Cambridgshire Memories of the Cold War era Our mission: to research, record and archive the local history of the Cold War era working with Cambridgeshire residents to tell our stories and commemorate 30 years since the Fall of The Berlin Wall. SpyNet is a National Heritage Lottery Funded project, led by New International Theatre Company. Thanks to partners The Norris Museum, Ramsey Neighbourhoods Trust, Ramsey Youth Club (Crunch) and The Library Presents. Introduction The following texts are transcriptions of interviews from people who give a variety of personal perspectives on the Cold War. These are mainly from those serving professionally with RAF, USAFE, Civil Defence or the Intelligence services; but also included are the insights of a teenager growing up on a base, an artist who lived on the Soviet side of the Iron Curtain and the memories of people who protested at Molesworth. The memories begin in the '60s and cover the height of the Cold War in the '80s. The contributors all have a connection to Cambridgeshire, highlighting the importance of this period of history for the region. Today the activities have changed, USAFE U2 spy planes no longer fly from Alconbury and the RAF Nimrods no longer fly from Wyton, however cyber-espionage continues apace at undisclosed locations. The physical landscape is changing too with RAF Molesworth, Alconbury and Upwood all facing closure and re-purposing to housing development, but the memories stay with those who lived through a unique historical era. 1 2 contents 1. Soviet forces never went home, kept occupied areas under domination, and threatened free nations worldwide. By 1946, Winston Churchill had declared, “An iron curtain has descended across the conti- nent.” Thus began a 45-year struggle between the diametrically opposed worldviews of the US and the Soviet Union. In 1948, the USSR cut off land access to free West Berlin, launch- ing the first major “battle” of the Cold War: the Berlin Airlift. Through decades of changes in strategy, tactics, locations, and technology, the Air Force was at the forefront. The Soviet Union was contained, and eventually, freedom won out. Bentwaters. Bitburg. Clark. Loring. Soes- terberg. Suwon. Wurtsmith—That so many Cold War bases are no longer USAF instal- lations is a tribute to how the airmen there did their jobs. The Benefits of Moving to an All-W87 ICBM Force The NNSA is proposing to replace the W78 ICBM warhead with a new W87-1 warhead using a “W87- like” pit. A better alternative Replacing the 200 deployed W78s with the some of the 340 W87s in storage would bring several benefits: 1. Enhanced safety—much sooner: A major feature of the W87-1 is that it would use insensitive high explosives (IHE). As NNSA states in its report W78 Replacement Program (W87-1): Cost Estimates and Insensitive High Explosives: “Replacing the conventional high explosives (CHE) in the current W78 warhead with IHE is the single most significant weapon system change that improves the warhead’s safety and security.” But the W87 also uses IHE and could be deployed now, not in several decades. 2. Less demanding pit production schedule: The W87-1 would use new plutonium pits, which requires the NNSA to start up and then quickly ramp up its pit production from the current zero (and none since 2013) to 80 per year by 2030. As the NNSA states, this will be “challenging.” The alternative would obviate or significantly delay the need to produce 80 pits by 2030. 3. More realistic schedule overall: The NNSA faces significant schedule challenges in producing the W87-1, as it states in the FY19 Stockpile Stewardship & Management Plan: “Production is predicated on all newly manufactured components and a nuclear material manufacturing modernization strategy that relies on large, multi-year investments in component and material capabilities.” 4. Reduced NNSA workload: The NNSA and the weapons complex are already struggling to manage five simultaneous major work programs on weapons in the stockpile while also building the UPF and trying to establish a pit production capacity. -

Order Code RL33748 Nuclear Warheads: The Reliable Replacement Warhead Program and the Life Extension Program Updated December 3, 2007 Jonathan Medalia Specialist in National Defense Foreign Affairs, Defense, and Trade Division Nuclear Warheads: The Reliable Replacement Warhead Program and the Life Extension Program Summary Current U.S. nuclear warheads were deployed during the Cold War. The National Nuclear Security Administration (NNSA) maintains them with a Life Extension Program (LEP). NNSA questions if LEP can maintain them indefinitely on grounds that an accretion of minor changes introduced in replacement components will inevitably reduce confidence in warhead safety and reliability over the long term. Congress mandated the Reliable Replacement Warhead (RRW) program in 2004 “to improve the reliability, longevity, and certifiability of existing weapons and their components.” Since then, Congress has specified more goals for the program, such as increasing safety, reducing the need for nuclear testing, designing for ease of manufacture, and reducing cost. RRW has become the principal program for designing new warheads to replace current ones. The program’s first step was a design competition. The winning design was selected in March 2007. If the program continues, NNSA would advance the design of the first RRW, assess its technical feasibility, and estimate cost and schedule in FY2008; start engineering development by FY2010; and produce the first deployable RRW between FY2012 and FY2016. Congressional actions on the FY2008 national defense authorization bills (H.R. 1585, S. 1547) and energy and water appropriations bills (H.R. 2641, S. 1751) have called this schedule into question. OVERVIEW: The Grumman A-6 Intruder was an American, twin jet-engine, mid-wing all-weather attack aircraft built by Grumman Aerospace. In service with the U.S. Navy and U.S. Marine Corps between 1963 and 1997, the Intruder was designed as an all-weather medium attack aircraft to replace the piston-engined Douglas A-1 Skyraider. As the A-6E was slated for retirement, its precision strike mission was taken over by the Grumman F-14 Tomcat equipped with a LANTIRN pod. From the A-6, a specialized electronic warfare derivative, the EA-6 was developed. DETAILS: The A-6's design team was led by Lawrence Mead, Jr. He later played a lead role in the design of the Grumman F-14 Tomcat and the Lunar Excursion Module. The jet nozzles were originally designed to swivel downwards for shorter takeoffs and landings. This feature was initially included on prototype aircraft, but was removed from the design during flight testing. The cockpit used an unusual double pane windscreen and side-by-side seating arrangement in which the pilot sat in the left seat, while the bombardier/navigator sat to the right and slightly below. The incorporation of an additional crew member with separate responsibilities, along with a unique cathode ray tube (CRT) display that provided a synthetic display of terrain ahead, enabled low-level attack in all weather conditions.
