Wi i e r- e, Jt< WASHINGTON (AP) Sen. Bob Dole says he's ready to begin planning Senate hearings to ''get the facts out'' on the Whitewater affair. ''Let's do it,'' Dole said Sunday on NBC's ''Meet the Press.'' But House Majority Leader Dick Gephardt warned against doing anything that might damage the investigation being conducted by special counsel Robert Fiske. Fiske is looking into the involvement of President Clinton and his wife Hillary in an Arkansas land development corporation linked to a failed savings and loan. The special counsel also is probing White House contacts with Treasury officials regarding a federal investigation of the deal. ''He says he's going to get the Washington part of it done in three or four weeks. We can have hearings after that, if it's appropriate to do that,'' Gephardt, D-Mo., said on the same program. The Senate voted last Thursday to hold hearings on Whitewater, but it set no timetable. Dole said he plans to meet Tuesday with Senate Majority Leader George Mitchell, D-Maine, to begin working out a format and schedule. ''We don't want to interfere with (Fiske's) investigation, I/ but we don't believe we have to wait till he shoots the firing pistol and says, 'OK, you can start now,''' Dole said. Asked if he knew of any wrongdoing that might have occurred in briefings that Treasury officials gave White House officials on an investigation of Whitewater, Dole said, ''I'm not alleging anything. They want a Washington update and Q and A. You are only scheduled to be there a total of 35 minutes, so these won't last long. You will address employees in the cafeteria, and there will be a podium set up. They expect about 150 - 200 individuals. Tax issues are very important. Clinton's Health Tax increases the tax on snuff by 35005, from 3 cents per tin to 97 cents. For regular chewing tobacco (they make a little, but snuff is the mainstay), the increase is 10,000%. The other tax issue is the deductibility of tobacco advertising. Other issues are health related -- Kessler is trying to get FDA jurisdiction over tobacco, and Kennedy's Labor Committee is always a threat. Kratovil said that adding contributions from UST employees to the PAC contributions and his personal contribution, you will receive $23,000 from those you will meet at their headquarters for your fundraiser tonight.

*15 NEW YORK: PATAKI ANNOUNCEMENT HIGHLIGHTS D'AMATO-MARINO FEUD "Saying he wants to end the '12-year nightmare'" of Gov. 's (D) reign, state Sen. (R) "formally kicked off his bid for the GOP [gov.) nomination." At press conferences in NYC and Albany, Pataki "stressed his support of the death penalty and pledged to cut taxes 'to bring back prosperity (and) create jobs' and stem the damage from 1 12 years of failed social politics.'" Cuomo spokesperson Joel Beneson: "It comes as no surprise that Republicans are starting out running a negative campaign." Though "little known to voters outside his district, Pataki is considered by many political insiders to have the makings as Cuomo's most formidable challenger since he was elected governor in 1982." But, Pataki "also is caught in the middle of an increasingly bitter feud between the state's top two elected" GOPers: Sen. Al D'Amato (R), who backs Pataki, and state Sen. Majority Leader Ralph Marino (R), who opposes him (Lombardi, N.Y. DAILY NEWS, 3/15). In a "reflection of Mr. Marino's dissent, no Republican senators appeared today with Mr. Pataki" (Sack, N.Y. TIMES, 3/15). BATTLE ROYALE: N.Y. POST's Dicker reports GOP "tensions" over choosing a candidate to challenge Cuomo "exploded" 3/12 in an "angry face-off" between D'Amato and Marino's top aide, Angelo Mangia, at the annual Inner circle reporters' roast. D'Amato spotted Mangia, a "key operative in Marino's efforts to block Pataki's selection," at the event. D'Amato "shouted" to Mangia: "You think you run the Republican Party in this state? Well, you don't!" D'Amato "began moving toward Mangia, but was physically prevented" from doing so. D'Amato "then made a few unquotable remarks about Mangia, walked away and started to cool down." Marino says Pataki is "too close to the anti-tax group Change-NY, which tried to defeat" Marino in '92. Mario Cuomo (D): "The assumption should be that I'm going to support the Republican ticket." He added that he would need to know who the GOP candidate was, what the views of the ticket were, and "what the nominee planned to do" for NYC (N.Y. TIMES, 3/9). "Fresh from a tough political election of his own and caught in the middle of a budget squeeze that requires the courtship" of both Dem and GOP lawmakers "for fiscal help from Albany," Giuliani "has by and large avoided stepping into" the gov. fray. A Giuliani endorsement "is seen by many as crucial to the chances" because the mayor's political base, "hundreds of thousands of white ethnics" in NYC, "could be a critical swing vote." state Sen. George Pataki (R): "His support would be extremely important to anyone." Cuomo Comm Dir. Joel Benenson: "They share a lot of common ground" (Perez-Rivas, NEWSDAY, 3/9). GOP INFIGHTING: Recently, there has been "gloves-off infighting" between Sen. Al D'Amato (R) and state Sen. Maj. Leader Ralph Marino (R). A "knowledgeable insider" and several other sources, "said D'Amato and Marino are pressuring" local GOP leaders to take sides in their "warfare" over the candidacy of Pataki. D'Amato has "thrown his weight behind" Pataki, "whom Marino opposes because of Pataki's past ties to Change-NY, an anti-tax group that tried to bounce Marino from his Nassau County seat in 1992." According to GOP sources, the "anti-D'Amato camp" has lined up Westchester Co. GOP leader Anthony Colavita to oppose Pataki, who is from Westchester Co. "The failure to win the support of his own county leader would be a major embarrassment for Pataki." A D'Amato ally noted that Calavita's son is on the state Senate payroll as a lawyer at $33,000 a year, implying that Marino may be using that to sway Colavita's endorsement" (Lombardi, N.Y. *4 GOP 1 96: NEW JERSEY IS LATEST TO CONSIDER EARLIER PRIMARY A bill introduced by NJ Assemblyman George Geist (R) would move the 1 96 NJ pres. primary from June to the first week of March. Geist: "Right now, our neighboring states of New York and , among others, are also considering frontloading their presidential primary dates. New Jersey must act now. If we do not, the results of our late primary in June could become irrelevant and our impact on a particular race greatly diminished." The 3/5 date Geist has is mind is the same "Junior Tuesday" date that NY is considering. Other JT states: co, GA, MD, MN (caucus) and VT. PA is considering moving up to 3/19 to join Midwest states such as IL, MI, OH and possibly WI. The CA priamry is currently set for 3/26, but there are threats in the CA leg. to move it up further if NY moves ahead of it. Geist also "touted the bill as an economic development measure": "New Jersey will be in a better position to share the spotlight and economic rewards enjoyed by those states having earlier primaries" (AP, 2/8).
