On behalf of ABCM, the Brazilian Association of Mechanical Sciences and Engineering, we would like to welcome you to the 31st Congress of the International Council of the Aeronautical Sciences (ICAS 2018), to be held in Belo Horizonte, Brazil, from September 9-14, 2018. This is the first ICAS Congress in South America, and Belo Horizonte, capital of the state of , has the honor to host the world most important event in aeronautical engineering and sciences. Surrounded by beautiful landscapes, this 120 year old city combines the cultural and gastronomic traditions of the ‘mineiros’ with an important industrial park with a modern aeronautical industry. ICAS 2018 is promoted by ABCM and ICAS and organized by academic, industrial and government institutions. The ICAS 2018 Local Organizing Committee is devoting all efforts with enthusiasm to offer to all participants a memorable conference and all conditions for a wonderful stay in Belo Horizonte. 3 ICAS Organization and Committees

THE INTERNATIONAL COUNCIL OF THE AERONAUTICAL SCIENCES ICAS was founded by Theodore von Karman in 1957 as a non-government not- for-profit scientific organization to encourage the free international exchange of information on aeronautical research and technology.

The mission of ICAS is to provide regularly scheduled events and publications that enable a better understanding of engineering science and practice and an improved level of cooperation among aeronautical engineering professionals from around the world. ICAS currently serves as the only international support organization to representative aeronautical engineering professional societies and their members in 30 countries.

ICAS functions under three primary bodies: Council (meets biennially), Executive Committee (meets at least twice each year) and Programme Committee (meets annually). ICAS holds an International Congress in the fields of Aeronautical Sciences on a biennial basis. The venue is chosen by the Council and changes from Congress to Congress. Furthermore ICAS organizes a thematic workshop in the year between the congresses in connection with the meeting of the Program Committee.

13 Technical Tours

The Congress participants are invited to visit a number of research centers and enterprises of the aeronautical engineering industry which are located in Brazil. We have planned tours close to the congress in the Belo Horizonte surroundings and also in São José dos Campos (SP), an aeronautical and aerospace cluster. These tours will allow you to have a glimpse of the main aeronautical research and industrial facilities and the people responsible for them.

The list of participants in each tour will be defined based on the registration sequence and your preference list. You can choose the order of preference during your registration. Tours in São José dos Campos will involve costs that shall be borne by the participant during the congress at the registration . For every tour a minimum participation is required otherwise it may be cancelled. A list of required documents may be necessary in some facilities. The participants will be informed of such requirements in due time.

Aeronautic Materials Park (PAMA) PAMA is a military industrial complex responsible for providing maintenance services for one third of the Brazilian Air Force (FAB) fleet. Federal University of Minas Gerais (UFMG) UFMG is one of Brazil's five largest universities, and it is the largest federal university. It offers 75 undergraduate degrees, including a Medicine degree, Law and Economics, plus Engineering and Science and Art degrees. Its Aeronautic Engineering course is the second oldest in the country. It offers 57 PhD programs, 66 MSc programs, 79 Post-Baccalaureate programs and 38 medical internship programs. Address Av. Pres. If received before or on 10 August 2018, registration fees will be refunded minus 20% to cover administration costs. After 10 August 2018, no refunds will be given. This policy also applies to the costs of the congress banquet. As an alternative to cancellation, your registration may be transferred to another person without penalty, provided a registration form with new details is submitted. Please note that refunds will be made after the congress.

However, there are some touristic places around Belo Horizonte, like Inhotim where the vaccination is mandatory, and international certificate of vaccination is required for visitors. The Tancredo Neves International Airport (IATA: CNF, ICAO: SBCF), located in the adjoining municipality of Confins, is the main airport serving Belo Horizonte and the surrounding metropolitan area. The other two major international airports in Brazil are São Paulo – Guarulhos (GRU) and Rio de Janeiro – Galeão (GIG). From these airports, one can easily get connecting flights to Confins (CNF) in Belo Horizonte.

Moreover, although the airport is located 38 km (24 mi) north of downtown Belo Horizonte and 44.5 km (28 mi) from Expominas, it has several companies that offer bus transportation, taxi and shuttle. Step 1) Buy an Airport Connection Executive Coach ticket at the International Airport

The bus stop is located near the main entrance and information stand, on the Ground Floor, where you can also purchase tickets. It takes approximately 50 minutes to reach the final destination (Avenida Álvares Cabral, 387) and the ticket costs R$ 27.70, between 8 and 9 USD. There is only one intermediate stop at the Ouro Minas and Ramada Minascasa hotels.

You can take a taxi or use a mobile application service from the Tancredo Neves International Airport directly to your destination. There are four companies currently authorized to take passengers from the airport, which are listed below and operate from Terminal 1. Most companies offer booking in advance options.

Recently, mobile phone applications for city transportation have become worldwide available. In Belo Horizonte, there are four options of such services. Uber, 99POP and Cabify are applications in which private drivers offer trips at reduced cost. There are advantages in using this option such as an easy to use interface written in your language, checking the trip cost in advance and, as mentioned before, a reduced cost. You may also opt for official taxi drivers, which can be reached through the application 99 TAXI.

Tancredo Neves International Airport (CNF) Expominas (or Hotel)

In the International Airport, you may choose from the four companies previously mentioned. We discourage using taxi companies other than these four at the airport. Downtown Expominas

Due to the location of the official hotels the metro is not a practical transportation option. For hotels close to the downtown, however, it is a good option. Expominas has a direct connection with the Gameleira Station. Take the train heading to Eldorado Station, step off at Gameleira Station and follow the signs to the footbridge to Expominas.

34 Useful Information

Time Difference / Business Hours Brazilian time is 3 hours after Greenwich Mean Time (GMT-3). Business hours for banks are generally from 10:00 to 16:00 on weekdays only. Banks are closed on Saturdays, Sundays and public holidays, however, their dedicated ATMs are widely available especially at shopping malls.

Currency Brazil’s currency is the real (R$, BRL). There are 2, 5, 10, 20, 50 and 100 real bills. Fractions of the real are called centavos and circulate in the form of coins. Coins come in 5, 10, 25 and 50 centavos as well as a 1 real coin. Since the 1 centavo coin was removed from circulation, if a bill with a fractioned value (e.g., R$ 24.52) is paid using cash, the change may be rounded up/down to the nearest value. If, on the other hand, you pay the same bill using the credit card, you will pay the exact amount.

Currency exchange can be performed at designated establishments at airports or at shopping malls. Banks may also perform these transactions but only at specific agencies.

Credit cards are widely accepted in major cities, especially in restaurants, shops and supermarkets. However, smaller towns, taxis or other small businesses may only take cash. Moreover, MasterCard and Visa flags are more widely accepted than American Express or Diners/Discover. In addition, certain currency exchange companies sell pre-paid local currency cards that can be used in Brazil. Either way, it is advisable to ask first if the establishment will accept your specific card.

Tipping Tipping is not a traditional custom in Brazil. A 10% service charge may be added to your bill at restaurants and hotels. It is also not necessary to tip a taxi driver unless he assists you with luggage or provides an extra service.

Language Although the official language of the congress is English, Brazil’s official language is Portuguese (more specifically, the Brazilian Portuguese). While the staff at airports and hotels as well as academic and industry members mostly speak English, the average citizen (this includes shop clerks and taxi drivers) may not. Therefore, it is advisable to have a few “magic words” at hand.

Being a Latin-derived language, Spanish, French and Italian speakers may find it easier to understand and pronounce most of the vocabulary. In any event, having a translation or pronunciation tool at hand may prove to be helpful.

Electricity & Voltage The electricity supply commonly used in Brazil is the 127-volt 60Hz system. However, most airports and some cities use 220-volt wiring. As such, one is advised to check your electronic equipment and the available power outlet beforehand. Moreover, Brazil uses power plugs and outlets of Type N, which consists of three round pins; two parallel (live) and a third one (ground) in the middle and slightly above the centerline. However, since this standardization happened quite recently (2010), it is possible to be faced with different outlets in older establishments. These may include Types A&B and Type C.

36 Cellphones The Brazilian mobile network has some peculiarities when compared to the rest of the world, leading to some devices not functioning. Restrictions and regulations in this area are defined by Anatel, an acronym for National Telecommunications Agency. There is not a specific brand whose devices do not work in Brazil, but devices that are not aligned to some Anatel specifications may be useless when arriving in the country.

As a general rule, cellphones must be compatible with a GSM network, which stands for Global System for Mobile. Countries like the United States and some Asian nations use the CDMA network, which stands for Code Division Multiple Access. There are different frequency variations inside GSM. Each Brazilian mobile operators use a band. Simply speaking, each band is like a “road” used by different services. More specifically, there are four GSM frequencies in Brazil:

 850 MHz;  900 MHz;  1800 MHz;  1900 MHz.

The best way to prevent any headaches is to check if the mobile phone being brought to Brazil works in various frequencies — in other words, if it is quadriband. Also, cellphones that are not homologated by Anatel may suffer interferences and other malfunctions. In these cases, the agency states that any eventual service flaws presented by non-homologated devices are the responsibility of the consumers. If you are willing to bring your cellphone from abroad or if you want to buy a mobile phone in countries other than Brazil, make sure you follow the recommendations below:

 GSM technology is crucial. Make sure that the device works with this system instead of CDMA;  Quadriband devices are a sure bet. This allows devices to be compatible with different frequency bands;  If you want to enjoy 4G network, check the compatible frequency. This technology in Brazil works in a band of 2.5 GHz, which is different from many countries;  Try buying a Brazilian SIM card. If your cellphone is unlocked, getting a local “chip”, as known in the country, might be cheaper and more practical. The main carriers in Brazil are Claro, Oi, TIM and Vivo.

Climate Belo Horizonte's latitude places it in the tropical zone. Yearly temperatures average between 9 and 35 °C (48 and 95 °F). Even though inter-seasonal differences are not as pronounced as they are in temperate places, there is a contrast between spring and summer, and between fall and winter. The coldest month is generally July, with a lowest recorded temperature of 2 °C (36 °F). The 852-meter (2,795 ft) elevation of Belo Horizonte helps a little in cooling the city, suppressing high maximum air temperatures experienced in nearby cities at lower altitudes. Belo Horizonte's climate is mild throughout the year. Usually the winter is dry and mostly sunny while the summer is mostly rainy.

Emergency Phone Numbers While it is unlikely that you might run into trouble during a stay in Brazil, these are a few numbers to keep handy in case of an emergency:

190 Police This directs to the emergency service of the Military Police that assists citizens in cases of risks, threats to life, reports of robberies, attacks and public protection. It can be dialed from landlines and cell phones. 192 Medical mobile emergency service This is the Brazilian medical emergency service used in the event of injuries or life risking situations. To use it, just call 192 and explain the type of emergency to the dispatcher. 193 Fire department This service deals with fires, accidents with animals, gas leaks, chemical products and natural causes such as flooding and burning.

Be advised that the operators for these services will, most likely, speak only Portuguese.

Smoking Policy Brazil has some of the strictest smoking laws in the Americas. As a general rule, smoking in Brazil is forbidden in all enclosed public spaces except for specifically designated smoking areas. As such, smoking is not allowed inside the conference venue.

Insurance The conference cannot accept liability for personal injuries sustained, for loss of, or damage to property of conference delegates (or any accompanying person), either during or as a result of the conference. You are advised to travel with a valid travel insurance.
