NSJLE2014 was held 10-11 July at the University of Technology Sydney in conjunction with the International Conference on Japanese Language Education (ICJLE). It was the second biennial National Symposium on Japanese Language Education, building on the success of the inaugural symposium in 2012. This collection of papers and abstracts presented on the day stands not only as a record of the symposium but also as testament to the innovation and dedication shown by Japanese language educators in Australia and to how they are leading the way in making connections locally while keeping the big picture firmly in view. The diversity of perspectives provided by those educators gives us all the opportunity to learn more in our quest to improve and strengthen Japanese language education in Australia. Yoshihiro Wada Director The Japan Foundation, Sydney October 2016 5 INTRODUCTION CHIHIRO KINOSHITA THOMSON It is my great pleasure to introduce the Second Proceedings of the National Symposium on Japanese Language Education in the year of celebrations for the 40th Anniversary of the signing of the Basic Treaty of Friendship and Co-operation between Australia and Japan. As Julie Bishop, Minister for Foreign Affairs, mentioned in her remarks at the anniversary in February this year, Australia and Japan enjoy a special friendship and strategic partnership that has exceeded the expectations of those who signed the treaty. For this she extends credit to the friendship and people-to-people links which often start from the Japanese language classrooms in Australian schools. As many of us know, Australia is currently placed fourth in the world for the number of learners of Japanese, and the overwhelming majority of them are studying Japanese in primary and secondary schools. The Proceedings are an outcome and record of the National Symposium for teachers of Japanese in Australia. Two years after the inaugural symposium, the second National Symposium on Japanese Language Education was delivered in collaboration with the International Conference on Japanese Language Education in July 2014 in Sydney. True to the Symposium theme of “Local Connections, Global Visions”, the two forums brought together some 800 Australian and international participants from over twenty countries to discuss both local and global issues and to network with each other. The National Symposium featured papers under topics including National Scope: Australian Curriculum and White Paper; Leadership and Advocacy; Information and Communications Technology (ICT); Articulation; Heritage; and Sharing Best Practices. For the National Symposium, the joint delivery of the two forums meant that Australian best practices were showcased in front of an international audience, while the Australian school teachers had opportunities to mingle with a highly diverse group of teachers of Japanese, ranging from their schoolteacher counterparts in other countries to global leaders in the field. Arising from the symposium, these Second Proceedings capture both the big picture and best practices. On the big picture of the national level, Kent Anderson, then Pro-Vice Chancellor (International) of the University of Adelaide (now Deputy Vice-Chancellor (Commerce and Engagement) of the University of Western Australia), contributes a presentation on the relevance of Japan and Japanese in Australia. Anderson, the most energetic champion of Japanese language education in Australia today, warns that the days when a focus on Japan needed no justification are over, citing examples of Japan being excluded from national agendas; and encourages us, the stakeholders, to more actively advocate and promote Japan. Another big picture is presented by Robyn Spence-Brown, who is a leading expert in Japanese language education. Her paper, originally presented as a Special Lecture at the International Conference, draws a comprehensive overview of Australian Japanese language education today, with critical reflections on its history, economic and strategic environment, language education policies, and the students and teachers. She advocates a repositioning of Japanese as a vehicle for intercultural learning and a gateway to other cultures and languages of Asia. David Nunan, keynote speaker for both the National Symposium and the International Conference, is an influential Australian academic who leads the world in the field of foreign language education. His contribution to this volume provides a collection of global best practices which go beyond the boundary of classrooms. The examples he gives encompass extensive reading, email tandem learning, dialogue journal, intensive listening and contact assignments, all of which engage learners in out-of-classroom practices. He stresses the importance of integrating classroom-based learning with out-of-classroom learning since both support each

Policy makers now have a deeper awareness of the importance of good schools in underpinning economic prosperity. Western Australian schools enjoy a relatively high level of public funding support. On the other hand, WA has higher cost pressures related to a relatively large proportion of indigenous and/or remote area students. The proportion of WA youngsters completing their education through to year 12 had risen to close to the national level—but the mining boom has driven a recent decline. Western Australian students are amongst Australia’s—and the developed world’s—top per- formers in science, reading and maths. In terms of student performance compared to public dollars spent, WA school system gets good value for money by comparison with the rest of Australia and the developed world. Australia’s institutions play an important part in ensuring that Western Australians remain near the top of the class. • Competition between state education systems is healthy • Competition between government and non-government school systems is healthy • Competition between schools is healthy • Competition between teachers to succeed at their careers is healthy Of all the things that influence student outcomes and that we can do something about, the qual- ity of teaching is the most important.     Issues in Educational Research, 29(2), 2019 427 Dealing with the demands of the Deakin University-Teach For Australia program: Four perspectives Angela Evangelinou-Yiannakis The University of Western Australia This paper sets out to explain the Deakin University-Teach For Australia (DU-TFA) program for preparing teachers Australia-wide, with a focus on Western Australia (WA), and to offer insight into how the DU-TFA beginning teachers, known as Associates, ‘dealt with’ the demands of the program. It is not an evaluation of the DU-TFA program; rather, through qualitative research methods, it offers the perspectives of four Associates on how they ‘dealt with’ the demands of the program, and the suggestions they make for modifications to the program to alleviate some of these demands. The suggestions may prove useful to TFA and its new partner university, as well as to other initial teacher education (ITE) programs. The paper provides the background to the TFA program, inclusive of its purpose, its operations, and the mentoring approach it employs with its partner university to support the Associates. The qualitative research methodology used to gather the data, and the limitations of the study, are also explained. Background Teach For Australia (TFA) has been operating in Australia since 2008 and in Western Australia since 2015 (Teach For Australia, 2019). A derivative of the original collaborative network called ‘Teach for All’, the longest running of which is Teach For America, founded in 1990, the ‘Teach For…’ concept has spread across the world to more than 40 countries. O’Donoghue (2017, pp. 212-213) provided a brief outline of the humble beginnings of the movement; a movement which began in 1989 when an American student, Wendy Kopp, initiated the concept of ‘Teach for America’.

Lesley Vidovich University of Western Australia Abstract: Studies on internships within initial teacher education have existed in literature since the early 1900s, they have espoused the benefits of experiential learning or critiqued the variance available in terms of structure, length of time and purpose. However, little research on teacher internships has been reported within a policy context. This study employs a modified ‘policy trajectory’ framework to capture the impact of teacher internship models emerging from policy reform in Australia driven by the National Partnership Agreement on Improving Teacher Quality Program (NPTQ). It highlights how policy contexts and practices are inextricably interconnected and influenced by key policy ‘threads’ related to people, philosophy, place, processes and power (5Ps). Significant benefits of internships are revealed. Variations in resourcing, influence and local conditions evidence enactment of NPTQ resulted in uneven and potentially inequitable outcomes. The authors call for more research, transparency and enhanced accountability for government investment for internships.
