The details of work are available in the tender document which can be downloaded from Central Public Procurement (CPP) Portal http://eprocure.gov.in/eprocure/app and the bid is to be submitted online only on http://eprocure.gov.in/eprocure/app up to last date and time of submission of tender. Confirming to either of the following. (a) One (1) order, amounting to at least 80% of the estimated value, i.e.Rs. 2.0 Lacs. OR (b) Two (2) orders, each amounting to at least 50% of estimated value, i.e Rs. 1.25 Lacs. OR (c) Three (3) orders, each amounting to at least 40% of estimated value,i.e Rs. 1.0 Lacs. Failure to produce the certificates shall make the bid non-responsive. (d) Labour License declaration. (e) Registration certificate /Trade licence certificate/ Enlistment certificate / Incorporation certificate in any Govt. deptt. / Statutory body / PSU shall be submitted (f) The bidder shall not have been debarred from business by any PSU/ Govt. Deptt. during the last 3 years. Self- declaration in this regards to be provided. as per enclosed Performa All necessary supporting documents shall be submitted with Technical Bid 3.3 Self-declaration by the bidder that they have studied and understood all the terms and conditions as mentioned in tender document (including ITB, GCC & SCC) and agree to abide by the same unconditionally is to be submitted. 3.4 To improve transparency and fairness in tendering process the Employer is implementing Integrity Pact as per Clause 25 of this ITB. The bidder must submit the Integrity Pact as per Proforma (Annexure-II) duly signed as per Clause 25 of ITB. Integrity Pact is to be executed on plain paper at the time of Submission of Bid. The successful bidder (Contractor) shall submit duly executed integrity Pact on non- judicial Stamp Paper of appropriate value prior to signing of Notification of Award. Bids of only those Bidders who are meeting the Eligibility Criteria specified above will be considered for evaluation and award of the Contract. Bidders will submit requisite supporting documents and testimonials with their Bids to prove their credentials and claim of meeting the Eligibility Criteria. Subcontractors' technical experience and financial resources shall not be taken into account in determining the Bidder's compliance with the qualifying criteria. 3.0 The details/ information regarding online tendering i.e. Eligibility Criteria, Registration on CPP portal, Preparation of Bid and Submission of bid are available in the tender document. NHPC reserves the right to reject any or all tenders and shall not be bound to assign any reason for such rejection. Bids (E-tender) under two cover system is hereby invited on behalf of NHPC Ltd., TLD-III PS, from domestic bidders registered in India for the work of “Providing Consultancy Services for Upgradation of IMS Documents of ISO 9001:2008 and IMS 14001:2004 to 2015 Version for TLD-III PS” as per the enclosed Annexure-A (Schedule of Quantities and Prices). Tender forms to be downloaded from http://eprocure.gov.in/eprocure/app 1.1 This section of the bidding documents provides the information necessary for bidders to prepare online responsive bids, in accordance with the requirements of the Employer. It also provides information on online bid submission, opening, evaluation and contract award. 1.2 INSTRUCTION FOR ONLINE BID SUBMISSION: The bidders are required to submit soft copies of their bids electronically on the Central Public Procurement (CPP) Portal, using valid Digital Signature Certificates. The instructions given below are meant to assist the bidders in registering on the CPP Portal, prepare their bids in accordance with the requirements and submitting their bids online on the CPP Portal. 1.2.1 REGISTRATION: (i) Bidders are required to enroll on the e-Procurement module of the Central Public Procurement Portal by using the Online Bidder Enrollment” option available on the home page. Enrolment on the CPP Portal is free of charge. (ii) During enrolment/ registration, the bidders should provide the correct/ true information including valid email-id & mobile no. All the correspondence shall be made directly with the contractors/ bidders through email-id provided. (iii) As part of the enrolment process, the bidders will be required to choose a unique username and assign a password for their accounts. (iv) For e-tendering possession of valid Digital Signature Certificate (Class II or Class III Certificates with signing key usage) is mandatory which can be obtained from SIFY/nCode/eMudra or any Certifying Authority recognized by CCA India on eToken/ Smart Card. (v) Upon enrolment on CPP Portal for e-tendering, the bidders shall register their valid Digital Signature Certificate with their profile. (vi) Only one valid DSC should be registered by a bidder.
