Through its work, the NAO promotes evidence-informed health system policy decision-making in Canada, Mexico, and the Lucero Cahuana Hurtado United States of America at the national and the subnational levels of government. Academic partners Alejandra Balandrán include the Institute of Health Policy Management and Evaluation at the Dalla Lana School of Public Health, University of Toronto, the National Institute of Public Health, Mexico, and the UCLA Fielding School of Edna Méndez Public Health. The European Observatory on Health Systems and Policies is a partnership, hosted by WHO/Europe, and has a secretariat in Brussels as well as hubs in London (at LSE and LSHTM) and at the Berlin University of Technology. HiTs are in-depth profiles of health systems and policies, produced using a standardized approach that allows comparison across countries.     Health at a Glance 2017: OECD Indicators Health at a Glance provides the latest comparable data and trends on the performance of health systems in OECD countries. It provides striking evidence of large variations across countries in health status and health risks, as well as in the inputs and outputs of health systems. This edition contains a range of new indicators, particularly on risk factors for health. It also places greater emphasis on time trend analysis. Alongside indicator-by-indicator analysis, this edition offers snapshots and dashboard indicators that summarise the comparative performance of countries, and a special chapter on the main factors driving life expectancy gains. Overview of health system performance in Mexico Life expectancy in Mexico is one of the lowest across the OECD. This can be explained in part by the limited resources available for health, with consequent impacts on access and quality of care. High obesity rates are also a major public health concern. Nevertheless, important progress has been made, with life expectancy 14 years higher today than it was in 1970. The figure below shows how Mexico compares across these and other core indicators from Health at a Glance. Mexico – Relative performance compared to the OECD average 1 Standardisation of interquartile range excludes outliers (at least ±3 standard deviations from the average) that cause biased statistical distributions. 2 Includes measured and self- reported obesity rates. 3 Values for Australia and Canada are reported in median (rather than mean) number of days. Foundations to establish a Public Policy Mario Jesús Aguilar Camacho, Alma Rosa Tovar Vega, José Enrique Luna Correa, Emigdio Larios Gómez University of Guanajuato ABSTRACT: Is ensured that in Mexico, members of this generation will be the first to see our children die, and not by war, calamities or some natural disaster, but for chronic diseases caused by obesity. In short: Mexico suffers from a veritable public health epidemic. Mexico won in 2012 the first place in obesity worldwide. The fact is alarming, 7 out of 10 Mexicans over 15 are overweight or obese and the consumption of "junk food" is one of the main reasons for this. The consequences of obesity have already exceeded the response capacity of the public health system; for 2017 is expected that 170 billion pesos (13 billion dollars) will be required to fight them -all the budget of the Ministry of Health of federal government. Here are exposed the results of a multidisciplinary study, a documentary review and interviews with experts, in which some bases are proposed to establish a public policy that includes sanitary measures, preventive and corrective ones and the implementation of taxes on companies that produce, market or advertise non-nutritious foods; all aiming to stop this devastation. To assess the beliefs about causes and consequences of and possible solutions to obesity among 18-40 years old women in two Mexi- can cities and to analyze the association with demographic variables, we developed a questionnaire and assessed the women’s weight status. The questionnaire was applied at two outpatient healthcare centres and assessed the responses by the Likert scale. Results were analyzed by demographics, using the chi-square and Spearman correlations. One thousand one hundred adult women participated in the study. Mean age was 27.8 years, and mean BMI (kg/m2 ) was 27.05. The prevalence of overweight and obesity was 35% and 24% respectively. The most mentioned causes of obesity were eating oil and fat (4.1), fried foods (4.1), and eating too much (4.00). The most reported consequences were diseases (4.1), discrimination (3.9), and early death (3.7). The main solutions were physical activity (4.2), healthful eating (4.2), and personal motivation (4.1).

CONSIDERING That the agenda of the States set the focus on the fight against hunger and malnutrition and on the food sovereignty of the nations, as it is stated in the 2030 Agenda for Sustainable Development and in its Goal 2 “End hunger, achieve food security and improved nutrition and promote sustainable agriculture,” as well as in the Paris Agreement on Climate Change, which came into force on November 4th, 2016; also, considering that in the Latin America and the Caribbean parliaments, laws on food and nutrition security and sovereignty have been approved and are under discussion. That in the above-mentioned Agenda the legislative powers are crucial agents to end hunger and malnutrition, as it is reflected in the 2030 Agenda for Sustainable Development, when noting that the Members of the Parliaments perform a key role in the achievement of the Sustainable Development Goals (SDG) by “enacting legislation, approving budgets, and ensuring accountability”. That in the Special Declaration on the “Plan for Food Security, Nutrition and Hunger Eradication” of January 27, 2016, announced on the occasion of the IV Latin America and the Caribbean States Summit (CELAC) held in Quito, Ecuador, the Heads of State and Government of the region reaffirmed their commitment to the eradication of hunger and malnutrition, as an essential element in order to achieve sustainable development.
