    Arctic Review on Law and Politics Peer-reviewed article Vol. 10, 2019, pp. 190–216 Governing the Arctic: The Russian State Commission for Arctic Development and the Forging of a New Domestic Arctic Policy Agenda Helge Blakkisrud Norwegian Institute of International Affairs (NUPI) Abstract After a period of relative neglect in the 1990s and early 2000s, the Arctic is back on the agenda of the Russian authorities. To ensure efficient coordination and implementation of its Arctic strategy, the government in 2015 established a State Commission for Arctic Development. It was to serve as a platform for coordinating the implementation of the government’s ambitious plans for the Arctic, for exchange of information among Arctic actors, and for ironing out interagency and interregional conflicts. Based on a case study of the State Commission for Arctic Devel- opment, this article has a twofold goal. First, it explores the current Russian domestic Arctic agenda, mapping key actors and priorities and examining the results achieved so far. Second, it discusses what this case study may tell us the about policy formulation and implementation in Russia today. We find that while the government’s renewed focus on the Arctic Zone has yielded some impressive results, the State Commission has been at best a mixed success. The case study demonstrates how, in the context of authoritarian modernization, the Russian government strug- gles to come up with effective and efficient institutions for Arctic governance. Moreover, the widespread image of a Russian governance model based on a strictly hierarchic “power vertical” must be modified. Russia’s Arctic policy agenda is characterized by infighting and bureaucratic obstructionism: even when Putin intervenes personally, achieving the desired goals can prove difficult.

    EURASIA Turkey’s Security Cooperation in Central Asia OE Watch Commentary: The governments of Central Asia still consider Russia to be an important security cooperation partner even as China has increased its security cooperation with the region in recent years. While other security cooperation partnerships in the region do not receive as much attention, the accompanying excerpted articles report on a few of Turkey’s recent efforts in the region and there are a couple of things worth noting. The article from Kloop, a Russian-language independent news website in Kyrgyzstan, reports that in early November “Kyrgyzstan received military vehicles, medical equipment and mountain gear” from Turkey. Kyrgyzstan’s General Staff mentioned in the article how “the first batch of military-technical equipment was delivered from Turkey to Kyrgyzstan in September of this year under an agreement on military-financial cooperation between the two governments.” The Kyrgyz General Staff posted on social media that the equipment included a couple of fuel tankers and various field gear. The article from Eurasia Daily, a Russian-language website based in Russia covering news on the region, reports on how the “Turkish Defense Minister Hulusi Akar visited Tashkent and Nur-Sultan” and talked with the two governments about “prospects for military and military-technical cooperation.” The article notes how the Turkish defense minister “met with the President of Uzbekistan Shavkat Mirziyoyev” and “his Kazakh counterpart Nurlan Yermekbayev.” While Turkey’s meeting with Uzbekistan included the “status and prospects of military and military-technical cooperation,” the meeting with the Kazakh defense minister noted that cooperation would involve “training and Turkish Defense Minister Hulusi Akar.

Follow us on LinkedIn Kazakhstan General epidemiological situation In January, compared to December, there is an increase in the incidence of coronavirus by 10 percent in Kazakhstan, from 23.1 thousand to 25.6 thousand cases. The number of laboratory-confirmed cases of coronavirus infection in Kazakhstan, according to official data, amounted to 187 970. Where 2,556 people died (seven deaths were registered on January 31). Cancellation of strict quarantine in Almaty Almaty has moved from the “yellow” to the “green” zone in terms of the rate of detection of those infected with coronavirus. The city stayed in the “yellow” zone for one day – January 30. The severity of quarantine measures depends on which zone (“red”, “yellow” or “green”) the city or region is located in. Earlier, on January 28, Almaty was in the “red” zone, the sanitary inspector of the city Zhandarbek Bekshin decided to tighten quarantine measures from February 1.
