Subject: Restrictions for COVID containment in District Samba.

ORDER

Whereas, vide this office order No. DMS/JC/21-22/449-68, dated: 05-05-2021, Corona curfew was imposed in District Samba, which was further extended vide order Nos. DMS/COVID- 19/2021/1250-67, dated: 09-05-2021, DMS/JC/21-22/515-34, dated: 16-05-2021 & DMS/JC/21-22/550-70, dated: 23-05-2021 up to 31-05-2021 till 7 AM in District Samba.

Whereas, the Chairperson, State Executive Committee, Department of Disaster Management, Relief, Rehabilitation & Reconstruction, Government of J&K has issued order No. 35-JK (DMRRR) of 2021, dated: 29-05-2021, wherein Samba District has been categorized in Orange Zone.

Whereas, the Chairperson, State Executive Committee, Department of Disaster management, Relief, Rehabilitation & Reconstruction, Government of J&K has issued order No. 36-JK (DMRRR) of 2021, dated: 29-05-2021, whereby guidelines / instructions for regulating activities have been issued.

Whereas, a detailed review of the current COVID situation in Samba District was conducted by the District Disaster Management Authority, Samba with respect to the current positivity rate, hospital bed occupancy and total active cases.

Whereas, Covid-19 has pattern of transmission at rapid rate if prescribed prevention protocols, including mass gathering and unnecessary movement etc, are not strictly followed; and

Whereas, on account of the above, the District Disaster Management Authority, Samba is of the considered view that stringent containment measures are required to be taken at a large scale in order to restrict the movement and inter mingling of people, thereby limiting the chain of transmission.

Now, therefore, in exercise of the powers conferred under Section 34 of the National Disaster Management Act, 2005, Section 144 Cr.P.C of 1973 and in accordance with the Section 2 of the Epidemic Diseases Act, 1897, I, Anuradha Gupta, KAS, District Magistrate and Chairperson, District Disaster Management Authority, Samba, do hereby order that complete Corona Night Curfew from 8 PM to 7 AM daily and weekend Curfew w.e.f 8 PM every Friday to 7 AM every Monday shall be imposed in District Samba, till further orders. The following activities shall be permissible, partially permissible and non-permissible during the extended period of COVID related restrictions; Permissible Activities i. Medicine Shops, Testing laboratories, Medical & Clinical establishments. ii. Cattle feed, fodder and agriculture tools, seeds and pesticides shops. iii. Banks, ATMs, Cash Vans and Insurance Offices allowed to operate subject to strict rules to Social Distancing norms. iv. v. The wholesalers (dealing in essential items), Fruit, Vegetable, Grain/FCI Mandis may also remain open and functional to ensure provisioning of essential supplies and sell / purchase of harvested agriculture produces. vi. Inter-state and intra-state movement of essential goods on NH-44 stretch and other routes of Samba District. vii. All Industrial & Scientific establishments, both Public & private workers engaged in execution of Mega projects including mining, Internet services, IT, Telecom (for operating and maintenance of Towers and Network services), IT enabled services sector. viii. There shall be no restriction on the movement of Government officials (Central / UT /Autonomous bodies). ix. Canteens and eateries at Bus stands and Railway stations are permitted to open. x. Sports persons are permitted to resume their training and activities in outdoor sports stadium / grounds. xi. Public Transport (matadors / mini buses / buses etc) shall be permitted to ply only at 50% of the authorized seating capacity. Taxis and Cab aggregators are also permitted to operate at 50 % capacity. Auto rickshaws / three wheelers are also permitted to operate at 50 % capacity. xii. There will be no hindrance to the smooth movement of nomads migrating with herds. xiii. Restaurants in hotels can remain functional for in-house guests, to be served only in the rooms.

All the shop owners will close their establishments by 5:00 PM on respective working days and night curfew shall be observed from 8:00 PM to 7:00 AM daily.

Non-Permissible / Restricted Activities in entire District; i. There shall be a complete ‘Corona Curfew’ with no movement of people except for permissible activities only, as mentioned above. ii. All Educational institutions shall continue to remain closed for imparting on-campus /in-person education to students of all classes till 15-06-2021. iii. Bars, Gyms, Spas, Swimming Pools, Parks etc, shall remain closed. iv. All types of rallies, congregations, processions etc. are not allowed.

Other Measures; i. Social gatherings such as marriages, attended by up to 25 persons only and funerals / last rites, attended by up to 20 persons only are allowed on production of permission / passes / wedding cards with strict adherence to COVID SOPs. ii. Telemedicine facility (Mobile No. 60065-00528) has been established in District Samba for patients isolating at home. General public can avail this facility which is available 24 hours. iii. District COVID Control Room (01923-246915 & 01923-241004) is functional round the clock to address any queries of general public and to attend to any exigencies. iv. E-passes can be downloaded from our official Website www.samba.nic.in after online filling of applications. v. The vaccination drive including IEC activities shall not be halted and testing be more targeted and focused on unvaccinated population and hotspot areas. Localized mobile teams shall be constituted to provide vaccination in Rural as well as Urban areas and in micro containment zones. vi. All COVID Hospitals shall provide immediate Oxygen support as per need to any patient reporting in Hospital even if there is no bed availability. A separate arrangement shall be kept by each hospital for giving medical help to such cases till the patient is sent to a hospital where bed is available. vii. COVID Kits will be provided to all the COVID positive patients. viii. The three “T” protocol of testing, tracking and treating needs to strengthened. ix. Positive cases so detected as a result of intensive testing need to be isolated / quarantined at the earliest and their contacts have to be traced at the earliest and similarly isolated / quarantined and tested. x. If there is just one case reported, the disinfection procedure will be limited to places / areas visited by the patient in the past 48 hours. There is no need to close the entire office building / halt work in other areas of the office and work can be resumed after disinfection as per laid down protocol. xi. However, if there is a larger outbreak with 2 or more positives, the entire building will have to be closed for 48 hours for thorough disinfection. All the staff will work from home till the building is adequately disinfected and is declared fit for re-occupation. xii. The Arogya Setu App will be promoted / downloaded among MGNREGA workers to the extent possible. xiii. xiv. There are three Triage Centres at Community Health Centre, Ramgarh, Accidental Hospital and ESIC Bari Brahmana where the COVID positive patients / symptomatic persons can report for examination by Doctors. xv. No patient will be denied admission to a hospital or treatment facility just because he/she does not have a COVID positive test. The judgement should be a medical one based on symptoms. xvi. Unit holders shall not approach the DC office directly. They shall approach GM DICs of respective districts to get passes for vehicles and individuals who have to essentially commute for running the units. xvii. As far as possible, all workers are to be accommodated within the premises and /or in adjacent buildings. Boarding, lodging arrangements in and around premises of the units shall be made. In case, it is not possible to accommodate the staff/workers in the unit premises, separate dedicated transport arrangement shall be made for ferrying workers without any dependence on the public transport system. They should be allowed to ply with only 50%( for small vehicles) and 67%( for large vehicles) passenger capacity. Small unit holders may organize pooled buses through associations for ferrying workforce. xviii. All areas in the premises including entrance gates, meeting rooms, halls, common areas, equipment, washrooms, toilets and other surfaces shall be disinfected completely. All vehicles and machinery entering the premise should be disinfected by spray mandatorily. Face mask shall be provided to all workers and social distancing shall be ensured. xix. Notwithstanding, any of the above, the SOPs for Micro Containment Zones already notified by this office shall continue to be in force until de-notification. xx. Public at large is informed that Section 51 of the Disaster Management Act provides for penalties in case a person obstructs any officer or employee in discharge of his functions or refuses to comply with any direction given under this Act.

Any violation of the above directions will, therefore, lead to prosecution under Section 51 of the Disaster Management Act, 2005.

Since, it is not possible to serve prior notice of this order; it is as such being issued ex- parte.
