Councillor Brett in the Chair. DECLARATIONS OF INTEREST 80 There were no declarations of interest. MINUTES 81 DECIDED – that the minutes of the meeting of Cabinet held on 5th October 2015 be approved as a correct record. ROCHDALE BOROUGH SAFEGUARDING CHILDREN BOARD - ANNUAL REPORT 2014/2015 82 Cabinet considered the report of the Independent Chair of the Rochdale Safeguarding Children Board (RBSCB) which provided information to promote discussion and enable mutual challenge in respect of the role of both the RBSCB and in assuring the quality of activity to safeguard children in the Borough is robust. The Annual Report was presented by Jane Booth, the Independent Chair of the Rochdale Borough Safeguarding Children Board. The Report covered the period from April 2014 to March 2015. The Report was presented in two parts, the first part bringing together information about services available to safeguard children during the period, with the second part reporting on the work of the Board itself. DECIDED – that the Rochdale Borough Safeguarding Children Board – Annual Report 2014/2015 be noted. Eligible for call in - no PROPOSED DISCONTINUANCE OF SOUTH STREET NURSERY SCHOOL AND SIGNIFICANT ALTERATION TO HEYBROOK CP SCHOOL 83 Cabinet considered the report of the Director of Children’s Services which requested consideration of a proposal to discontinue South Street Nursery School with effect from 31st August 2016 and to make a prescribed alteration to Heybrook CP School to change the age range room 5-11 to 2-11 by establishing a Nursery Class with effect from 1st September 2016. The recommendations were put forward as the Local Authority has undertaken a review of the four Nursery Schools across the Borough, to assess their financial viability in both the short term and the long term. The need to do this is because there have been changes in recent years so that all funding for nursery places is allocated through the Early Years Single Funding Formula (SFF) under Designated Schools Grant. Funding is allocated for 570 hours per year per child attending (15 hours per week), 38 weeks of the year, and is calculated using a formula to ensure that equity of funding is applied across all settings. Nursery schools are one of a range of providers who provide funded, free entitlement places. Funding is paid according to the attendance of the child and is allocated termly. The SFF allocates sector specific funding rates and, because of the high overheads (staff structures etc.), nursery schools receive a much higher rate than other settings. The hourly rate provided to nursery schools under this formula is significantly higher than other providers to recognise the higher fixed costs these schools face. Providers are funded on actual participation rates, therefore funding is not provided for empty places. South Street Nursery School has a capacity of 160 part-time places. In May 2015 there were 105 children on roll (53fte), about 65% occupancy. The level of demand for nursery places will change, because there has been a fall in the number of children born in the Township as a whole, and in Central Rochdale Ward. There will be a period of 4 weeks public consultation on the proposals, which will give parents, staff and the schools involved the opportunity to comment and make their views known. During that period there will be a feasibility study to assess the implications of setting up the nursery class on the Heybrook site or retaining it on the South Street site (including the capital cost implications). At the end of the consultation period a report setting out the consultation outcomes and the feasibility study will be prepared for consideration by Cabinet. DECIDED – that approval be given to proceed with consultation on the proposals to:- (i) discontinue (i.e. close) South Street Nursery School with effect from 31st August 2016; and to (ii) make a prescribed alteration to Heybrook CP school to change the age from 5-11 to 2-11 with effect from 1st September 2016 through the provision of a new nursery class either on the site of Heybrook CP or by retaining the current South Street nursery school building. Eligible for call in – no, to be considered by the Health, Schools and Care Overview and Scrutiny Committee. TOWN HALL 'RESTORATION & REVIVAL' UPDATE 84 Cabinet considered the report of the Director of Economy which provided an update on the Rochdale Town Hall ‘Restoration & Revival’ project and works to date which followed on from the previous report to Cabinet in September last year approving the preferred option for the re-use of the building. The report provided a summary of the findings from the public consultation exercise undertaken in July 2015 and sought approval to the draft Conservation Management Plan (CMP) for the Town Hall and to undergo consultation with key partners prior to adopting the CMP. Approval was also sought to submit the first stage application to the Heritage Lottery Fund (HLF) for partnership funding and support towards developing the detailed restoration and re-use proposals. The Director of Economy confirmed that approval for Stage 1 of the project was only was being sought at this stage and that a further report would be submitted to Cabinet for consideration with regard to moving to Stage 2. DECIDED – that (1) the update on progress to restore the Town Hall in line with the approved strategy to enhance core activities and maintain the building be noted; (2) the findings of the public consultation held in July be noted; (3) consultation with key partners on the draft Consultation Management Plan (CMP) prior to its adoption be approved; (4) that the submission to HLF of the first stage application on behalf of the Council be approved and delegated to the Director of Economy to progress.

Ii a man is known by the company he keeps then Taylor is found here in very good com- pany indeed . The best hymns are by Burns, Campbell, Ebenez .r Elliott, Thomas Cooper, 2 and Robert Nicoll . The contributions of J. K. Taylor are not the worst in the book, but the following samples of his quality will suffice : - Hymn, 3-page 5 . Chartist Hymn (S.M.). 1 What can withstand the power, When Britain's sons unite, Throughout this empire in one hour, For to assert their right. (4 stanzas, signed J. K. Taylor, Heywood.) Rochdale Core Strategy Report on Consultation on Preferred Options Local Development Framework November 2010 Report on responses on the Rochdale Core Strategy Preferred Options Contents Page 1. INTRODUCTION 1 2. SCHEDULE A 3 3. SCHEDULE B 27 4. TOWNSHIP MEETING NOTES 281 1. INTRODUCTION This report includes the representations received on the Core Strategy Preferred Options Report which was published for consultation in October 2009 . It includes the representations in full as they have been submitted against the policies/questions in the Preferred Options report. In some cases representations have been made against a particular policy or question but which are also relevant to others. Consequently, we have attempted to move them to the most appropriate place. In a limited number of cases, representations appear in more than one place. Against each representation, there is an officer response/action. It should be noted that the officer response was recorded as an initial response following receipt of the objections in order to identify the need or otherwise for changes. In some cases, the response refers to the need for further consideration and refinement without stating an actual change. All comments have now been considered. The response is standardised to state if the representation is: • Noted (may require further consideration but no specific change identified) • Support Noted (no specific change necessary) • Disagree (followed by a short explanation); and • Agree (followed by a short explanation or proposed change) It should be noted that all representations were considered based on the structure of the Preferred Options Report. In some cases the policy names and numbers have changed between the Preferred Options Report and the Publication Draft Core Strategy.
