Congratulations to all the recipients of Community Chest Awards 2018. Your acts of kindness have empowered many of those around you.

With the introduction of five award categories, the Community Chest Awards has been enhanced this year to recognise a wider range of contributions and to encourage holistic caring. This is in line with the Social Service Sector Strategic Thrusts (4ST) co-developed in 2017 by the National Council of Social Service with stakeholders of the social service eco-system to ensure that everyone lives with dignity in a caring and inclusive society.

Over the years, Community Chest has been leading the effort for social service users to learn, develop and be independent within the community. It has done so by supporting social service organisations that provide training to improve the employability of persons with disabilities or special needs, and encouraging employers to do their part in inclusive hiring. Through its effort, we have grown as an inclusive society, enriched by the different abilities of those among us.

I am confident that Community Chest will continue to draw synergies across the people, public and private sectors, as we strive to build a caring, collaborative and inclusive ecosystem for all. Together, we can create wider positive impact on the lives of Singaporeans.

As Community Chest celebrates our 35th anniversary this year, we want to express our heartfelt gratitude to our leaders, partners and volunteers who have journeyed with us over the past three and a half decades.

Created with the aim to honour organisations and individuals who have set a benchmark of excellence in their giving efforts to the social service sector, the Community Chest Awards has been transformed this year to recognise holistic caring and sharing through new Award categories. It is also a celebration of the strengthened partnerships among the people, public and private sector to empower the lives of our social service users.

From our SHARE donors who have created lasting impact through sustained giving; to volunteer partners who have been exemplary in their regular volunteerism initiatives with demonstrated outcomes; to partners who have enabled Community Chest through their sharing of talents and resources, and our Pinnacle Award winner who is exemplary in holistic caring through giving, volunteerism and inclusive employment – we want to say thank you. Each and every one of the Award recipients is an inspiration to many and we hope that their stories will encourage you to continue to make a difference in the community.

My heartiest congratulations to all the Award recipients who have transformed lives through their giving of time, talents and treasures so that together we can achieve the vision of empowering every person to live with dignity in a caring and inclusive society.

Welcome to the first Community Chest Awards (CCA) ceremony, which is held to recognise holistic caring through a refreshed criteria. As the social service ecosystem evolves, Community Chest has seen more partners stepping up in holistic caring for the disadvantaged and vulnerable in our community. Some of them have demonstrated excellence in caring through fundraising and donations, volunteering with our supported charities and also being an inclusive employer for our service users.

The new Awards criteria aims to acknowledge these outstanding contributions, from corporate organisations that embrace inclusive employment practices, to individuals who contribute their time and skills to enable Community Chest to support those in need, as holistic caring goes beyond monetary donations.

The transformation of the Community Chest Awards is in line with the Social Service Sector Strategic Thrusts (4ST), a five-year roadmap for the sector, which envisions empowering every person to live with dignity in a caring and inclusive society.

Logo DESIGN and R ationale

The Community Chest Award recognises people and organisations as the stars of caring and sharing. The new logo design consists of a star made up of people and organisations raising their hands together, working hand in hand to help people in need of support.

The refreshed logo also takes inspiration from the Community Chest logo. The head and open arms, which is derived from the Community Chest logo, represents continuity and showcases how each individual has a part to play in social service.

The five points of the star represent the five categories of awards and recognise the winners as stars in their own rights.

7 Our 35-Year Journey of Empowering with Care, Uniting in Trust As Community Chest marks our 35-year journey of caring with the community, we want to appreciate our partners, whose unwavering support through the years have enabled us to care for the disadvantaged, and celebrate the empowerment of our social service users who are giving back by showcasing their talents and abilities.

42-year-old Chin Mee Fong (centre) has Down Syndrome and used to struggle to find employment. With support and training from MINDS Employment Development Centre, she is now able to bake a variety of cookies. Your contributions have provided support and training for persons with disabilities like her, so that in turn they can lead independent lives.

“At CPF Board level, we have seen the impact of sustained giving through SHARE, where the individuals give within their own capacity. The efforts are multiplied when we work together and contribute at the organisation level. The Central Provident Fund Board (CPF Board) has been supporting the Community Chest through the SHARE programme, for the last three decades. Over the years, CPF Board has continuously rallied and encouraged staff, including new officers, to contribute a portion of their monthly salary through SHARE, for the various social service organisations supported by Community Chest.

Besides being an avid supporter through regular staff contributions, CPF Board has been appointed as the central collecting body for SHARE donations (on behalf of Community Chest) at the national level since 1 January 1990. This has helped to ease the administration process for all participating companies. With an easy donation process, more companies and employees have been encouraged to participate in SHARE and to join Community Chest to make a lasting and positive impact on the lives of the less fortunate.

CPF Board believes in the power of collective impact through building and sustaining a long-term relationship with the social service users. They have created a diversified array of volunteering opportunities for the CPF family with different charity and volunteer programmes and fundraising activities for the seniors, disadvantaged families, adults and children with special needs. Participating in these activities provides an additional meaning to staff’s work life, and also allowed CPF Board to bond and work towards enriching the lives of the less privileged in our community.

Central Provident Fund Board is a recipient of the Community Chest Awards 2018 SHARE Platinum Award.

Featured Performance Canossian School PERCUSSION Band

“Music has been a wonderful levelling platform for us to nurture differing abilities and talents in each of our students. Watching them perform and shine at each performance fills us with such joy and pride. Each one of them is a shining star and there’s a strong sense of fulfilment as we watch them grow from strength to strength. These opportunities to showcase their gifts have boosted their sense of confidence and self-esteem which are so critical to making them independent, young individuals with a strong self-concept.” Ms Christina Michael, Principal, Canossian School

Canossian School believes in developing students’ talents in various spheres including the performing arts. The percussion band, established in 1989, is testimony to this. For the band members, besides cultivating an appreciation for music, having a knowledge of rhythms and beats, and being part of a team, they also benefit in terms of gaining improved listening and communication skills.

The Canossian School percussion band has grown and blossomed through the years and is a showcase of how successful children with hearing loss can be. Given the right environment, training and support, they have been able to perform at both local and international events. This year has been a momentous one for the band, as the band notched up several firsts – they were the first SPED school to participate alongside mainstream schools at the Singapore Youth Festival and performed for the military tattoo at the National Day Parade 2018. These have been moments of pride for the children, their families and for the school.

Canossian School is one of the social service programmes supported by Community Chest.

11 Featured Performance Eden ENSEMBLE

“These talented students have shown that every person can be empowered to fulfil their full potential when given the right opportunities and support to develop their passion and abilities.”

It started with just eight handbells, five students and a small experiment to let students play with the instruments, because the teachers at Eden School had observed how well the students responded to rhythmic and catchy tunes.

With no musical background, the teachers improvised tunes using colour-coded visuals corresponding to the colour of the handbells, and the students started with simple tunes like Twinkle Twinkle Little Star. The students gradually grew more confident, and began to play from memory, surprising their teachers with their ability to coordinate with each other and play on time.

The students started performing at school and external events, and the group has now grown into a musical collective of 21 members, known as Eden Ensemble. The members of the Ensemble have learned to read more complicated musical scores, track more notes within a page and coordinate between different instruments. Their infectious energy on stage reveals how much each member has flourished through the support of the Ensemble’s programmes and activities.

Eden School is one of the social service programmes supported by Community Chest.

Featured Co-Emcees Mr Daryl Tan & Ms Sarinah Binte Said

“Both Daryl and Sarinah are testaments to the lives empowered through encouragement and support, as they are now able to give back through their stories and abilities, to inspire others.”

Dr Radiah Salim, President, Club HEAL

Mr Daryl Tan was once diagnosed with bipolar disorder and struggled to manage his emotions. His turning point was when he decided that he would not live a life controlled solely by emotions and social comparison. With care and support from Club HEAL, today Daryl is empowered to give back. He befriends other persons with mental health issues to support them in regaining confidence so that they can overcome their difficulties too.

Ms Sarinah, a mother of four, showed symptoms of depression since young. Battling post-natal depression and suicidal thoughts, her turning point was when she sought help and found the right support at Club HEAL. Through the care from those around her, Sarinah was able to overcome her difficulties and made many friends. She now gives back to the community by conducting crochet lesson for her peers, where their handicrafts are sold at Club HEAL’s pushcarts as part of their fundraising efforts. Sarinah also has a talent in public-speaking, and gained experience and confidence with each opportunity to share her story to encourage those around her.

Club HEAL is one of the social service programmes supported by Community Chest.

13 Building a Collabor ative & Impactful Ecosystem With growing social needs in a dynamic world, there is a need for better resource efficiency, collaboration and a collective vision to make a difference in the lives of the vulnerable. Community Chest has catalysed and forged partnerships across the people, public and private sector for greater impact and it would not have been possible without our sterling partners.

70-year-old Mdm Hjh Salmah Bte Ismail (centre) always enjoys exercising, but her legs have weakened with age and she has to rely on a wheelchair for long distances. With support from AMKFSC Community Services, Mdm Salmah now gives back by sharing her story with other seniors. Your efforts in building a collaborative and impactful ecosystem have helped to provide the right support for those in need, like Mdm Salmah.

Singapore Airlines has been a long-time partner of Community Chest, with a partnership that spans almost 30 years. Singapore Airlines believes that it is through the collaborative and collective effort of various parties coming together to support a shared cause that a longer and more lasting impact in the community can be formed. Singapore Airlines rallied staff, business partners and members of the public to come together to raise funds for the disadvantaged in the community in 2017 as the Airline celebrated its 70th anniversary, through events such as the SIA Family Day, SIA Charity Run and the SIA Charity Gala.

Guided by the family spirit within the organisation, Singapore Airlines encourages staff to give back in their own ways, through SHARE, Community Chest’s monthly giving programme, or through regular volunteering activities. Singapore Airlines believes that when their staff work together for a common cause, they bond with each other and provide strength in numbers, enabling their efforts to go a much longer way.

ERA Realty Network has been a long-time supporter of Community Chest since 1999. As corporate social responsibility is deeply rooted in its corporate culture, under the ERA Loves initiative, ERA involves the entire organisation in giving back the community through social empowerment of the underprivileged.

Under the ERA Loves initiative, ERA actively contributes to the community through various charity platforms and believes in the importance of sustained donations. Thus, aligning with its ethos that everyone can play a part in giving back, ERA provides dollar-for-dollar matching donations for all staff contributions made through the monthly giving programme, SHARE, where they contribute meaningfully (and voluntarily) through monthly payroll deductions.

ERA Realty Network is a recipient of the Community Chest Awards 2018 SHARE Achiever Award.

17 Featured Performance MS CHERELLE TAN, MINDS LEE KONG CHIAN GARDENS SCHOOL & KIWANIS CLUB SINGAPORE

“This beautiful collaborative performance aims to embody inclusivity, showcase empowerment of lives through the gift of time and talent, to inspire more to give back in their own way.”

Tonight’s choir performance is a collaboration between different parts of the community, each giving back through their talent.

The Super Trouper Choir from MINDS Lee Kong Chian Gardens School comprises 10 talented students with special needs. Although choral singing is not easy for children with intellectual disabilities, the music can motivate the students, nurture and inspire them to become achievers in their own lives with effective coaching.

While students initially found it difficult to memorise lyrics, different strategies such as the use of pictorial cards and Key Word Sign, together with the students’ determination and hard work, have helped them to overcome this challenge successfully.

Joining the amazing talents of the special choir are the children from the Kiwanis Club of Singapore who wish to give back through their talents. The Kiwanis Star is a musical platform started by the Kiwanis Club of Singapore (Delta Chapter), a member of a 103 years old international community service organisation headquartered in Indianapolis, USA. They believe that every child who is passionate and talented in the musical art should be given a chance to be nurtured.

This combined choir has been training together with vocal coach, Ms Irene Jansen. Irene has been caring for children with special needs through music for over two years, encouraging them to dream big and be confident of their abilities.

Accompanying them on the piano is arranger and music director, Mr Julian Wong. An experienced music talent, Julian has worked with Joyful Strings, Ministry of Bellz, Orchestra of the Music Makers and many more. He also works regularly with students from Institute of Technical Education, teaching music and music-directing the school’s musical events since 2016.

Finally, the choir will be singing together with local artiste, Cherelle 宣清. Cherelle 宣清 was one of only two Singaporeans who made it to the Grand Finals on the inaugural edition of The Voice Singapore/Malaysia singing competition 2017. Cherelle 宣清 has shared the stage with Della Ding Dang and also performed in many large-scale and prominent events such as those held by Singapore Press Holdings, Timbre, Resorts World Sentosa and Formula 1 Singapore.

MINDS Lee Kong Chian Gardens School is one of the social service programmes supported by Community Chest.

19 16-year-old Dhashanamoorthi A/L Amaldass (Dhasha) has Spastic Quadriplegia and was unable to move around on his own or communicate with others. With support from Cerebral Palsy Alliance Singapore (CPAS) School, Dhasha is now able to communicate and manoeuvre his wheelchair for daily activities. The holistic caring from our partners goes towards enriching the lives of the disadvantaged, like Dhasha.

Recognising Holistic Caring Over the past 30 years, the community has witnessed a shift in what it means to give. Giving through donations, time and talents have become inextricably linked. This is why we want to recognise these exemplary efforts of giving to encapsulate and celebrate the spirit of holistic giving.

21 Featured PERFORMER Ms CHLOE CHUA

“I am honoured to be a part of this meaningful event, and I hope to inspire others to give back through their talent.”

Ms Chloe Chua

Ms Chloe Chua started playing the violin when she was just 4 years old. By 11, Chloe has become a shining star, especially after she won the 1st Prize in the Junior Division of the Menuhin Competition held in Geneva in 2018. She was selected through audition and admitted into the Gifted Young Violinists course at the Nanyang Academy of Fine Arts (NAFA), School of Young Talents (SYT).

Since 2012, she has been under the tutelage of SYT String Programme Leader Mr Yin Ke. Through her talent and hardwork, she was awarded opportunities to participate in masterclasses and music festivals such as the New Virtuosi Queenswoods Mastercourse held in U.K, and also Singapore Violin Festivals. She has also achieved outstanding results in other competitions, both locally and internationally including the Singapore Biennial National Piano and Violin Competition Junior Category 1st Prize (2017), Junior Category 1st Prize in the 24th Andrea Postacchini International Violin Competition held in Italy 2017, 2nd Zhuhai International Mozart Competition for Young Musicians Violin Group A 3rd Prize (2017).

Featured Enablers Mr Jackie Chan, Mr Wakin Chau & Mr Jonathan Lee

International superstars Mr Jackie Chan (centre), Mr Wakin Chau (right) and Mr Jonathan Lee (left) are no strangers to the charity scene. With an unwavering passion for charity and possessing a strong empathic connection for the less fortunate in Singapore, the trio are well known to our local audience and all over the world.

Together with home-grown celebrities and international circus act Cirque du Soleil, the trio added star power to the Community Chest Charity TV Show 2018 where they lent their time and talents to the momentous event, raising about $10 million during the live broadcast of the TV Show, held in celebration of Community Chest’s 35th anniversary. The Community Chest Charity TV Show 2018 was the first-ever charity TV show to incorporate the use of digital technology to fund-raise.

23 Featured Enabler Ms Susan Ng

“To me, giving is a way of caring. So if I can do my part by lending my time and talent where it is needed, I would gladly do so, for as long as I can. I hope others too will step up and do likewise, because together we can make a collective, lasting impact on someone else’s life.” Ms Susan Ng, Producer-Presenter, 938NOW, Mediacorp Pte Ltd

Ms Susan Ng has journeyed with Community Chest for over three decades, contributing her time and talent as a master of ceremonies to our events since 1985. The finesse with which Susan helms the stage proceedings at each event, has successfully engaged the audience and communicate key messages of care, trust and empowerment succinctly every time. Her expertise and talent always add a touch of prestige to the events.

Susan also helps to raise awareness of social service needs and the sector by leveraging her reach as radio host on 938NOW. Having witnessed the positive impact and examples of empowering fellow Singaporeans, Susan believes in giving back to the community, and doing her part in empowering lives.

Ms Susan Ng is a recipient of the Community Chest Awards 2018 Enabler Award.

Community Chest has been an instrumental catalyst in identifying areas of need and providing a framework for our volunteer movement to flourish. SP Group has been a sterling partner of Community Chest since 2005, and their mission has always been to improve quality of life. Apart from the SP Heartware Fund, an initiative which helps about 25,000 seniors every year through the programmes under Community Chest, SP Group also rallies their staff to volunteer as the SP Heart Workers. In celebration of their 20th Anniversary in 2015, SP Group embarked on the 20 Good Deeds initiative, which clocked about 9,000 volunteer hours through 30 community initiatives, to serve those in need. Their volunteering efforts have since grown from strength to strength.

The SP Heart Workers volunteer movement has been a unifying force within the community, bringing together partners, such as TOUCH Community Services, AMKFSC Community Services, the Community Development Councils (CDCs) and grassroots organisations, to ensure that efforts are effective and fruitful. Driving several programmes throughout the year, the SP Heart Workers bring cheer and hope to the social service users by sponsoring and serving them meals, befriending them through games and excursions, shopping for groceries, being efficient in and sharing safe practices in handling gas and electrical appliances. Through the years, this well-established volunteer movement has enabled SP Group to serve the community effectively.

SP Group is a recipient of the Community Chest Awards 2018 Volunteer Partner Award.

25 Featured Corpor ate Ministry of Manpower

“We believe that people want to make a positive difference to others around them. At MOM, we provide opportunities for our officers to do so, and support them fully. Giving back to the community adds greater meaning to MOM’s day-to-day mission.” Mr Aubeck Kam, Permanent Secretary, Ministry of Manpower

Ministry of Manpower (MOM) is actively involved in various community volunteering activities. In 2017, MOM expanded its corporate volunteering effort by partnering Lions Befrienders, a social service organisation supported by Community Chest, to reduce the risk of social isolation of elderly staying in rental flats. By the end of 2017, close to 90% of its staff have participated in The Lions Befrienders Programme. The 1,300 volunteers had volunteered in over 80 weekly sessions and engaged seniors at four designated Senior Activity Centres.

Caring comes in many forms, and the MOM’s support of the auto inclusion SHARE programme has enabled staff to donate on a regular basis to help the less privileged in the community.

As an inclusive employer, MOM embarked on a multipronged approach to create a conducive environment for its employees. One of their longest serving employees, Ms Esther Wee, has been with the Ministry since 1995. She has benefited from the various initiatives that the Ministry has put in place, such as improve accessibility at workplaces, train supervisors and co-workers in disability awareness and management, redesign jobs and work processes for successful placement and retention, and ensure career advancement for employees with disabilities.

As the leading organisation responsible for the formulation and implementation of manpower policies, MOM’s inclusive employment practices and active participation in various community volunteering initiatives are not only examples for other organisations to emulate but also pave the way for the development of a productive workforce and progressive workplaces in Singapore. MOM also partners key stakeholders within the social service ecosystem such as the Ministry of Social and Family Development, SG Enable and SPD, to reach out to persons with disabilities on job vacancies. These stakeholders supported MOM’s Job Shadowing Day initiative which gives students an experience at work in various fields of MOM’s business, such as workplace safety and health, frontline customer service and facilities management for a day.

These efforts go towards celebrating different abilities and providing every person with the opportunity to flourish within an inclusive workforce, where they are empowered to lead a life of dignity and independence.

The Community Chest Awards 2018 Sub-Committee oversees the administration of the Awards and ensures that the selection of the award recipients is in line with the spirit and purpose of the Awards.

Mr Robert Chew BBM, PBM, Chairman Mr Robert Chew is a Partner at Stream Global and iGlobe Partners, a technology incubator and venture capital firm respectively. He was the former partner of Accenture, a leading global professional services company. He has received numerous awards for his contributions to the industry, such as the IT Leader of the Year from the Singapore Computer Award and the Distinguished Partner Awards from SPRING Singapore. Mr Chew also serves on the boards of various public non-profit organisations such as Shared Services for Charities, TOUCH Community Services, the National Council of Social Service and the Singapore Institute of Directors. Mr Chew has been serving with Community Chest since 2014.

Mr Andrew John da Roza, Member Mr Andrew da Roza is a psychotherapist, assisting private clients and their families with addictions. He is Chairman of We Care Community Services Ltd., a charity assisting service users with addictions. He is on the Board Sub-committee for Rehabilitation and Reintegration of the Singapore Anti-Narcotics Association. Mr da Roza has also represented Community Chest on the NCSS Services Committee for several years. Qualified as a lawyer in the U.K. and in Hong Kong, he worked in private practice with law firms Linklaters and Lovell’s for 7 years; as the General Counsel for FedEx Asia Pacific Region for 15 years; and as General Counsel for International SOS for 3 years. Mr da Roza has Masters degrees in law; counselling; and addictions science; and an MBA from Kellogg in the U.S., and HKUST in Hong Kong.

Ms Lee Mui Ling, Member Ms Lee Mui Ling was appointed as a member in the Community Chest Committee in 2016. As a Senior Director of Capabilities Development in the Public Service Division (PSD), Ms Lee is in charge of building critical capabilities of front line service officers and middle managers. She also has more than 25 years of experience in brand management, human resources and IT in the private sector. Ms Lee was also known to be an impactful change leader, a mentor and coach to many young talents. During her time with P&G Asia, Ms Lee was voted “Most Inspiring Leader”, “Most In Touch Leader” and “Coach of the Year”.

Mr Peter Wee, PPA(G)(T), PBS(T), Member Mr Peter Wee is currently the Director (Corporate Development and Emergency Preparedness) with the Civil Aviation Authority of Singapore (CAAS). He joined CAAS in 2007 and headed the transition efforts for the corporatisation of Changi Airport and the restructuring of CAAS. He had also served as Head of the Joint Manpower Department in the Singapore Armed Forces. A strong proponent for corporate social responsibility as an employee value proposition, Mr Wee has been with Community Chest since 2005.

Ms Audrey Tan Hwee Gek, Member Ms Audrey Tan is the Director of Sector Planning and Development Division at Ministry of Social and Family Development. She joined as a Member of the Community Chest Committee in January 2018. Ms Tan is also a member of the Community Chest Awards and Sharity Sub-Committees.

Selection of the award recipients is based on contributions made in the preceding financial year, starting 1 April and ending 31 March. The nomination period for the Volunteer Partner Award, Enabler Award and Pinnacle Award will be open from 1 to 30 April each year. An eligible organisation may be nominated by a third party with the consent of the organisation. Self-nominations are also accepted.

SHARE AWARD The SHARE Awards recognise organisations with employees on SHARE for their high participation rate. The organisation must have made a minimum annual contribution of $5,000 and has contributed regularly for at least nine months within the assessment period, but not necessarily for consecutive months.

CHARITY AWARD The Charity Awards are presented to organisations and individuals who have made significant donations to Community Chest. These donations include outright donations, funds raised from events and contributions through SHARE, Community Chest’s monthly giving programme.

VOLUNTEER PARTNER AWARD The Volunteer Partner Award serves to recognise an organisation which is exemplary in its regular volunteerism scheme, such as service-based or skills-based volunteerism, with demonstrated outcomes.

The nominee must have volunteered with a charity that is a member of the National Council of Social Service, and the charity must be supportive of the nomination. The nominee must have a minimum of 20% staff participation rate in the volunteerism scheme, and staff should be involved regularly (for example, each staff having volunteered for at least 24 hours and at least four times during the assessment period).

ENABLER AWARD The Enabler Award serves to recognise an organisation or individual who has made significant non- monetary contributions, which resulted in substantial cost savings or multiplier effect in outreach or fundraising efforts achieved for Community Chest. The contribution towards addressing social needs can be made by the nominee in ways like:

i Talent, capability and network including but not limited to the following:

• Offering media assets and resources such as digital/social media/advertising platforms (e.g. print ads, broadcast ads, out-of-home ads etc.)

• Mobilising and connecting people/organisations/partners to support Community Chest in signature svents, special fundraising projects etc.

PINNACLE AWARD The Pinnacle Award is the highest honour given by Community Chest to recognise an organisation which is exemplary in holistic caring, and is a role model in all three aspects:

i. Giving of donations

ii. Volunteerism and/or making non-monetary contributions

iii. Inclusive employment

The nominee must be eligible for a SHARE Award or Charity Award, as well as eligible for a Volunteer Partner Award or Enabler Award. The organisation must also have inclusive employment practices and some measures include:

i. Number of persons with disabilities or mental health illnesses hired (and as a percentage of total staff strength)

ii. Policies or practices implemented to facilitate the hiring and integration of these staff

iii. Procurement of products or services provided by charities or social enterprises
