Section A Page A 2 Issued Mar 2015 A BRIEF HISTORY OF THE TRICYCLE ASSOCIATION

The inaugural meeting of the Tricycle Association took place on 12th December 1928 at the then headquarters of the National Cyclists' Union, but the idea of forming such an association had arisen earlier that year when a group of enthusiasts met at ‘The Crown’, Theale following a Western Roads CC 50. Tricycle entries in some of the Western Roads and other West promotions had been encouraging and it was proposed by a great tricycling enthusiast named Alec Glass that an organisation be established to allow tricycles to be catered for both socially and competitively.

Twenty tricyclists attended the inaugural meeting, as follows: E.S. Hall, W.C. Keen, H.C. Bateman, A.H. Stead, F.R. Fisher, S.H. Young, S.R. Baron, A.R.M. Harbour, A.G. Dymore, A.B. Howard, L.F. Dixon, L.E. Vahey, R.J.J. Coe, C.H. Cooper, M. Draisey, J.H. Wallace, H.H. Froud, H.A. Payne, Sammy Bartleet and A.H. Glass. Following the reading of the notice convening the meeting Sammy Bartleet was elected unopposed to the Chair, a position he occupied until his sudden death in 1943.

The first A.G.M. of the T.A. was held at the same venue on 26th January 1929, and the constitution which the Committee had drawn up was ratified. Thus, the Tricycle Association was established.

The first official run of the Association took place on Sunday February 24th, 1929 and aroused much public interest, including that of the National Press both in print and pictures. Fourteen tricyclists set off from Hyde Park Corner and proceeded to the ‘Anchor Inn’ at Ripley.

Over the years the Association made steady progress and, pre-war, a ‘Northern Contingent’ was established. After the war, this eventually became the North West Region. Unfortunately the outbreak of the war in 1939, just ten years after the formation of the Association made the future of the T.A. uncertain, but a skeleton programme was planned, and the Association was able to carry on during these difficult times. This was largely due to the enthusiasm of the then National Secretary, Len Wishart, who worked untiringly and enabled the Association to advance from strength to strength, when it might easily have marked time.

Section B Page B 1 Issued Mar 2015 Secretary of the Cyclists' Touring Club for over a quarter of a century. GHS, as he was affectionately known, was a member of the Association from its earliest days.

Nowadays our Association totals over 500 members, about 25 of these being overseas. The Association is currently divided into eight Regions including one Overseas, each of which (except Overseas) has its own local officers. The overall running of the Association is vested in a National Executive Committee and National Officers.

Ever since 1944, when it was first published as ‘The Tricycle Bulletin’ we have had the benefit of our own excellent quarterly magazine, ‘The Tricycle Association Gazette’.

In the early days the Association was involved mostly in touring activities, but since 1929 the Association has also promoted its own time trials and currently promotes a full programme each year . The Tricyclist's League was introduced in 1984, in an effort to encourage members to enter events in regions other than their own, and this has been helpful in achieving that end.

From its inception in 1928 the Association was confined to male riders of the tricycle and, partly as a consequence of this the Women's Tricycle Association was formed in 1954. At the Tricycle Association A.G.M. in October 1976 the word 'male' was deleted from the Constitution making way for women to join. Since then our lady members have made a significant contribution to the Association on both the competitive and organisational fronts. The need for the W.T.A. had ceased to exist, and later its trophies were donated to the T.A.

Many of the Association’s popular members have been commemorated with Memorial Events named after them, including trophies for the Championships: 10 miles ~ Jenny Noad; 25 miles ~ Stan Spelling; 50 miles ~ Bruce Kingsford and 100 miles ~ ‘Fliss’ Beard. The first ever Stan Spelling Memorial Event was a truly memorable occasion. Held in 1973 as a tribute to Stan on a course near Burton on Trent, it attracted a full field of 120 tricyclists, with other entries having to be returned.

First presented in 1934, the Bidlake Memorial Plaque is awarded by the Bidlake Committee to just one recipient each year in recognition of outstanding and meritorious performance in cycling competition or administration. It is arguably the most prestigious cycling award in Britain. Seven Association members have received the Plaque: 1943, George Herbert Stancer ~ administration; 1953, John

Section B Page B 2 Issued Mar 2015 Arnold; 1956, Ray Booty ~ the first sub-four hour bicycle ‘100’; 1957, Albert Crimes; 1972, Eric Tremaine; 1991, Glenn Longland ~ bicycle, 300+ miles in 12 hours; and 1998, David Duffield. Of these seven only three, Arnold, Crimes and Tremaine have received the plaque for exploits on the tricycle although, arguably, Duffield’s tricycle exploits could have been mentioned in his citation.

Probably two of the most talented record breakers we have had in our Association are Albert Crimes and John Arnold. In addition to their individual achievements they formed a unique partnership and established the following RRA records on Tandem Tricycle: 50 miles in 1hour 49 minutes 55 seconds; 100 miles in 3 hours 46 minutes 30 seconds; 257.75 miles in 12 hours; 466.25 miles in 24 hours and, 1000 miles in 2 days 13 hours 59 minutes.

In 1953 riding in the National Championship Arnold's 24 hour figures of 457.33 added a staggering 35 miles to Albert Crimes’ existing tricycle record, and was just two miles behind Champion Nick Carter riding a bicycle. In 1954 Arnold would team up with Crimes to set an End-to-End record on the tandem tricycle which may perhaps never be beaten. Albert went on to set a new tricycle End to End Record in 1957, and in 1958, a 1000 miles tricycle record that still stands today. David Duffield did break Albert’s End to End record in 1960, and several other RRA records, but he waited until 1998 to be awarded his Plaque ~ for memorable TV broadcasting. In 1972 Eric Tremaine added half a mile to Arnold’s incredible 24 hour tricycle record: a notable achievement together with his End to End tricycle record 10 years later. He also made considerable contributions to the administration of the Association and is a Life Member.

The Annual Dinner and Prize Presentation of the Tricycle Association has been held at several different venues over the years; but in more recent years it has been held in Warwickshire. In 1978 the Golden Jubilee was celebrated. Six founder members were present (four others were unable to attend). The Dinner was presided over by long-time President, C. Edmund Green (‘Ed’), who held this position from 1951 until his death in 1979.

George Lawrie celebrated 50 years as Time Trials Secretary in 1990: a magnificent achievement. He also broke the 1000 mile Tricycle Record in October of 1938.

In December, 1990, finally, the RTTC recognised Tandem Tricycle Competition Records.

Over the years since the intense competition of the 1950s there have been seasons

Section B Page B 3 Issued Mar 2015 when many records have been broken by riders vying for either RTTC or RRA honours. Fliss Beard, Steve Brown, Barry Charlton, Barbra Collins, Kate Crisp, Dave Crook, Ralph Dadswell, Ben Elliott, Dave Gabbott, Bill Goodall, Lorna Hanlon, Stuart Jackson, Dave Keene, Glenn Longland, Jane Moore, Jenny Noad, Dave Pitt, John Read, Carl Saint, Don Saunders, John Thompson, Eric Tremaine and Dave Worsfold are amongst those who have all raised standards and reduced times.

In October 2003 the Tricycle Association celebrated its 75 th Anniversary and a year later the 50 th Anniversary of the formation of the Women’s Tricycle Association was celebrated at the Annual Dinner.

In 1998 the Association was involved in its first tricycle event on foreign soil with the initial time trial of a series associated with the annual village fête at St. Marsault in France. These events became established there over the following years and became recognised as an unofficial World Championship for Tricycles. As a result of the contacts made at St. Marsault Tricycle World Championships have also been held in Belgium and England. The event returned to St. Marsault every second year until 2011, when sadly, the St. Marsault fête committee did not wish to continue the promotion.

The number of tireless workers, and colourful characters, including amazing record breakers which our Association has been fortunate to boast over the years, are simply too many to mention, so perhaps the best thing would be to refer the reader to the lists of life members, officials and record holders in this Handbook, since each and every person listed there deserves a specific mention in this brief history of the Tricycle Association.

Section B Page B 4 Issued Mar 2015 CONSTITUTION

1. The name of the Association shall be “The Tricycle Association”.

2. The object of the Association shall be to provide social and competitive activities for the members.

3. Membership shall be open to people with an interest in tricycles and tricycling. A tricycle is defined as a humanly propelled machine, self-supporting and making three tracks when in motion.

4. The colours of the Association shall be crimson and gold.

5. The design of the badge shall be three interlocking circles surrounding the monogram “TA” superimposed in gold on a crimson base.

6. The official organ of the Association shall be “The Tricycle Association Gazette”.

7. The management of the Association shall be vested in a National Executive Committee consisting of the Officers of the Association and such elected members as shall from time to time be determined.

8. For the purpose of administration the Association shall be divided into regions, each of which shall be known under a geographical title. The areas of operation of these regions shall be from time to time defined by the National Executive Committee, and need not necessarily be confined to the specific geographical boundaries suggested by the title.

9. Each region shall be regarded as a separate body within the framework of the national organization, and shall affiliate directly to Cycling Time Trials for the purposes of members taking part in time trials.

10. The management of a region shall be vested in a regional committee consisting of the officers of the region and such additional members of the region as shall from time to time be determined.

11. If the National Committee decide that it is necessary to dissolve the Association, it shall call a meeting of all members of the Association of which not less than 21 days notice (stating the terms of the resolution to be proposed) shall be given. If the proposal is confirmed by a two thirds majority of those voting, the NEC shall have the power to realize any assets held by or on behalf of the Association. Any assets remaining after the satisfaction of any proper debts and liabilities shall be given or transferred to such cycling or recreational organizations, charitable organizations or bodies having objectives similar to those of the TA as the winding up meeting may determine. Failing that they should be applied to some charitable purpose.

Section C Page C 1 Issued Mar 2015 RULES NATIONAL ADMINISTRATION

1. The Association shall be administered by the following Honorary Officers: Chairman, National Secretary, Treasurer, Time Trial Secretary, National Captain, Gazette Editor and a committee of not more than six active members plus the Tricycle Time Trial League Organizer, Criterium League Organizer, Mileage Chart Organizer and Webmaster. These shall be elected at the National Annual General Meeting. Such officers and committee, together with regional secretaries or their authorized deputies, shall constitute the National Executive.

A President shall be elected to serve for three consecutive years and then stand down. He/she may attend NEC meetings but not vote thereat.

2. Two Honorary Auditors shall be elected at the National Annual General Meeting. Members of the National Executive Committee shall not be eligible for election as auditors.

3. The National Executive Committee shall meet at least twice a year, and records shall be kept. Ten shall form a quorum, and the Chairman shall have a casting vote in addition to his ordinary vote. Any member of the National Executive Committee or member of the Association who is carrying out work for the Association, who has a pecuniary interest in that work or in any item on any meeting agenda shall declare the interest when such a matter is to be considered.

4. The National Executive Committee shall be responsible for the policy and organization of the Association. It shall promote an annual dinner, publish an official handbook containing the rules and regulations and any other relevant matter, organize national competitions, control financial policy, and adjudicate on the award of trophies and medals.

5. The National Secretary shall give not less than twenty-eight days notice of the Annual General Meeting, which shall be held not later than the first Week in November, the date and venue to be decided at the previous Annual General Meeting. Notices of motion from the National Executive Committee, Regional Annual General Meetings, or individual members, which shall be duly proposed and seconded, shall be in the hands of the National Secretary at least Fourteen days before the meeting. The Agenda and Statement of Accounts, together with reports from National Officers and Regional Secretaries shall be circulated to all members at least three days before the meeting. The National Secretary shall call an Extraordinary National General Meeting at the order of the National Executive Committee; by a requisition of a Regional Committee, or by a requisition of at least forty individual members, not more than nineteen of whom shall be members of any one region. The National Secretary shall be required to give at least seven days notice of an Extraordinary National General Meeting, at which no matter shall be discussed other than that for which the meeting was called.

7. The National Treasurer shall be responsible, under the direction of the National Executive Committee, for all monies of the Association. All accounts will be in the name of “The Tricycle Association” with three signatories of which two must sign for withdrawals. Monies received from any National Executive-approved functions, racing events and Association business, less approved expenses, to be sent to the National Treasurer by 30 th September of the current year.

8. The Treasurer shall prepare the accounts and Balance sheet for auditing after 30 th September each year. The audited Balance Sheet will be circulated to all members with the AGM agendas and presented for the approval of the membership at each Annual General Meeting.

9. The “Tricycle Association Gazette” shall be published by the Editor under the direction of the National Executive Committee.

10. The National Time Trials Secretary shall be responsible, under the direction of the National Executive Committee, for the competitions, medals and trophies of the Association. Claims for medals and trophies must be forwarded to the National Time Trials Secretary as soon as possible after the event, and in any case not later than 7th October.

MEMBERSHIP

11. Application for membership must be made on the official form and submitted to the National Treasurer, if through any other Official it shall be forwarded to the National Treasurer within ten days. The application shall be considered at the next meeting of the National Executive Committee, and election shall be subject to the approval of two thirds of the National Executive Committee present and voting. The National Executive Committee shall have the power to expel any member guilty of conduct detrimental to the interests of the Association. Any member whose membership it is proposed to terminate shall have the right to

Section D Page D 2 Issued Mar 2015 appear in person before the National Executive Committee, or alternatively, to submit his case in writing. This decision to be taken by not less than two thirds of the membership present and voting.

12. Honorary Life Membership may be conferred on a member in recognition of outstanding services to the Association, which shall entitle him/her to all the facilities of the Association. Nominations shall be submitted through a regional committee to the National Executive Committee at least three months before the Annual General Meeting at which a vote of nine tenths in favour of those present and voting shall be required for election.

13. Each prospective member may, when applying for membership, specify the Region of which he/she wishes to be a member. If he/she does not so specify, the National Executive Committee shall allocate him/her to a specific region. Any member may change from one region to another with the approval of the National Executive Committee, always providing that each member may not change his/her regional membership more than once in each calendar year.

14. The National Treasurer shall, within ten days of receiving an application for membership or a subscription, send full details to the National Secretary and the appropriate Regional Secretary.

15 Membership shall be deemed to commence from the date when a completed application form, together with the current subscription, is received by any official of the Association, subject always to subsequent ratification by the National Executive Committee.

16. (i) Subscriptions shall be payable direct to the National Secretary, Treasurer or a Regional Secretary for each year (January 1st to December 31st). (ii) Subscriptions unpaid on March 1st of each year shall terminate membership, although the National Executive Committee have the power to review special cases. Payment after 1st September will require a rejoining fee. (iii) New members shall pay a joining fee. (iv) New members whose applications are received by the any Officer of the Association after 30th September in any year will not be liable to pay any further subscriptions until 31st December the following year.

17. The subscription rates and joining fee for the following year shall be proposed by the Treasurer at the National Annual General Meeting for approval by those members present. Current rates for each category of membership (ordinary or family) and the joining fee shall be published in the Association's Gazette on the Membership form. Family membership is open to any person living as a member of the family at the same address as a member paying the full subscription. The subscription shall be paid by each person who is eligible. Only one Gazette will be sent.

REGIONAL ADMINISTRATION

18. A region shall be administered by the following officials: Chairman, Secretary and Captain, and they, together with not less than three elected members of the region, shall constitute the Regional Committee which shall meet as often as required to transact the business of the region. Four shall form a quorum, and the Chairman shall have a casting vote in addition to his ordinary vote.

19. A region shall hold an Annual General Meeting, at which not less than seven regional members are present, not later than September 30 th , which shall receive a regional report and financial statement, elect officers and a committee, elect delegates to bodies to whom it is affiliated, and decide upon the social and competitive programme for the following year. A Regional Secretary shall give not less than fourteen days notice of such a meeting to members of his/her region by publishing notice of such meeting in the previous issue of the Association's Gazette.

Section D Page D 4 Issued Mar 2015 20. A region may hold a bank account in the name of (i.e. Tricycle Association … … … … Region) for the purpose of running regional social events. Regions holding money on their own account may appoint a Regional Treasurer. A regional account will have three signatories any two of which must sign for withdrawals. The Regional Treasurer will submit a balance sheet recording all transactions during the previous year for the approval of the Regional AGM. In the event of the Regional AGM not being quorate the balance sheet and the supporting evidence will be sent to the National Treasurer for auditing with the National accounts. If a region is disbanded any funds left in the Regional account will be paid to the National Account.

21. An Extraordinary General Meeting of a region may be called at any time by order of the Regional Committee, or by a requisition signed by at least ten members. The Regional Secretary shall be required to give at least seven days notice of any Extraordinary General Meeting at which no matter shall be discussed other than that for which the meeting was called.

22. Postage and approved affiliation fees incurred by a Region may be claimed from the National Treasurer. A statement signed by the Regional Chairman and Secretary of accrued monies and stock held by the Region must be submitted to the National Treasurer by 30 th September of the current year. Each Region shall affiliate to a C.T.T. District local to them and may also affiliate to any local cycling association(s) they deem necessary. (Note of guidance on this rule issued to Regional Secretaries, October 2006)

23. All time trials promoted by a region shall be open to any Tricyclist, who shall be eligible for any award or trophy of the Association, except where the conditions specify that an award or trophy is confined to members of the Association.

24. A Regional Time Trial Secretary shall furnish the National Time Trial Secretary with start and result sheets, or notification of cancellation; the National Treasurer with the Start/Result sheets and a Balance sheet for each event; and the Gazette Editor with a result sheet, within twenty-eight days of every Time trial promoted by the region.

25. The Regional Secretary shall send a regional report, including details of officers elected, the future social and competitive programme and the number of members present at the Annual General Meeting, to the National Secretary not less than fourteen days before the National Annual General Meeting. This report shall be submitted to the National Annual General Meeting, and shall be subject to its approval. Section D Page D 5 Issued Mar 2015 26. A request for the formation of a new region shall be made to the National Executive Committee, and shall bear the signatures of at least fifteen members. The National Executive Committee shall have the power to sanction the formation of a new region, having satisfied itself that the formation of such a region is in the best interest of the Association.

GENERAL

27. No alteration to these rules and constitution shall be made except at the National Annual General Meeting or a National Extraordinary General meeting and then only on a majority of two thirds of the members present and voting.

28. Only members whose subscription is fully paid shall be entitled to attend and vote at meetings of the Association.

29. All questions arising out of the correct interpretation of these rules, and all matters not herein provided for, shall be referred to, and settled by, the National Executive Committee.

30. At least 14 days before the Spring meeting of the National Executive Committee, Regional Committees should consider which of the National Time Trials and/or Social weekends they wish to promote during the following year. The National Executive will allocate the events to the Regions, who in turn will be responsible for applying for dates and courses. In the event of no region applying to run an event, the National Executive Committee will be responsible for the date application, course and promotion.

31. All nominations for President, National Officers and Committee shall be sent in writing to the National Secretary not later than 1 st October for inclusion in the AGM Agenda. If no such nominations are received then nominations may be taken from the floor of the meeting for each post for which no nominations have been received. If there are more than six nominations for the six elected members’ posts, then an election shall be held for all six posts. The Agenda should state whether current holders of positions are prepared to continue in office. All officers and committee members should be asked at the Summer NEC whether or not they wish to continue in office for the following year. Where an officer or committee member expresses willingness to continue in office for the following year, the nomination made at the time of his or her original election to office should be deemed sufficient.

Section D Page D 6 Issued Mar 2015 RULES OF RACING

1. All Road Time Trials shall run in accordance with the Cycling Time Trials Rules and Regulations, and shall be for tricyclists only with the exception that Tandem Bicycles may be admitted to Tandem Tricycle events. No TA awards will be given to riders of Tandem Bicycles.

2. All track events shall be run strictly in accordance with the Rules of British Cycling.

3. All massed start events shall be run strictly in accordance with the Regulations of British Cycling and shall be held on closed circuits only.

4. The minimum entry fees for time trial events shall be fixed by the National Executive Committee, plus any Cycling Time Trials levy. The cost of feeding shall be borne by the competitor.

5. Any road event receiving less than four entries by the closing date may be run at the organizer's discretion. If a Championship event receives less than four entries by the closing date it may be run at the organizer’s discretion, either as a separate event or incorporated into another event on the same day on the same course. If a Championship event is run with less than four entries only the Championship Trophy shall be awarded to the winner

6. In all handicap time trials a handicap award shall be given if entries are of four or more; if entries are of twelve or more second handicap shall be given and if more than twenty a third handicap shall be given. Handicap allowances shall be shown on the start sheet.

7. In all time trials a fastest time award shall be given if entries are of four or more; if entries are of twelve or more a second fastest time award shall also be given; if entries exceed twenty a third fastest time award shall also be given. In an event where four or more ladies are entered an award shall be given to the fastest lady rider.

Where four or more teams of two riders have entered, awards shall be given to the fastest aggregate time as a team award.

8. Tandem Tricycle time trials shall be scratch, a fastest time award being given; if entries exceed 5 pairs a second fastest time award shall also be given; if entries exceed 9 pairs a third fastest time award shall also be given. Three pairs shall constitute a minimum entry.

9. Where Regions run "Open" Tandem events i.e. open to Tandem Bicycles as well as Tandem Tricycles, event secretaries shall ensure that expenditure on levies, printing/postage and prizes does not exceed the income from Entry Fees.

10. The Tricycle Association member who achieves, on a tricycle, the greatest distance in any 24 hour time trial will be awarded a T.A. gilt medal. Section D Page D 7 Issued Mar 2015 RESPONSIBILITIES OF NATIONAL OFFICERS AND JOB-SPECIFIC MEMBERS OF THE N.E.C.

Introduction

The 2005 A.G.M. approved a proposal that Officers and others on the N.E.C. with specific jobs should prepare a simple list of their responsibilities with the intention of including this information in the Handbook. The aim of the lists is to inform members as to “who does what” and to clarify areas of possible overlap and confusion. The May 2006 N.E.C. meeting considered and agreed these lists, which were submitted by the individual postholders. The lists are not intended to be job descriptions, nor are they intended to be all-inclusive and are only brief outlines of individual responsibilities. They are in no way intended to restrict the initiative by which individuals can, by the way in which they carry out their jobs, make their own contribution to the wellbeing of the Association and the way in which it operates.

All postholders are responsible to the Tricycle Association, through the National Executive Committee, for the effective execution of their responsibilities, as detailed in the Constitution and Rules of the Association and in the best interests of the Association as a whole. It is expected that postholders will liaise with members of the N.E.C. and other members of the Association as necessary in order to discharge their individual responsibilities.

Chairman: 1. Chairs N.E.C and A.G.M. meetings of the Association. 2. Ensures that the business of the Association is run in compliance with the Constitution and Rules of the Association. 3. Oversees the democratic process in operation on an everyday basis in the Association, mediating when necessary. 4. Makes decisions, in consultation with appropriate Officers and Members, on matters of urgency which may occur between meetings. 5. Writes quarterly notes for the Gazette.

National Secretary: 1. Provides secretarial and support services to the Association under instruction from the N.E.C. and the Chairman. 2. Prepares and circulates agendas and support papers for the N.E.C. and the A.G.M. 3. Takes minutes of meetings and maintains appropriate records. 4. Deals with correspondence and acts as contact and information point for enquiries. 5. Custodian of the archive files of minutes and correspondence. 6. Writes quarterly notes for the Gazette. 7. .Maintains current copy of the Handbook, including the Constitution and Rules and arranges for the issue of amendments to the Handbook and the production of new editions when required. 8 Liaises with Officers and Members of the Association to discharge the above responsibilities. As National Treasurer: 1. Receives all monies payable to the Tricycle Association and pays them into the Association’s national account. 2. Pays invoices presented to the Association as appropriate. 3. Sends out invoices as appropriate. 4. Keeps account of the income and expenditure of the Association. 5. Prepares the accounts for auditing annually. 6. Produces a balance sheet for the AGM. 7. Proposes appropriate subscription rates at each A.G.M. 8. Informs, and when necessary consults with and acts under the direction of the N.E.C. on all financial matters. 9. Manages the sale of the Association’s stock. 10. Reports regularly to the N.E.C. 11. Writes a quarterly report for the Gazette. 12. Custodian of the Women’s Tricycle Association Archive.

As Membership Secretary: 1. Receives members’ subscriptions and keeps records of subscriptions paid. 2. Ensures all subscription monies received are deposited in the National account. 3. Sends out renewal notices and reminder letters as appropriate. 4. Receives membership applications and informs the National Secretary and appropriate Regional Secretaries. 5. Maintains a current address list of members for periodic issue to Members and for circulation of Gazettes and A.G.M. notices. 6. Maintains an e-mail address list for circulation among participating members.

National Captain: 1. Organises the National Dinner and Prize Presentation. 2. Encourages and supports the social activities of the Association by attending as many functions as possible, particularly those where more than one Region is involved. 3. Promotes the Association as much as possible. 4. Writes a quarterly report for the Gazette. 5. Acts as Custodian of the Association’s Photo Archive. 6. Reports regularly to the National Executive Committee.

Time Trial Secretary: 1. When C.T.T. Handbook for the forthcoming season is issued lists all Tricycle Association time trials for the season. 2. About 4 to 5 weeks before each event is run sends to the Event Secretary: The blank account sheet for the event for completion by the Event Secretary and return to the National Treasurer. A form for listing the award winners in the event for return to the Time Trial Sec. A covering letter of thanks which explains the procedure and the enclosed forms. 3. As results are received from the event secretaries arranges for medals to be engraved in batches. Section E Page E 2 Issued Mar 2015 4. Prior to Annual Dinner collates results, checks that engraving has been done on trophies held by previous year’s winners and arranges any engraving required on any trophies which have been stored in the Time Trial Secretary’s care in the past year. 5. Arranges prize presentation for the Annual Dinner and prepares and arranges for printing a list of prize winners for circulation at the Annual Dinner. 6. After the Annual Dinner ensures that the National Secretary receives details of national prize winners for the purpose of updating the Handbook. 7. Prepares a list of proposed dates for major time trials for the next season for presentation at the A.G.M. 8. Reports regularly to the National Executive Committee. 9. Writes quarterly report for the Gazette.

Tricycle Association Gazette Editor: 1. Edits the Gazette to ensure that it reflect the interests and wishes of the membership. 2. Determines content and arrangement of the Gazette by: Commissioning, collecting, collating, selecting, editing and arranging material, including advertisements, ensuring, as far as possible, the factual accuracy of the material to be published. Conferring with contributors, and dealing with related correspondence and telephone calls. 3. Prepares the Gazette for publication at quarterly intervals by: Negotiating costs and matters of presentation with a printing firm and arranging for publication. 4. Arranges printing and distribution. 5. Liaises as necessary with the Webmaster. 6. Reports regularly to the National Executive Committee, especially on matters of editorial policy and expenditure. 7. Custodian of the bound run of the Tricycle Association Gazette, the Association’s Book of Honour and holds archive copies of the Gazette prior to binding.

Note on editorial policy: The Gazette should reflect the interests and wishes of the membership. Normally, every effort should be made to include all contributions from members; however, the Editor must reserve the right to exercise discretion in what is selected for publication. If the Editor decides material should be modified (beyond presentational details), deferred or excluded, the contributor should be informed and an explanation offered.

Tricycle Association Webmaster: 1. Maintains and develops the Association’s Website as: A public advertisement. A national and international recruitment vehicle. A service to members to compliment and supplement the Gazette. A means to promote tricycling worldwide. 2. Liaises with the Gazette Editor on the publication of “Activities” and “Competition Results”.

Section E Page E 3 Issued Mar 2015 3. Provides a resource for National and Regional Officers to support and promote their activities. 4. Provides an accessible source of information on tricycles. 5. Reports regularly to the National Executive Committee.

Tricycle Mileage Chart Organiser and Correlator of Memorials:

As Mileage Chart Organiser : 1. Arranges for blank mileage charts to be circulated with an appropriate issue of the Gazette. 2. Encloses a new blank mileage chart (for use the following year) with all certificates awarded. 3. Ensures that a supply of blank certificates signed by the current President and National Secretary are available for completion prior to the National Dinner. 4. On receipt of completed mileage charts writes out certificate. 5. Arranges presentation of the completed certificates to applicants attending the National Dinner. 6. Posts certificates to applicants not attending the National Dinner. 7. Lists the applicants’ mileages and compiles a précis of the members’ comments submitted with the mileage charts for submission to the Gazette Editor for publication.

As Correlator of Memorials: 1. Carries out an annual check of the condition of memorials to deceased members’ (excluding memorial trophies). 2. About 5-6 weeks before the A.G.M. circulates questionnaire to each memorial’s supervisor. 3. Writes a précis of replies and presents as a report at the A.G.M. 4. Liaises with the National Secretary to ensure that a record is maintained relating to the list of memorial supervisors and the ongoing condition of the memorials.

Tricyclists’ Time Trial League Organizer: 1. Collates the sixteen counting events for each year, comprising two nominated events from each region plus the Circuit of the Dales and one international event (the T.A. World Tricycle Time Trial Championships). 2. Records the points awarded to each competitor throughout the year. A minimum of six events must be ridden to qualify for the league with the best ten results to count. Points are awarded as follows: 30 for fastest member down to 1 for 30 th , all events count, and the winner of the competition will be the rider with the most number of points. 3. Publicises the ongoing positions throughout the year via the Website and the Gazette. 4. Arranges for certificates to be printed and awarded (at the National Dinner if the competitor attends or otherwise by post) to all qualifying riders.

Section E Page E 4 Issued Mar 2015 Tricyclists’ Criterium League Organizer: 1. Negotiates with event organizers and selects eight counting events for the league and arranges for them to be listed on the T.A. website and in the Gazette. 2. Ensures the collection and collation of the league event results, maintaining an updated list of qualifiers and positions throughout the season and providing a final list of qualifiers and positions so that the Ken Jiggens Tricyclists’ Criterium League Trophy and appropriate certificates and can be awarded at the Annual Dinner and Reunion. 3. Ensures that the league is run in accordance with the agreed rules, outlined below: Only fully paid up T.A. members are eligible to qualify for the League; Events to qualify must be held under the rules of British Cycling and open to tricyclists only; At least four T.A. entries are necessary to constitute an event; The League will be decided on a rider’s performances in all eight criteriums during the season; Points will be awarded as follows: 10 points to the fastest T.A. member; 9 points to the second fastest T.A. member; 8 to the third, and so on, down to 1 point to the 10th fastest T.A. finisher and to any other finisher, or to anyone who is withdrawn on instructions from the commissaire or other official; The Ken Jiggens Trophy will be awarded to the winner of the league.

Regional Secretary: This is intended as an outline of the responsibilities of a Regional Secretary. 1. Makes arrangements (including fixing date and venue, preparation of agendas) for Regional A.G.M. and any Regional Committee Meetings which may be necessary. 2. Takes minutes of Regional A.G.M. and any Regional Committee Meetings held. 3. Deals appropriately with regional correspondence. 4. Writes and sends the regional report for each issue of the Gazette to the Gazette Editor by the due date as advertised in the previous Gazette printed. Also provides additional information regarding any events that are available to members to participate in, if possible include a contact number. 5. Attends, or nominates a regional representative to attend, N.E.C. and A.G.M. meetings. 6. Prepares and submits to National Secretary all reports concerning the region including any propositions, in order to be included in the agenda for N.E.C and A.G.M. meetings. 7. Maintains a record of regional accounts and submits it to the National Treasurer at the years end or when requested. 8. Receives any comments made by members appertaining to Association affairs, and where possible advises or refers them to the appropriate officer or committee member. 9. Contacts new and re-joined members within the region to encourage and help them enjoy all the benefits of the Association. 10. Ensures all affiliations by the region, including those payable to C.T.T. and other local cycling associations to which the Region may wish to affilliate, are made. 11.Ensures that all applications for time trials promoted by the region are forwarded to the C.T.T. regional date-fixing meetings.

Chairman's Gavel and Block Presented in 1978 by the Association in memory of Oscar Dover for the use of the National Chairman.

The Book of Honour Donated by the Tuffnell family and members of the Association in memory of Ron Ward and other members of The Tricycle Association who have served in a notable manner and also in memory of the Honorary Life Members of the Association. The book records the names and brief resumes of members who have contributed to the furtherance of the Association above and beyond the call of duty. The National Executive Committee have decided that only deceased members shall be entered and that prowess in the field of competition is not a valid qualification for inclusion, but service to the Association in other ways is.

A.S. Layzell ("Alf") born 1907 died11/03/1979 Seat and gravestone in cemetery, Richmond, North Yorkshire. Grid ref: NZ 184230 The seat and gravestone were funded by T.A. Alf was a prolific mile-eater and was buried in Richmond, Yorkshire where he died.

A.L. Littlemore ("Allan") born 1910 died 1993 Seat in Acton Lane, Acton Bridge, Cheshire. Half a mile west off the A49. Grid ref: SJ 598755. Funding for the seat was by contributions from his many cycling and non- cycling friends. President 1988-1990.

L. Morris ("Lewis") died 1974 Seat originally in grounds of St Briavels Youth Hostel, Gloucestershire and Seat and Table originally in grounds of Duntisbourne Abbotts Youth Hostel, Gloucestershire. The Table at Duntisbourne rotted and was removed, the seat remained and was moved to Slimbridge Y.H. when Duntisbourne closed in 1999. Then the seats at St.Briavals and Slimbridge fell into disrepair and were removed. The plaques from the seats and the table were recovered and are now in the care of the National Secretary. The T.A., Gloucester City C.C., C.T.C. and Y.H.A. were joint subscribers. There is also a memorial plaque still in situ at Lapworth Locks, Warwickshire (Grid ref: SP 176487) where Lewis died. J. Catt ("Jim") born 12/12/1918 died 8/09/2003 Seat in garden of Lord Whiskey Café, Rhodes Minnis, Kent. Between Ashford and Dover, 6 miles NW of Folkstone. Grid ref:TR 148438 T.A., Fellowship of Kent and Sussex Cyclists and Potterers C.C. were joint subscribers. Jim was a stalwart of the South Eastern Region. A plaque in memory of Ron Taylor, a good friend of Jim’s was added to the seat in 2009.

Tommy Thompson born 05/08/1939 died 26/04/2007 Seat of steel construction with ends representing two “penny farthings” situated overlooking the JCB cows on Sustrans Coast to Coast path near Beamish Museum. Grid ref: NZ 217536. Members of the T.A. and Houghton C.C. raised funds for the seat and it was partly made by friends and club-mates. Tommy was made a Life Member of the T.A. in 1996 for exceptional service in the North Eastern Region, he was Regional Secretary from 1967 until his death.

William Charles (Bill) Finch born 06/10/1935 died 10/01/2008 Seat situated at a point on the North Downs in Trosley Country Park with views over the Kent countryside. Grid ref: TQ 645615 Funded by contributions from Bill’s club, the C.C. Bexley and the T.A. Bill was made a Life Member of the T.A. in 1996 for outstanding services to the Association nationally and in the South East Region. This section (K) of the Handbook lists National Trophies and winners. Each trophy has a brief introduction outlining some of the history, and giving details of the donor of the trophy.

Also included in the introduction to each trophy are the conditions relating to the award of the trophy. In these conditions, a "Member" is one whose application for membership of the Tricycle Association has been received, subject to ratification, by the National Treasurer; together with the fees for the current year; before the start of the qualifying event. This introductory paragraph also indicates if the trophy has to be claimed and indicates how the claim must be made.

The May 2013 National Executive Committee considered the difficulties which may arise in relation to the safe return of a trophy if a winner of a National or Regional Trophy lives abroad. It was agreed that the following condition shall apply to the award of all National and Regional Trophies: “If the winner of any National or Regional Tricycle Association Trophy is not resident in the U.K. the trophy shall be retained by the Tricycle Association for safekeeping for the year in question.”

Over a period of time the aim is to improve these listings by the addition of winners times, average speeds, distances covered, etc. So far, some trophies have been updated in full or in part and further updated lists may be issued from time to time. Any information which will help to fill these gaps, and which will be included in the next edition of the Handbook, will be gratefully received and should be sent to the National Secretary.

Section K Page K 1 Issued Mar 2015 The Tricycle Trophy Originally purchased in 1913 by subscription among tricyclists. From its inception in 1913 it was controlled by a Committee of Trustees until 1938 when it was presented to the Association by the Trustees for Open Competition among all tricyclists, subject to the condition that it is competed for in rotation at 50 and 100 miles and 12 and 24 hours. The counting event each year is announced in the Tricycle Association Gazette. The S. F. Edge Trophy A perpetual trophy presented to the Association in 1931 by Mr Selwyn Francis Edge, and awarded annually to the member making fastest absolute time in the Association's 100 mile Road Time Trials or associated events. Section K Page K 5 Issued Mar 2015 The Major Liles Memorial Trophy A perpetual trophy presented by Mr H. W. Bartleet, consisting of the eight National Championship Medals won by the late Major C. E. Liles, set in a silver salver also won by him, and awarded annually for the best set of tricycle rides at 50 miles, 100 miles and 12 hours, calculated in the same manner as the British Best All-Rounder Competition. Rides in any T.A. event or any Open or Association event under C.T.T. regulations are eligible, subject to the approval of the National Executive Committee. The competition is open to any tricyclist, whether a member of the T.A. or not. The trophy must be claimed and claimants must notify the National Time Trial Secretary of their rides by 7th October. A silver gilt medal will be presented to the winner if a member of the T.A. and certificates to all members exceeding an average of 18 mph. Section K Page K 13 Issued Mar 2015 The Tricyclists’ Time Trial League Trophy A perpetual trophy awarded annually to the member gaining the highest total of points in the Tricyclists’ Time Trial League table. Points will be awarded for positions in each event, 30 for fastest member down to 1 for 30 th and the winner of the competition will be the rider with the most points. The table to consist of sixteen events each year comprising two nominated events from each region plus the Circuit of the Dales and the Tricycle Association World Tricycle Time Trial Championship. Where, for whatever reason, a nominated event is run with less than four tricycle entries or is combined with another event the placings of members riding tricycles shall be eligible for League points.A minimum of six events to be ridden to qualify for the league with the best ten results to count. Certificates will be awarded to all competitors who qualify. Claims are not required as the League Organizer is responsible for ensuring the collection and collation of the event results and providing a final list of qualifiers and positions so that the trophy and certificates for others in the table can be awarded at the Annual Dinner and Reunion. The original trophy donated by Nick Bailey was replaced in 1993 as there was no more engraving space and the trophy was nearing the end of its life. A replacement trophy was donated by Peter and Gwyneth Holland and the N.E.C. agreed that the original trophy should be held in trust for the Association by the person who had won the Tricyclists’ Time Trial League the most times in the period 1984 to 1993; this being Peter Holland.

The South Eastern Region Bill Finch Memorial 25 Promoted annually in memory of W.C. “Bill” Finch. Bill was made a Life Member of the T.A. in 1996 for outstanding services to the Association nationally and in the South Eastern Region. He was President from October 2005 until his death in office in January 2008 and Time Trial Secretary 2000-2005. Bill often stated that there were already too many trophies and said he did not want a trophy in his name. So, in keeping with Bill’s wishes there is no trophy for this event. All finishers in the first event in 2009 did, however, receive a T.A. Bronze Medal.

The Ron Fisher Trophy: Originally awarded for the fastest actual time in the West Suffolk Wheelers Tricycle “25” which was run from 1984 to 1997. Following the demise of that event the West Suffolk Wheelers have donated the trophy to the Eastern Region. The Fliss Beard Memorial Trophy A perpetual trophy purchased by public subscription as a memorial to Mrs F 'Fliss' Beard to be awarded annually to the North Eastern Region member(s) nominated by the Regional Committee who has/have recorded the best performances in long distance events, both CTT and Audax. The Trophy consists of an oak trefoil design incorporating three recessed copper disks: the title, the recipients and an etching of a Helms cartoon especially redrawn for the purpose.

Section L Page L 23 Issued Mar 2015 INTERNATIONAL TRICYCLE EVENTS These began as the result of an initiative by Wayne Baker who had been holidaying for several years in St. Marsault, a small village in the region of Poitou-Charantes, France and on several occasions had taken his tricycle with him. The villagers and some English ex-pats who were living in the village became increasingly intrigued by the tricycle and Wayne’s accounts of tricycle racing in England.

The first event, a time-trial conceived as an “International Tricycle Challenge” in conjunction with the fete at St. Marsault, was held in 1998 and was organised by Wayne Baker and Roger Clemerson with the cooperation of the Comite des Fetes de St. Marsault and the support of the Tricycle Association.

The following years saw the event become established in St. Marsault and become recognised as an unofficial World Championship for Tricycles. As a result of the contacts made at St Marsault, Tricycle World Championships have since been held in St Marsault, Belgium and England, but the event returned to St. Marsault every second year until 2011. Sadly, the St Marsault fete committee did not wish to continue after 2011 and 2012 saw the last event in Belgium. The last international event was held in England in 2013, although there is a possibility that the event will return to St Marsault at some time in the future.

The Championship event has been run as a time trial every year except in 2006 when it was run as a two-stage massed start and time trial. There were associated massed start races in Belgium in 2008 and 2012, but these did not count towards the Championship.

The Marjorie Heighway Trophy for the first tandem tricycle was first awarded in 2002 in her memory after she was tragically killed in a road accident. It was subscribed to by the villagers of St Marsault and members of the Tricycle Association.

A pamphlet covering the International Tricycle Challenge and World Championship 1998—2012 has been published by Roger Alma. This contains more information and many photographs.

There follows a record of these events, together with details of a one-off event run as a criterium in Hyde Park, London to celebrate the visit of the Tour de France in 2007.
