The BBC’s Role in the News Media Landscape: The Publishers’ View The BBC Charter Review provides an opportunity for the government to look at the future of the BBC and its evolving role in the wider media landscape. The green paper on Charter Review asks some important questions about the BBC’s scale and scope, funding and governance, and the impact of its ever-growing range of services on commercial media competitors: Does the BBC’s £3.7 billion per year of public funding give it an unfair advantage and distort audience share in a way that undermines commercial business models? Does its huge online presence and extensive free online content damage a wide range of players? Is the BBC able to continue to develop great content to audiences, efficiently and cost effectively while minimising any negative impact on the wider market and maximising any benefits? Is the expansion of the BBC’s services justified in the context of increased choice for audiences? Is the BBC crowding out commercial competition and, if so, is this justified? How should the BBC’s commercial operations, including BBC Worldwide, be reformed? How should the current model of governance and regulation for the BBC be reformed? The News Media Association (NMA), the voice of independent commercial news brands in the UK, believes that the system of BBC governance should place greater obligations on the BBC to work collaboratively – rather than in competition - with the wider news sector. We commissioned Oliver and Ohlbaum Associates (O&O) to examine the changing market for news services and the BBC’s expanding role within that market. -

Promoting Fair And Responsible Reporting Of Muslims And Islam Submission to the IMPRESS Standards Code Review Call for Evidence March 2021 The Centre for Media Monitoring (CfMM) was set up in 2018 by the Muslim Council of Britain (MCB). Our aims are to: . Create an evidence base on how Islam and Muslims are reported in national print and broadcast media. Develop insights on potential areas of improvement through evidence-based analyses, reports, and guidelines. Advocate change through constructive engagement with key stakeholders. Empower Muslim communities to proactively engage with the media and help change the narrative. CfMM monitors and analyses thousands of articles and broadcast clips daily. Our monitoring methodology has been developed and approved by leading academics and experts in the field of corpus linguistics. CfMM is recognised as an authority in this field and a valuable resource by all stakeholders, including the media, regulators, politicians, and community organisations. CfMM works closely with editors and journalists from the national print and broadcast media to highlight inaccuracies, generalisations and misrepresentations of Muslims and Islam in the media as well as promote good practice and increase Religious Literacy. We hold roundtable discussions and ‘Meet the Media’ events between media executives and community organisations. We deliver media skills training, publish evidenced-based reports, sit on advisory boards, and make submissions to inquiries and consultations such as OFCOM’s Thematic Review of Representation and Portrayal on the BBC, the BBC’s Editorial Guidelines Consultation, the Editor’s Code Review, and the Lords Select Committee Inquiry on the Future of Journalism. CfMM was also part of IPSO’s working committee, inputting into developing guidelines for journalists on the reporting of Islam and Muslims. -

About the authors Robert Kenny advises companies, regulators and policy makers on issues of TMT strategy and policy. He is the author of numerous papers (academic and professional) and a regular speaker on these topics. Before co-founding Communications Chambers he was MD of Human Capital, a consulting firm. Past roles include heading Strategy and/or M&A for Hongkong Telecom, Reach and Level 3 (all multi- billion dollar telcos). He was also a founder of IncubASIA, a Hong Kong based venture capital firm investing in online businesses. Tim Suter is a founding member of Communications Chambers. He is an advisor on public policy and regulatory issues across the media and communications sectors. He was the founding Ofcom partner with responsibility for content regulation, a member of the statutory Content Board and Deputy Chairman of the Radio Licensing Committee. Before joining Ofcom he was Head of Broadcasting Policy at DCMS, responsible for steering the 2003 Communications Act through to Royal Assent. His broadcasting career at the BBC started in BBC Radio, where he was a drama and documentary producer and editor, before moving to BBC Television as a producer and reporter on Newsnight. -

A Survey of How the BBC’s ‘‘Flagship Political Current Affairs Program’’ Reported Genocide and War in Rwanda between April and July 1994 Georgina Holmes King’s College London At the time of the genocide in Rwanda in 1994, the BBC’s late-night political dis- cussion program Newsnight was one of the few media political spheres within which representatives of the British government, opposition parties, the United Nations, and international non-governmental organizations could comment on British foreign policy. Since 1994 the British media have been charged with fail- ing to report genocide; yet a focus on print media has created a void in under- standing how BBC’s Newsnight covered events. -
Response to Bbc Trust Service Review of Bbc News and Current Affairs
RADIOCENTRE RESPONSE TO BBC TRUST SERVICE REVIEW OF BBC NEWS AND CURRENT AFFAIRS Overview 1. BBC News and journalism arguably has a greater impact on its audiences than any other part of its output. It is estimated that the BBC is the source of around 70% of all news consumption via broadcast in the UK1, and continues in a digital age to be recognised as a high quality news provider to millions around the world. 2. Whilst the majority of BBC News output is exemplary, and at its best emblematic of public service broadcasting, the BBC must ensure that its services continue to be distinctive during a period of increased competition in journalism from a plethora of media providers, including commercial radio. 3. 35% of the population use radio as a source of news, and 15% of these people use both commercial and BBC stations2. RadioCentre believes that radio news in its entirety can be strengthened and become even more relevant to UK audiences in future, but to do that the BBC must offer a complementary service of quality and distinctiveness. 4. This response will therefore examine three areas of relevance to radio news, consistent with the broad responsibilities of each BBC station; value for money, content, and market impact. We use these broad themes to draw conclusions as to the appropriate strategic direction of BBC News on radio services as a whole, in order for them to continue to prioritise the highest quality news output in the future. 5. The key points in the response are: Overall BBC news and current affairs output is of a high standard and provides valuable content for listeners.
