Mondale criticism re lack of progress in RR's talks with Gromyko-- does this give us an opening to go after Mondale for interference? (He attempted to raise expectations with his remark that progress is "possible", then declares hopes dashed. He also noted a willingness to, in effect, make concessions to get the Soviets back to the table.)

ITEM ACTION

1. Today's Schedule: The President will travel to Detroit Speakes and Biloxi today.

2. Continuing Resolution: The Senate has passed a two day Oglesby extension in order to allow more time to resolve problems that have arisen on this legislation; the House will prob- ably take up the extension this afternoon. The President will today announce his intention of signing the extension once it reaches him. On the CR itself, the Senate is still tied up procedurally, with the main cause being Title IX legislation that proponents are seeking to attach. Senator Dole is trying to broker a compromise, and there were dis- cussions between the parties on Saturday regarding how the problem might be resolved. No solution is yet in sight, however. Once the matter reaches conference we are hoping that a "clean" CR can emerge.

This week, the House is expected to take up Rep. Jones' balanced budget proposal, trade legislation, and the debt limit. Also, it was noted that the House has not yet adopted a budget resolution.

The Senate will, in the course of the week, take up the genocide treaty, the Balanced Budget Amendment, and product liability.

3. Embassy Security: An authorization for increased security Oglesby at U.S. embassies continues to make progress in the House.

4. Immigration: The conference on this issue will reconvene Oglesby this week.

5. Highway Legislation: Efforts are continuing to resolve Oglesby the problems which have prevented passage of this legisla- tion.

6. Cabinet Activity: No Cabinet meetings are scheduled this Fuller week. The main issue pending is the Vice President's financial institutions reform package, which we hope will be acted on before October 11.

7. Gromyko Meeting: We have no plans to respond directly to McFarlane criticism from Mondale about the lack of results from the President's meeting with Gromyko. 3. Arrest of FBI agent-- President may be asked about this if there is a photo op today.

Beirut bombing-- guidance re.House Intelliqenca ~ittee report that there was adequate warninq of a possible terrorist attack. The report goes on to refute the President's statement re previous cutbacks in intelligence-- an unusual step that seems to imply political motives by the committee.

5 • Debate preparations-- you may want t~ reiterate your caution re commenting on these. Alsri>, are there particular issues on which more information may be needed?

Timber bill-- you may want to mention that no decision has yet been made on this bill. Many WH I staffers are being called by its supporters. 7. Tax reform-- yesterday, Regan indicated he will J probably recommend a modified flat tax to the President. Guidance will be needed.

8. Trade legislation-- different measures have been passed by the House and the Senate. They will now go to conference. A brief description of the bills and status would be desirable.

ITEM ACTION

1. Today's Schedule: There will be press coverage of the Speakes 1:30 photo session with GOP congressional candidates. However, Senate participation may be minimal since they are in session.

2. Continuing Resolution: After voting to retain anti-crime Oglesby provisions, the Senate has nearly completed work on the CR. The legislation is expected to go to conference around 5:00 p.m. today, which means that a CR would not be passed be- fore tomorrow at the earliest. Neither house seems in- clined to pass another short extension.

Regarding a possible government shutdown, furlough notif i­ Wright cations to non-essential personnel will begin at 10:00 a.m. Rogers with actual furloughs being initiated around noon (barring passage of another extension) • This procedure will include White House staff.

3. Tax Reform and Simplification: Regarding Secretary Speakes Regan's statements about a modified flat tax, guidance is that it is simply one of the options being studied. How­ ever, no decisions have been made, and no recommendations have been forwarded to the President.

4. Timber: A good deal of interest has been expressed in Oglesby this bill, which attempts to settle a dispute over timbe r Svahn contracts in the Northwest. Though the legislation has passed Congress, no decision has yet been made on whether we will accept it.

5. Saturday Radio Talk: Any suggestions regarding a topic Darman for this week's speech should be forwarded to Dick Darman.

6. Beirut Embassy Bombing: Yesterday's critical report by McFarlane the House Intelligence Committee draws unwarranted con­ clusions regarding intelligence information on a possible attack.

7. Naval Petroleum Re serves: A decision memo on the future Fuller of these reserve s has bee n circulated for comme nt, and Sva hn will be sent to the President shortly. All agencies agree that production at Elk Hills should continue for one year. However, DOD wants revenue from that production ($3 billion) set aside to help secure additional supplies to meet their needs during a national eme rgency. ITEM ACTION

1. Today's Schedule: Photo ops will be held during the Speakes meeting with Peres, the departure statements, and the Oglesby signing of the Older Americans Act. Also, it was noted that we will attempt to schedule a signing ceremony once the trade legislation (which includes the U.S.-Israel Free Trade Bill) reaches the White House.

2. Cabinet Activity: The President will chair a meeting of Fuller the CCEA today at 2:45. The agenda includes a report by the Vice President regarding the Task Force on Regulation of Financial Services, and a briefing by Bill Niskanen on the characteristics of the economic recovery.

3. Continuing Resolution: Congress must still resolve dis­ Oglesby agreements regarding water projects and aid to Nicaragua. Other provisions, including the crime bill and foreign assistance, have been agreed to. Once the CR reaches the floor, cloture will be sought quickly; otherwise we risk attempts to add a variety of measures.

4. Debt Ceiling: The Senate will attempt to pass a clean Oglesby debt limit bill today.

1. Today's Schedule: The President will travel to Michigan Speakes today.

2. Continuing Resolution: House Democrats reportedly offered Oglesby last night to drop a number of water projects from the CR. It is hoped that this will allow progress, though we do not yet know Sen. Hatfield's reaction. If the CR begins moving, it could reach the White House today.

3. Immigration: This bill now appears to have little chance Oglesby for passage.

4. Export Administration Act: Since this legislation has not Oglesby been passed, another extension of the Act will be necessary. 5. Trade Legislation: It was noted that this has now been passed.

6. OCS Revenue Sharing: It does not appear that this bill Oglesby will be passed before Congress adjourns.

7. Genocide Convention: This treaty will be taken up today Oglesby in the Senate.

ITEM ACTION

1. Today's Schedule: There will be coverage of the Minority Speakes Enterprise Week ceremony, and the United Negro College Fund event.

2. Continuing Resolution: The CR was passed by the House Oglesby last night, and the Senate is expected to pass it today. Though water projects have been removed, it is still not as good as we had hoped on certain defense items.

3. Debt Limit: This measure may be passed early today, at Oglesby which point Congress may adjourn.

4. Export Administration Act: This bill, which was passed by Oglesby the Senate yesterday, is considered to be our biggest problem on the Hill at this point. It still must go through the House Rules Committee, and we are hopeful it can be bottled up there.

5. Nominations: Our Legal Services nominees are the largest Oglesby bloc of people who have not yet been confirmed by the Herrington Senate.

ITEM ACTION

1. Today's Schedule: There will be press coverage throughout Speakes the President's trip to Ohio, and during his phone call to the shuttle astronauts.

2. Saturday Radio Talk: A draft on the economy has been Darman circulated for comment.

3. Economic Figures: The Producer Price Index for September Niskanen was down 0.2%. This follows the 0.1% decline in August, and constitutes an increase of only 1.6% over the past 12 months.

Retail sales were up 1.6% in September. Also, it was noted that the August decline was revised upward slightly.

4. Legislative Activity: The Senate will reconvene at 11:00 Oglesby and will probably vote on the debt limit around 1:00. If the debt limit is not passed today, the Senate may have to request that we call them back next week.

5. Nominations: Several judges were confirmed by the Senate Herrington yesterday. However, no action was taken on our Legal Services nominees. ,
