We affirm equality of oppatunity in education for all individuals so that each may be educ'ated to his potential by programs that take into account individa differences: The school in turn recognizes the reciprocal reiponsibility of the home, Where manners, morals and. loyalties are first taught, and of the churchand other educational agencies within the community which aid in the developmdit of values. While itis recognized.that the school bears the responsibility for the education of the student, it must also be recognized that the. student bears a responsibility to participate actively in the learning process, to develop self-discipline, and to respect the rights and privileges of his fellow students. The phase-elective p'rogramt mu st. continue to enwhasize a reasonable standard of proficiency.on the part of the student and foster in each studenfthe desire to accept his responsibility as a citizen. / It is the responsibility of teachers and counselors, working together, to identify individual differeiçes nd adopt, methads and programs .to meet these individual needs. We also recognize the variety of philospt1iies and methods of approach used by the teachers to. accomplish .these goals. II. OBJECTIVES To accomplish the air'irs of this course, four kinds Of objectives are emphasized: A. Inquiry Skills:To become a good citizen the student must have inquiry' skills with which he can separate truth from falsehood.These skills include: 1. The ability to recognize a problem. 2. The ability to formulate hxpotheses. 3. The ability to. recognize the logicalimplications of hypotheses. 4. The ability to gatlier data. a. To decide what clay will be needed. 4 b.     Praise for For All the People John Curl has been around the block when it comes to knowing work- ers’ cooperatives. He has been a worker owner. He has argued theory and practice, inside the firms where his labor counts for something more than token control and within the determined, but still small uni- verse where labor rents capital, using it as it sees fit and profitable. So his book, For All the People: The Hidden History of Cooperation, Cooperative Movements, and Communalism in America, reached expectant hands, and an open mind when it arrived in Asheville, NC. Am I disappointed? No, not in the least. Curl blends the three strands of his historical narrative with aplomb, he has, after all, been researching, writing, revising, and editing the text for a spell. Further, I am certain he has been responding to editors and publishers asking this or that. He may have tired, but he did not give up, much inspired, I am certain, by the determination of the women and men he brings to life. Each of his subtitles could have been a book, and has been written about by authors with as many points of ideological view as their titles. Curl sticks pretty close to the narrative line written by worker own- ers, no matter if they came to work every day with a socialist, laborist, anti-Marxist grudge or not. Often in the past, as with today’s worker owners, their firm fails, a dream to manage capital kaput. Yet today, as yesterday, the democratic ideals of hundreds of worker owners support vibrantly profitable businesses.

Abramowicz: Tax Experimentation TAX EXPERIMENTATION Michael Abramowicz* Abstract Random experiments could allow the government to test tax policies before they are enacted into general law. Such experiments can be revenue-neutral, with the tax authority ensuring ex post that average tax revenues received from taxpayers in the treatment and control groups are equal. Taxpayers might thus volunteer even for experiments that would broaden the tax base, for example by eliminating deductions. Continued participation by taxpayers in such experiments would indicate that the proposed reforms are efficient at least if externalities are disregarded. Non-revenue-neutral experiments raise greater concerns about horizontal inequity, but they may be helpful in addressing questions about effects of tax rates and in increasing participation.     Toward a New Labor Law © 2003 Debs-Jones-Douglass Institute Toward a New Labor Law is a proposal of the Interim National Council of the Labor Party pursuant to the Workplace Bill of Rights resolution adopted by the Labor Party First Constitutional Convention in November 1998. The Labor Party circulated this proposal, initially drafted by Jim Pope, Peter Kellman, and Ed Bruno, to a large number of labor activists and union leaders and held discussions at a series of meetings across the country. In all, more than 200 labor activists and union leaders suggested changes. The present document reflects many of their ideas. It supersedes the version that was published in the Spring 2001 issue of Working USA under the title “Toward a New Labor Rights Movement.” Debs-Jones-Douglass Institute The Debs-Jones-Douglass Institute (DJDI) is a non-profit organization which carries out cultural and educational projects.
