(Extra)ORDINARY MEN: African-American Lawyers and Civil Rights in Arkansas Before 1950 Judith Kilpatrick* “The remarkable thing is not that black men attempted to regain their stolen civic rights, but that they tried over and over again, using a wide va- riety of techniques.”1 I. INTRODUCTION Arkansas has a tradition, beginning in 1865, of African- American attorneys who were active in civil rights. Same Ship, New Voyage ESSAGE In the Age of Heroes, when Prince Theseus sailed home to Athens after M slaying the Minotaur, his fellow citizens placed his ship in the public mar- S ’ ketplace as a monument to his feat. Over the centuries, as decayed planks were mended with new ones, philosophers began to debate whether this was in fact the same ship – or a different one entirely. HESEUS SHIP IS AN APT METAPHOR for a dynamic college like ours. RESIDENT T ’ P Muhlenberg, of course, is not a holy relic to be kept hermetically sealed, preserved and protected from change. But it is a sacred trust. And while this year’s annual report highlights “new faces and new places,” these innovations would not be worth celebrat- ing if they did not sustain and renew an institution with a strong and positive sense of its history, its values, and its mission. The “new” is noteworthy only if it enhances and augments the intrinsic good of this place. There should never be any doubt that Muhlenberg was, is, and always will be…Muhlenberg. ¶ Within these pages you 31 students have already enrolled in our new public health minor; 11 students are will find much that, by this criterion, is both new and worthy of celebration. -

There have been some tragic fatal accidents this year due to shallow water blackout and some nasty accidents from gear and sharks (see more below). The AUF offers our sincere condolences to the family and friends of those affected. We are also trying to prevent future incidents and accidents and there has been good progress to increase awareness of safety with a National Spearsafe campaign with website, stickers, brochure, DVD and risk assessments. We also have a goal of a single national Spearfishing training package. Nationals Congratulations to Rob Torelli for winning the Open National Spearfishing Championships (held in Victoria) for a Record 7 times and to Mary Anne Stacey for winning the women’s championships for a record 7 times. The juniors was won by Trent Crane (Vic), intermediate was Dave Scholefield (SA), veterans Gunther Pfrengle (NSW), Master John Schulter (NSW). The Superdiver (Spearfishing, finswimming and photography) was hotly contested and close and the winner was Garth Byron (NSW). The Mark Searle Interpacific Pairs trophy was won by Aaron Crocome and David Welch. A full report below. There were 33 competitors, great support from sponsors, some challenging conditions and small fish. Thank you very much to Zia Mustafa and his team for being the Competition Director. -

Jon Porter, a gaming lobbyist who represented Nevada in the U.S. House of Representatives from 2003 to 2009, told GamblingCompliance he was disturbed by inaccurate information conveyed at a July 17 hearing on Internet gambling [2] by the Senate Commerce Subcommittee on Consumer Protection, Product Safety and Insurance. Members of the subcommittee and witnesses repeatedly criticized the U.S. Department of Justice for its 2011 decision to reverse its longstanding position [3] that all Internet gambling is illegal under the Interstate Wire Act of 1961. Comments during the hearing linked Internet gambling websites to money laundering, terrorism, drugs, human trafficking and pornography. “The industry needs to be very careful here because Congress has the power to amend the Wire Act and restore the ban on Internet gambling, and I don’t think the industry wants that,” Porter said. As one of the most tightly regulated industries in the United States, casinos should be doing more to collectively educate lawmakers about the safeguards available to protect consumers, according to Porter. He said the online gaming industry’s safeguards are comparable to methods used to protect electronic financial transactions in banking and the purchase of stocks. -

2.2 THE MONARCHY Noel Cox and Raymond Miller A maturing sense of nationhood has caused some to question the continuing relevance of the monarchy in New Zealand. However, it was not until the then prime minister personally endorsed the idea of a republic in 1994 that the issue aroused any significant public interest or debate. Drawing on the campaign for a republic in Australia, Jim Bolger proposed a referendum in New Zealand and suggested that the turn of the century was an appropriate time symbolically for this country to break its remaining constitutional ties with Britain. Far from underestimating the difficulty of his task, he readily conceded that 'I have picked no sentiment in New Zealand that New Zealanders would want to declare themselves a republic'. 1 This view was reinforced by national survey and public opinion poll data, all of which showed strong public support for the monarchy. Nor has the restrained advocacy for a republic from Helen Clark, prime minister from 1999, done much to change this. Public sentiment notwithstanding, a number of commentators have speculated that a New Zealand republic is inevitable and that any move in that direction by Australia would have a dramatic influence on public opinion in New Zealand. Australia's decision in a national referendum in 1999 to retain the monarchy raises the question of what effect, if any, that decision had on opinion on this side of the Tasman. In this chapter we will discuss the nature of the monarchy in New Zealand, focusing on the changing role and influence of the Queen's representative, the governor-general, together with an examination of some of the factors that might have an influence on New Zealand becoming a republic. -
