DOCTORATE OF PHILOSOPHY (2000) McMaster University (Anthropology) Hamilton, Ontario TITLE: A Tale of Four Caves: ESR Dating of Mousterian Layers at Iberian Archaeological Sites AUTHOR: Vito Volterra, M. A. (McMaster University) SUPERVISOR: Professor H. P. Schwarcz NUMBER OF PAGES: xviii, 250 Abstract This study was undertaken to provide supporting evidence for the late presence of Neanderthals in Iberia at the end of the Middle Paleolithic. This period is almost impossible to date accurately by the conventional radiocarbon method. Accordingly electron spin resonance (ESR) was used to obtain ages for four Spanish sites. They were EI Pendo in the Cantabrian north, Carihuela in Andalusia and Gorham's and Vanguard caves at Gibraltar. The sites were chosen to allow the greatest variety in geographic settings, latitudes and sedimentation. They were either under exca vation or had been excavated recently following modem techniques. A multidisciplinary approach to dating the archaeological contexts was being proposed for all the sites except EI Pendo whose deposits had been already dated but only on the basis ofsedimentological and faunal analyses. This was the first research program to apply ESR to such a variety ofsites and compare its results with that ofsuch a variety of other archaeometric dating teclmiques. The variety allowed a further dimension to the research that is the opportunity ofappraising first hand the applicability and advantages ofa new dating technique and determining its accuracy as an archaeological dating method incomparison with other techniques.

MONDAY 9 TH JULY 2012 Chief Minister’s Budget Speech 2012 Introduction Mr Speaker, this is my first budget address as Chief Minister and I have the honour to present the Government’s revenue and expenditure estimates for the year ending 31 st March 2013. Mr Speaker, this debate has traditionally also been about more than just numbers; this is a State of the Nation debate. I will therefore also report to this House on the state of the economy and public finances and on the specific budget measures and some of the projects that the Government will introduce, in pursuance of our manifesto commitments. Mr Speaker, having been in Opposition for 16 years, it is my pleasure to deliver for a Socialist Liberal Government, a budget to support working families and the disabled; a budget to support our youth and our senior citizens. A budget, Mr Speaker, to encourage business and enhance our public services. In short, Mr Speaker, this is a budget to deliver social justice and to improve the quality of life of all our citizens whilst making Gibraltar a great place to do business with the world. And that Mr Speaker, against a backdrop of continued economic turmoil in Europe. Mr Speaker no one in our community can have failed to appreciate the social problems that Europe’s economic woes are visiting upon ordinary citizens in economies more mature and diversified than our own.

PRESS RELEASE No. 175/2015 Date: 20th March 2015 Motion Date Relates to Important Legislation: "Feetham should be less paranoid." The paranoid statements from Daniel Feetham about the fact that his motion will be debated on the 30th March show how little he knows about Parliamentary procedure. The adjournment of the Parliament to that date has come about entirely as a result of the need for Education Minister Hon Gilbert Licudi QC MP to take the University of Gibraltar Bill, which cannot be taken until after the 25th March. The Bill could only have been taken before that date on the Chief Minister certifying that the Bill was urgent. Mr Licudi spoke to Mr Feetham to try to agree this but Mr Feetham indicated he did not believe that there were grounds for urgency. Because the Minister for Education will be travelling next week until the 29th March, the Bill cannot be proceeded wit h until the 30th March and Parliament has therefore been adjourned to that date. Opposition motions are dealt with at the end of the Parliamentary agenda, after Bills and Government Motions have been disposed of. The Chief Minister, Hon Fabian Picardo QC MP, said: "The Government is very much looking forward to debating Mr Feetham's motion. But he needs to be less paranoid about the reasons for the date set for the debate and wake up and realise that he does not set the agenda of Parliament, the Government does. So perhaps Mr Feetham should make fewer jibes and issue fewer press releases asserting his theories on why his motion is going to be debated when it is and he should concentrate on how he is going to justify having so obviously misled Parliament yesterday, which will be the subject of the first motion to be debated when Parliament returns.

Yvonne TAFELMAIER(1), Andreas PASTOORS(2) and Gerd-Christian WENIGER(3) ABSTRACT Possible contacts between hunter-gatherers of Northern Africa and Europe via the Strait of Gibraltar during the Pleistocene are still object to discussions. In the absence of significant fossil remains, debates are mainly based on similarities and differences of singular aspects of mate- rial culture. However, a theoretical framework for these discussions was lacking. The first aim of this study thus has been the development of a theoretical base. We therein included Maslow´s pyramid of basic needs. The idea of our approach is that the presence or absence of so-called cultural tracers identify either contact or disparity. A large database on archaeological sites of Morocco and Southern Iberia dating between 160 ka and 40 ka years ago has been compiled, containing information about lithic technology and typology, lithic raw material acquisition, subsistence patterns and symbolic behaviour. We formulated three potential contact scenarios between the two regions. The presence and/ or absence of so-called cultural tracers within the data set, that covered all levels of Maslow´s pyramid, led us to conclude that – based on the present archaeological and anthropological data - no contact took place between Iberian and North African populations across the Strait of Gibraltar in the given time frame.

HER MAJESTY’S GOVERNMENT OF GIBRALTAR THE CHIEF MINISTER TEXT OF AN ADDRESS BY THE HON. FABIAN PICARDO MP Finance Centre Lunch, London 15 th October 2012 HON FABIAN PICARDO MP: CHIEF MINISTER: GIBRALTAR My dear friends Thank you very much indeed for being here today. Although a day to celebrate Gibraltar in London and indeed, this lunch for financial services providers has become a fixture of the London calendar, THIS IS THE FIRST TIME I am involved as Chief Minister with my colleague Mr Gilbert Licudi QC here as minister for Financial Services. Last year, I attended this lunch as a professional in the sector myself and as Leader of the Opposition. I am sorry that the Leader of the Opposition now, Mr Caruana QC who was Chief Minister last year, has not been able to accept my invitation to be with us today. I saw last year that it is important for Gibraltar to engage with those of you in London who are already familiar with what we have to offer as a jurisdiction and to keep you up to date with developments in our economy. In fact, it is as important for us also to engage with those of you who are here to hear for the first time what opportunities Gibraltar can provide. Let me then first of all update you on what is happening at a macroeconomic level and in political terms, while Gilbert will after lunch take you through an update of what is happening in the financial services industry. We won the General Election in Gibraltar on 9 th December of last year.
