D'Amato in 1992, it will be pivotal foe any Republican candidate to split the heavily- Democratic county.

In 199~, Republicans are in a great position to reclaim the orrice or Erie county Executive. IncUllbent De~ocrat Dennis Gorsx1 is considered extremely vulnerable by both sides or the aisle. Party chairman ·rom }(eynolds, who is also a Member ot the New York ~tate Assembly, and the Assembly's Deputy Minority Leader, has been at the party nelm since March ot 1990. A return to the grassroots, strong candidate recruitment, outstanding tund- raising skills and ongoing party building have been tne hallmarks ot his administrations, and widely credited for the party's recent successes. Tl.LXING POINTS No one can visit Buffalo without mentioning the three-time defending AFC Champion . This is a huqe football town, and it looks like we may be headed to another Super Bowl. Many of those in attendance will also be qoing on to the Roswell Park cancer Institute's fund-raiser. Roswell Park is one of the premiere institutes of its kind in the , and a recent U.S. News and World Report survey of America's best hospitals, Roswell Park was ranked in the top three percent. Roswell ranked ahead of such world renown facilities as the Cleveland Clinic, Harvard's Massachusetts Hospital, Mount Sinai and the Cornell Medical Center. The city is heavily focused on developing its waterfront, and has made great strides in that area. (A waterfront planning com~ission is stalled, to say it as flatteringly as possible, but looks toward an ambitious revitalization, similar to that experienced in Baltimore). Buffalo is also home to the National Hockey Leaquets Buffalo Sabres, who are currently plannir.q construction of a new facility, the Crossroads Arena . Similarly, Pilot Field, home to the Triple-A baseball Buffalo Bisons won hiqh marks for its construction in 1989, and is often referred to as the Jewel of Downtown Buffalo.

You are scheduled to receive the Gilda Radner Courage Award at the Roswell Park Cancer Institute on the evening of January 8.

The audience will consist of many doctors as well as business and community leaders, corporate sponsors, their guests and clients.

This is a black tie event, with about 900 guests expected. The purpose is to raise money for cancer research and care. This is the fourth annual dinner -- this year it is a circus theme. During the cocktail hour, the guests can play carnival games or win prizes at various booths.

Following the cocktail hour there will be a formal dinner. It will begin with the National Anthem, followed by a welcome from the Chairwoman of the event, Judy Molenberg. They will then present you with the award. There will be a podium and microphone. They would like you to make brief acceptance remarks. They will then introduce you to Dr. Chu, the developer of the P.S.A. test.

After dinner, two more awards will be given: one to David Campbell, President of Computer Task Group, a Fortune 500 company. He is a volunteer who secured a $241 million bond issue from the State of N.Y. to be used to build a new hospital at Roswell Park in the next four years. This project is called, "Major Modernization". Mr. Campbell will receive the "Inspiration Award".

The second award, the "Hope Award", will be given to Dr. Vern Chapman, a scientist who has done significant work in genetic research for a cancer cure.

Gilda Radner died of ovarian cancer. During her illness, she dedicated herself to educating others on the symptoms of ovarian cancer. She is credited with saving hundreds of lives through this crusade.

The Gilda Radner Courage Award honors an individual who has taken his battle with cancer and has used it to inspire and motivate others. The people at Roswell Park believe that you have been a true inspiration to others and that your efforts to spread the word about early detection have also saved the lives of many.

The Roswell Park Alliance is a group of volunteers which has pledged support to one of the nation's oldest and most respected leaders in the field of cancer research -- Roswell Park Cancer Institute. The Alliance is in the process of planning its fourth annual black tie benefit to raise crucial dollars for cancer research and care. This year, All Star Night '94 will be held at the Connecticut Street Armory on January 8, 1994. This year's event will have a circus theme, and 900 guests will play carnival games with a chance of winning exciting prizes. Professional sports celebrities from the Buffalo Bills, Sabres and Bisons will be featured as "barkers" in the booths encouraging guests to play the wide assortment of carnival games.

As part of the evening program, we honor an exce tional individual who has made a difference through his courage an given hope to cancer patients. We are hoping that you will be able to be present at this event to accept this award. tf.\. the Gilda Radner Courage Award. We have enclosed the description of the award named for a courageous woman. *You are scheduled to make brief informal remarks before about 50 $2,500-$5,000 donors to the GOP. *In your remarks you should thank New York Assemblyman Tom Reynolds who is the local GOP Chair, and businessman Tony Gioia (pronounded Joy-a), who is hosting the event. *You may also want to make a mention of the Buffalo Bills, who are in the NFL playoffs, trying to get to their fourth straight Super Bowl. (They lost the last three.)

Perhaps something like:

*I know I might get into trouble here for saying this, but Buffalo-native Tim Russert, host of "Meet the Press," and I made a little bet on last year's Super Bowl. If the Bills won, Russert was going to interview me in Buffalo. And if the Cowboys won, he had to come to my home town of Russell, Kansas. I'm still waiting. Maybe we'll go double or nothing this year.

*I have a feeling that this may be the year for the Bills. After all, the Democrats finally won the "Super Bowl" after losing three presidential elections in a row. So it just might be the Bill's turn. One big difference is that if the Bills win, they may raise ticket prices, but they can't raise your taxes.

I HOTLINE 1/6/94 *18 NEW YORK: CUOMO'S EXPECTED TO RUN; DOES THAT MEAN HE WON'T? "Offering a blueprint for the state that could well serve as a tidy campaign platform," Gov. Mario Cuomo (D) called for building a "future of hope" by cracking down on crime, cutting taxes and making it "tougher" to go on welfare (Finnegan, N.Y. DAILY NEWS, 1/6). "For years, the State of the State Message was listened to as closely for hints" of cuomo's nat'l ambitions as for the "actual content of the words. This year .•• legislators, lobbyists and reporters simply tried to mine from [the] speech whether he planned to run for a fourth term" (Fisher, N.Y. TIMES, 1/6). N.Y. POST screamer: "Gov sounds like a candidate Ready To Run" (1/6). "Cuomo's speech was a skillful, if somewhat forced, effort to put the state's prostrate economy and high unemployment in as good a light as possible." The speech was a "well-crafted political document confronting the four major concerns -- crime, tax cuts, the economy and welfare -- that ..• are on the minds of New York voters" (Dicker, N.Y. POST, 1/6). MARIO, THE NEW DEMOCRAT? By calling for tax cuts, a "crackdown on crime and a welfare program that emphasizes work," Cuomo, once the "darling of liberal Democrats, sought ••• to outflank the Republicans" (Sack, N.Y. TIMES, 1/6). He "entered a new election season ••• sounding distinctly in tune with his times" (Goldberg, N.Y. NEWSDAY, 1/6). N.Y. DAILY NEWS editorial: "Yes, that was Mario Cuomo delivering his 12th State of the State address •.. without once mentioning the Family of New York •••. For survival purposes, it's surely wiser to be a New Democrat than it is to continue a New Dealer. Second, while the governor's proposals are welcome, each only goes so far -- and that's not far enough" (1/6). Analyst Wm Schneider: "When Mario Cuomo cuts taxes, times really are changing" (USA TODAY, 1/6). "In a political role reversal, Mr. Cuomo's tax-cutting and welfare proposals got a frosty reception from his fellow Democrats who control the Assembly" (Dao, N.Y. TIMES, 1/6). Cuomo responding to analysis that he has moved ideologically: "What's changed here is not Mario Cuomo but the extent of violence. And because of that the decibel level goes up for everyone" (Goldberg, N.Y. NEWSDAY, 1/6). GOP LOVING IT: Senate Maj. Leader Ralph Marino quipped: "I certainly would endorse our present governor for our own candidate on the Republican line based on the State of the State" (N.Y. POST, 1/6). NYC Mayor (R) "hinted" that he could cross party lines and endorse Cuomo: Cuomo "sounded to me like a governor who has a lot of vitality left." But Giuliani said it was premature to endorse anyone yet (N.Y. POST, 1/6). "THREE STRIKES AND YOU'RE IN": That's Cuomo proposing the three strikes proposal, meaning after three felony convictions a criminal would be locked up permanently (USA TODAY, 1/6). CUOMO '96? UVA's Larry Sabato: "If the Clinton presidency goes awry, I wouldn't rule it out. It would be just like Cuomo to do it when no one thinks he will" (USA TODAY, 1/6). THE MYSTERY GOP CANDIDATE: State GOP leaders, including Sen. Al D'Amato (R) are eyeing a "high-quality" mystery

candidate. "Efforts to convince the potential candidate -- whose name is known to only three men -- to enter the race are now under way." Those efforts are "tied to D'Amato's seemingly" surprising statement to the DAILY NEWS 1/4 (see HOTLINE, 1/5) that he might reconsider running for gov. himself. One source: "D'Amato's statement puts the freeze on (other candidate) again, and that gives time" for the mystery candidate to come forward. Who is the mystery candidate?
