PRESENTATION CEREMONY 14 – 16 April 2021 SIM – UNIVERSITY OF LONDON PRESENTATION CEREMONY 14 – 16 April 2021 35 WONDERFUL YEARS AND THE PASSION CONTINUES TO GROW… In 1986, a strategic alliance started between two partners who shared a strong passion for bringing the best in education to help inspire and fulfill aspirations. SIM, Singapore’s leading private institute of education and training, was all set to support the nation’s rapid industrialization towards economic success by upgrading the qualifications, knowledge and skills of its manpower. The University of London, an established and highly reputable UK institution known as the birthplace of distance learning, was full-out to take the impact of their education to a global scale. The first programme of the SIM-University of London partnership was the BSc (Econ) in Management Studies programme at SIM which met with overwhelming demand. No doubt the prestige and academic quality of a UOL degree was an important factor in this initial success, as was the track record of SIM in delivering an impeccable standard of quality and support for its learners. Most of all, it was the relentless pursuit of excellence and unwavering commitment both partners pledged that have continued to ensure success for their students and their partnership over the next 35 years. Today, SIM is University of London’s largest overseas Teaching Centre with 5,500 students enrolled in 31 programmes, as well as a community of 40,000 graduates spread across the region. The setting up of the University of London-SIM Global Education Regional Centre at SIM HQ in 2018 to raise the University’s profile in the region through the forging of mutually beneficial relationships is a reflection of the robust partnership between the two institutions. 1 The strongest testament to the success of the partnership is the continuing stellar performance of SIM-University of London students among the top in the world. The class of 2020 broke past years’ record with 16% of students scoring First Class Honours, 165 top scorers in the worldwide exams, 80 Commendations and 48 Prizes and Awards for Academic Achievement. The University of London degrees continue to be well recognized by universities for postgraduate admission. In 2019/20, four of our alumni received scholarships to pursue their Master’s at Stanford University and the London School of Economics and Political Science. In the last two years, alumni pursued varied interests – development studies at Cambridge, international affairs at Peking University, quantitative finance at the University of Chicago and management and finance studies at the London Business School. Based on the SIM 2019/20 SIM Graduate Employment Survey conducted by Media Research Consultants on 2019 cohort of graduates from the full-time BSc programmes, 80.1% of SIM-UOL graduates were employed within six months after completing their studies. This overall employment rate included graduates in full-time, part-time and freelance employment. Employers appreciated not only the depth and breadth of the graduate’s academic knowledge and skills but also their adaptability and resourcefulness. In moving with the aspirations of their students, SIM and University of London are constantly reviewing and updating their offerings and bringing new ones relevant in helping their learners thrive in an ever- changing world. In recent years, new studies introduced to impart knowledge and skills for the future of work included data science, artificial intelligence, financial technology, business analytics and digital     Why Are Gender Reforms Adopted in Singapore? Party Pragmatism and Electoral Incentives* Netina Tan Abstract In Singapore, the percentage of elected female politicians rose from 3.8 percent in 1984 to 22.5 percent after the 2015 general election. After years of exclusion, why were gender reforms adopted and how did they lead to more women in political office? Unlike South Korea and Taiwan, this paper shows that in Singapore party pragmatism rather than international diffusion of gender equality norms, feminist lobbying, or rival party pressures drove gender reforms. It is argued that the ruling People’s Action Party’s (PAP) strategic and electoral calculations to maintain hegemonic rule drove its policy u-turn to nominate an average of about 17.6 percent female candidates in the last three elections. Similar to the PAP’s bid to capture women voters in the 1959 elections, it had to alter its patriarchal, conservative image to appeal to the younger, progressive electorate in the 2000s. Additionally, Singapore’s electoral system that includes multi-member constituencies based on plurality party bloc vote rule also makes it easier to include women and diversify the party slate. But despite the strategic and electoral incentives, a gender gap remains. Drawing from a range of public opinion data, this paper explains why traditional gender stereotypes, biased social norms, and unequal family responsibilities may hold women back from full political participation.     The Rule of Law and Urban Development The transformation of Singapore from a struggling, poor country into one of the most affluent nations in the world—within a single generation—has often been touted as an “economic miracle”. The vision and pragmatism shown by its leaders has been key, as has its STUDIES URBAN SYSTEMS notable political stability. What has been less celebrated, however, while being no less critical to Singapore’s urban development, is the country’s application of the rule of law. The rule of law has been fundamental to Singapore’s success. Introduction 1.1 In terms of administrative law, the decided cases showed some insight into the role of courts in relation to: handing over town council management to another political party after a general election, the susceptibility of professional bodies which are vested with statutory powers like the Law Society review committee to judicial review; as well as important observations on substantive legitimate expectations and developments in exceptions to the rule against bias on the basis of necessity, and how this may apply to private as opposed to statutory bodies. Many of the other cases affirmed existing principles of administrative legality and the need for an evidential basis to sustain an argument. For example, a bare allegation of bias without evidence cannot be sustained; allegations of bias cannot arise when a litigant is simply made to follow well-established court procedures.1 1.2 Most constitutional law cases revolved around Art 9 issues. Judicial observations on the nature or scope of specific constitutional powers were made in cases not dealing directly with constitutional arguments. Michael SETTELEN: The rise of China has led to an increasingly wary West. Is China a threat? HUANG Jing: China is a threat if you look at the country from the perspective of rivals, especially in terms of Western values or the political system. The fundamental difference is that the Washington Consensus – the neoliberal policies propagated by the West – upholds that, first, the individual’s right is more important than the collective good, and the well-being of the individual determines the well-being of society; second, the development is driven by a capitalist market economy in a – third – liberal democratic system. The Beijing Consensus – or China’s model – on the other hand believes that, first, the collective good, i.e. national interests, trumps everything. By this logic, individual rights can be sacrificed if necessary. Second, the development is driven by the “socialist market economy”. Some call it state capitalism. Third, the system is a socialist system under one- party rule.
