EDITORIAL What happened to food security?

A FEW years ago, the buzzword in government circles and among agricultural economists was “food security.” Apparently, that mantra had been forgotten judging by how the current food crisis developed. In turn, the shortfall in production has driven up to unprecedented levels domestic prices of food items — be they rice, corn, pork, chicken, beef or fish. Tough measures (From page 1)

World rice output to rise slightly WORLD rice production is expected to increase in 2008 by 12 million tons or 1.8 percent, assuming normal weather conditions, according to the UN Food and Agriculture Organization (FAO). The agency said rice production increases would ease the current tight supply situation in key rice producing countries. International rice trade is expected to decrease due to restrictions in main exporting countries, it said. Sizable production increases are expected in all the major Asian rice producing countries, especially Bangladesh, China, India, Indonesia, Myanmar, the Philippines and Thailand where supply and demand are currently stretched. Governments in these countries have already announced a series of incentives to raise production. Rice production outlook is also positive in Africa, where high world prices may sustain a 2 percent growth, particularly in Egypt, Guinea, Nigeria and Sierra Leone. Production is also expected to recover strongly in Latin America and the European Union. According to the latest FAO estimates, paddy production rose by one percent in 2007 to 650 million tons, which implies that it would be the second consecutive year where production growth would fall short of population growth, resulting in a drop of rice production on per capita basis. International trade in rice in 2008 is currently foreseen to reach 29.9 million tons, 1.1 million tons lower than the revised 2007 trade estimate. The very tight supply situations that most exporting countries may face until the last quarter of the year and the associated restrictions on exports lay much behind the anticipated drop of rice trade in 2008, FAO said. Since January 2008, international rice prices have seen a steep increase of about 20 percent, per the FAO All Rice Price Index. DA study (From page 1) surveillance of importers to ensure that imported products are used for their intended purposes – for processing and not for retail. The study also recommended the deregulation of the carabeef import trade “when the preborder, border and postborder-continuum protocols are satisfactorily in place.” The results of the study were welcomed by the Philippine Association of Meat Processors (PAMPI) headed by Felix Tiukinhoy Jr. Tiukinhoy told TradeExpress that although he did not agree with certain aspects of the study, the conclusion was encouraging to the meat processing sector which uses carabeef as its main raw material. Tiukinhoy, who is also president of the Cebu-based Virginia Foods, said the study should put an end to underhanded tactics by the hog sector to influence the department of agriculture to impose a ban on carabeef importation. Hog raisers had expressed fears that the continued importation of carabeef would threaten the DA’s efforts to rid the country of the food- and-mouth disease (FMD). The PAMPI official said however that the fear had no basis since the meat processing sector has been importing carabeef from India for about 15 years. None of the FMD virus was traceable to India, he added. 10 TradeExpress Asia EVENTS April 15-May 3, 2008 UE College of Fine Arts marks 40 years
