TWENTY-EIGHTH ANNUAL REPORT FOR PERIOD ENDED 30TH JUNE, 1953 THE HONOURABLE THE MINISTER FOR TRANSPORT, Sydney.. In accordance with the provisions of section 6 of the Main Roads Act, 1924-1951, I have the honour to submit the Twenty-eighth Annual Report for presentation to Parliament. The report covers the period from 1st July, 1952, to 30th June, 1953, though a few matters referred to are carried beyond the latter date for convenience and completeness of record. MINISTER. The Honourable "W. F. Sheahan, LL.B., M.L.A., as Minister for Transport, was in charge of the administration of the Main Roads Act from the 1st July, 1952, to the 22nd February, 1953, excluding the period 2nd November, 1952, to 29th December, 1952, when, owing to Mr. Sheahan's absence on account of illness, the Honourable G-. Weir, LL.B., M.L.A., was Acting Minister for Transport. Mr. Sheahan was succeeded as Minister for Transport by the Honourable C. E. Martin, Q.C., M.Ec, LL.B., M.L.A., on the 23rd February, 1953. To fill the vacancy caused by the death of Mr. Martin on the 5th September, 1953, the Premier and Colonial Treasurer, the Honourable J. J. Cahill, M.L.A., assumed the office of Minister for Transport until the appoint­ ment of the Honourable E. Wetherell, M.L.A., on the 16th September, 1953. DEATH OF THE COMMISSIONER FOR MAIN ROADS, MR. ALFRED EDWARD TOYER, It is with the deepest regret that I record the death, during an inspection of bridge works on the New England Highway at Blandford, near Murrurundi, on 18th August, 1953, of Mr. Alfred Edward Toyer, B.E., M.I.E.Aust, M.Inst.T., Commissioner for Main Roads. The late Mr. Toyer was born in Sydney, New South Wales, on 24th January, 1896, and was educated at Cleveland Street School and the University of Sydney, where he graduated Bachelor of Engineering with honours in 1924. Entering the State Public Service in 1912, Mr. Toyer enlisted in the First Australian Imperial Forces and saw active service overseas. On his return to Australia and 'discharge from the Military Forces he was appointed to the Department of Public Works, where he was employed on engineering work from 1920 until 1925. Mr. Toyer was transferred to the staff of the newly established Main Roads Board in June, 1925, as Assistant Engineer, being one of the first two engineers appointed to the Board's service. He subse­ quently became Designing Engineer, Metropolitan Construction Engineer and, when the Metropolitan Division was constituted in 1928, Engineer-in-Charge of that Division. He became Chief Engineer (Metropolitan) in 1932 and Chief Engineer of the Department in 1937. In 1939, Mr. Toyer was sent to Great Britain and the United States of America to study and report on the latest developments in highway work. 6 In 1941 he was appointed Assistant Commissioner for Main Roads and in 1946, Commissioner for Main Roads. Mr. Toyer enlisted in the Second Australian Imperial Forces in 1941, in which he served with the Engineers until 1945. He attained the rank of Colonel. He served during 1942-43 in the Northern Terri­ tory as Chief Engineer of the Northern Territory Force, responsible f-er-eo-ordmating and supervising most of the work on the North-South road, aerodrome construction and other works by service and civilian organisations. He and his units were later in New Guinea, Morotai and Borneo. Mr. Toyer was mentioned in despatches for service in the South-West Pacific Area. Mr. Toyer was a Member of the Institution of Engineers, Australia; a Member of the Institute of Transport, London, and a Vice- • Chairman of the New South Wales Section; a Fellow of the Australian Planning Institute, a Fellow of the Institute of Public Administration and a Member of the Council of Management of the Road Safety Council of New South Wales. It was Mr. Toyer's onerous responsibility to direct the activities of the Department during the post-war years; a difficult period of con­ version of resources from war time to peace time, accentuated by deteriorated road pavements and structures due to the impact of the war. APPOINTMENT OF COMMISSIONER AND ASSISTANT COMMISSIONER. On the advice of the Executive Council, the approval of the Governor was given to the appointment of Mr. H. M. Sherrard, M.C.E., M.I.C.E., M.LE.Aust, M.Inst.T., who held the position of Assistant Commissioner since 2nd August, 1946, as Commissioner for Main Roads, in terms of section 7 of the Transport (Division of Functions) Act, 1932-1952, for a period of seven years commencing from the 19th August, 1953. Mr. J. A. L. Shaw, D.S.O., B.E., M.I.E.Aust., M.A.P.I., Chief Engineer of the Department, was appointed Assistant Commissioner on the 23rd September, 1953, also for a term .of seven years. LEGISLATION. The New South Wales Transport and Highways Commission was abolished by the Transport (Division of Functions) Further Amendment Act, 1952,' assented to on the 13th October, 1952, and the membership of the Commissioner for Main Roads on the Commission consequently terminated on that date. GENERAL REVIEW OF FINANCE, WORK DONE AND WORK REQUIRED. The Financial Problem. The major sources of revenue available for expenditure on Main Roads are motor vehicle taxation and petrol taxation. The money available from these sources prior to the war reasonably met the requirements of the time for the maintenance and improvement of the roads.

    Local plumbing regulators in NSW On-site plumbing and drainage compliance and inspections This document outlines who performs the functions of the plumbing regulator in NSW. Under the Plumbing and Drainage Act 2011 NSW Fair Trading is the plumbing regulator in New South Wales. The Plumbing Code of Australia is the technical standard for compliance throughout NSW. It is the responsibility of the plumbing regulator in each area to set requirements for inspections of on-site plumbing and drainage. Fair Trading’s area of operation includes all areas in which properties are provided with services (either drinking water, recycled water or a sewerage service) by Sydney Water Corporation or Hunter Water Corporation. This area of operation stretches from Gerringong in the south (the Illawarra), to Newcastle, Port Stephens and Dungog in the north (the Hunter), and west to Mount Victoria (Blue Mountains). The function of the plumbing regulator has been delegated by Fair Trading to local councils, county councils, or other qualified bodies. The delegation of the function has been accepted by local and county councils across NSW, with a small number of exceptions where the council declined the delegation. Below are two tables identifying the local authority for plumbing regulator functions, including conducting inspections, throughout NSW by local government area.
