first chapter defends the methodology of a humanistic idea of deliberation (a pedagogy not based in classroom drills or Standard English) and where I also worry that the soft and fuzzy notion of deliberation that I practice collides with the measurement of my students’ “progress” on objective rubrics . -

The Industrial Workers of the World in Aotearoa Peter Steiner, 2006 etween 1908 and 1913 the Industrial Workers of the World (I.W.W.) were Ba small organisation in New Zealand whose infl uence was tremendous amongst working people. By means of hundreds of propaganda meetings, thou- sands of pamphlets and in particular their paper, the Industrial Unionist, the Wobblies (I.W.W. members) spread their revolutionary ideas wide and far. Th e big strike actions of 1912/13 can be attributed to workers uniting as a class inspired by revolutionary ideas. Th e transient nature of workers at that time also contributed to Wobbly ideas reaching every corner of the English speaking countries within a few years. However, it also made organising diffi cult due to the short-lived groups. Th e history of the I.W.W. challenges traditional histori- cal understandings, as historians tend to argue that, while workers lost in 1913, they were eventually victorious in 1935 with the election of the fi rst Labour Government. -

Dr. Sylvia Allegretto is a Research Economist and Co-Chair of CWED. Dr. Anna Godoey is a post-doctoral researcher at CWED. We acknowledge support from the University of California and the Ford Foundation and we are grateful to Arindrajit Dube and Ben Zipperer for their sage advice. ABSTRACT This brief on Seattle’s minimum wage experience represents the first in a series that CWED will be issuing on the effects of the current wave of minimum wage policies—those that range from $12 to $15. Upcoming CWED reports will present similar studies of Chicago, Oakland, San Francisco, San Jose and New York City, among others. The timing of these reports will depend in part upon when quality data become available. We focus here on Seattle because it was one of the early movers. Seattle implemented the first phase of its minimum wage law on April 1, 2015, raising minimum wages from the statewide $9.47 to $10 or $11, depending upon business size, presence of tipped workers and employer provision of health insurance. The second phase began on January 1, 2016, further raising the minimum to four different levels, ranging from $10.50 to $13, again depending upon employer size, presence of tipped workers and provision of health insurance. -

April 2016 Postsocialist crises and the rise of transnational capitalism in Eastern Europe: a theoretical framework for comparative analysis1 Besnik Pula Department of Political Science Virginia Tech [email protected] There is no question today of the deep institutional divergence of the postsocialist economies of Eastern Europe. The vision and designs of postsocialist reform in the early years aimed at turning Eastern European economies into capitalist economies akin to those of western Europe. But the outcomes of reform have been a plethora of capitalisms, which distinct and widely varying roles played by the state, domestic capitalists, transnational corporations, and workers. To examine this process of change, this paper offers a theoretical framework that explains why some East European economies became more embedded in transnational production than others. Its focus is on the political economy of institutional change. It assumes that economic institutional change is most dramatic under conditions of economic crisis. REMOVING REDS FROM THE OLD RED SCAR: MAINTAINING AN INDUSTRIAL PEACE IN THE EAST TENNESSEE COPPER BASIN, FROM THE GREAT WAR THROUGH THE SECOND WORLD WAR by WILLIAM R. SIMSON ABSTRACT This study considers industrial society and development in the East Tennessee Copper Basin from the 1890s through World War II; its main focus will be on the primary industrial concern, Tennessee Copper Company (TCC 1899), owned by the Lewisohn Group, New York. The study differs from other Appalachian scholarship in its assessment of New South industries generally overlooked. Wars and increased reliance on organic chemicals tied the basin to defense needs and agricultural advance. Locals understood the basin held expanding economic opportunities superior to those in the surrounding mountains and saw themselves as participants in the nation’s industrial and economic progress, and a vital part of its defense. -

The point, however, is to change it.” – Karl Marx That is the point, it’s true—but not in this course. This quote, indirectly, hints at a deep tension in Marxism. If we want to change the world we need to understand it. But the desire to change something can infect our understanding of it. This is a pervasive dynamic in the history of Marxism and the first step is to admit there is a problem. This means acknowledging the presence of wishful thinking, without letting it induce paralysis. On the other hand, if there are pitfalls in being upfront in your desire to change the world there are also virtues. The normative 1 goal of social change helps to avoid common trappings of academia, in particular, the laser focus on irrelevant questions. Plus, in having a set of value commitments, stated clearly, you avoid the false pretense that values don’t enter in the backdoor in social science, which they often do if you’re paying attention. With this caveat in place, Marxian social science really does have a lot to offer in understanding the world and that’s what we’ll analyze in this course. The goal is to look at the different hypotheses that broadly emerge out of the Marxian tradition and see the extent to which they can be supported both theoretically and empirically. -

From Print to Pixel: Visual Media and The Fate of Nonviolent Social Movement Activism Abstract In order to be heard or seen, nonviolent social movements (NVSMs) require an audience. News images of nonviolent protests become the means through which awareness of social movements is created. Comparative historical and semiotic analysis of journalistic images demonstrates that violence is a prominent theme within news coverage of nonviolent struggles. Four types of violence within nonviolence are identified: state violence, third-party violence, self-inflicted violence and symbolic violence. The examination of news images of these four types of violence showed the different ways in which challengers and the state contest power in the public domain through the media, in both text and images. Various actors (the state, social movements, journalists, the audience) use news images to historicize and construct their narratives of unfolding events, as well as make transhistorical claims. In this process, they deliberately employ news images to advocate for their causes, align themselves with previous heroes of civil disobedience and play on the popular understandings of good and evil.
