En 2010 se sancionó en Argentina la ley de Accesibilidad de la In- formación (26.653), que requiere que los sitios web del sector público respeten las normas recomendados por la Oficina Nac. de Tecnologías de la Información. En 2016, se realizó una evaluación de 126 sitios web de universidades argenti- nas, públicas y privadas, para determinar el grado de adhesión a las normativas. La evaluación automática se realizó con la herramienta TAW y se complementó con un análisis manual. Los resultados mostraron que el 100% de los portales alcanzó los 50 puntos para la adecuación del Nivel A (mínimo exigido en la primera etapa). Cuatro instituciones superan los 80 puntos (mínimo exigido en la segunda etapa), y una de esas cuatro está muy cerca de alcanzar los 100 pun- tos (nivel A completo). Si se tuviera en cuenta el nivel AA exigido en la mayo- ría de los países que basan su normativa en las WCAG 2.0, todas ellas estarían lejos de alcanzarlo. La accesibilidad de los sitios web de las universidades debe mejorar y puede hacerse implementando buenas prácticas de diseño web. Palabras clave: accesibilidad web, web universidades, usabilidad.

    The international movement of students between 18 and 35 years of age builds bridges of understanding among people, cultures and institutions; it promotes the development of leadership built in the global community and encourages the circulation of talent and knowledge through the world. For the young people involved, a journey for study, cultural immersion or work experience is a turning point in their process of development that prepares them to live together in an interconnected world. It can help them develop all the abilities necessary to adapt to new social and cultural environments while sowing the seeds for the kind of global mentality that will be fundamental to take advantage of the benefits and mitigate the disadvantages of globalisation. > The strategic impact of the arrival of international talent Immediate term: the interrelation of cosmovisions and best practice among local and international students. Long term: the student becomes a spokesperson for the university, urban, social and cultural experience in which he or she took part. > El Economic impact of the arrival of international talent During the experience: students generate income while in the city, often added to by visits from friends and relatives. After the experience: after leaving, students have a high chance of becoming future investors, students at another level, or visitors for leisure purposes. > The phenomenon in Buenos Aires In 2017, 61,100 visitors from different parts of the world chose Buenos Aires for study, and another 1,000 young people obtained the “Vacaciones y trabajo” (work and travel) visa in order to have a different experience in the Argentine capital.
