Mijn dank gaat in de eerste plaats uit naar de heer Karel Velle, Algemeen Rijksarchivaris, en naar mevrouw Rolande Depoortere, hoofd van de afdeling Toezicht, advisering en coördinatie van verwerving en selectie van het Algemeen Rijksarchief. Zij vertrouwden mij deze opdracht toe, ver- leenden mij de nodige begeleiding en ondersteuning en stonden tenslotte ook in voor de evaluatie van de archiefselectielijst. Ik wil eveneens een oprecht woord van dank richten aan alle in het kader van dit initiatief gecon- tacteerde diensthoofden en personeelsleden van de FOD Kanselarij van de Eerste Minister.     Biographie de Paul-Henri Spaak Paul-Henri Spaak est né à Schaerbeek (Bruxelles) le 25 janvier 1899. Par sa mère, Marie Janson, qui fut la première femme Sénatrice de Belgique alors qu’elle ne disposait pas encore elle-même du droit de vote…, il est le petit-fils de Paul Janson, dirigeant libéral et le neveu de l’ancien Premier Ministre Paul-Emile Janson. Son père, l’écrivain Paul Spaak, a laissé une oeuvre littéraire importante dont la plus connue est la pièce de théâtre Kaatje. Ayant essayé en 1916 de franchir la frontière belgo-hollandaise pour rejoindre l’armée belge sur l’Yser, Paul-Henri Spaak fut arrêté par les Allemands et interné en Allemagne. Après la guerre, il fit des études de droit à l’Université Libre de Bruxelles. Inscrit au Barreau de Bruxelles, il déploya immédiatement une grande activité politique. En 1925, il fut nommé Chef de Cabinet adjoint du Ministre socialiste du Travail, Joseph Wauters . Elu député socialiste de l’arrondissement de Bruxelles en 1932, il fut, de 1935 à 1936, Ministre des Transports, Postes, Téléphones et Télégraphes dans le premier Gouvernement de M. van Zeeland. 13 février 1936 : Paul-Henri Spaak devient Ministre des Affaires Etrangères dans le deuxième Gouvernement van Zeeland. Il le restera jusqu’au 9 février 1939 . 20 juillet 1936 : Discours à l’Union de la presse étrangère. Une politique étrangère exclusivement et intégralement belge. 15 mai 1938 : Paul-Henri Spaak devient Premier Ministre. 9 février 1939 : le Gouvernement Spaak est renversé. 3 septembre 1939 : Il redevient Ministre des Affaires Etrangères dans le cabinet d’union nationale présidé par M.

I. Introduction ustice is of interest to historians principally because it is inescapably imperfect. If Jjudicial procedures were conducted according to the absolute standards of the divine Day of Judgement which so haunted the medieval Christian imagination, casting down the wicked into hell and raising the virtuous to heaven, the role of the historian would be no more than to act as the accomplice of the Celestial Recorder. In fact, it is of course precisely because the definition and execution of justice is inextricably intertwined with, and moulded by, wider social and political forces that historians of different eras have long found in the records of judicial proceedings a privileged window into the mentalities, structures and internal tensions of diverse societies.
