Frequently Asked Questions about the Return Process

Q1: What is meant by a return process?

ANS: A return process is the mechanism through which internally displaced persons (IDPs) are facilitated to return voluntarily to their place of origin following government de-notification of the area.

Q2: What is a Voluntary Return Form (VRF)?

ANS: A Voluntary Return Form is a document signed by those IDPs who are willing to return to their place of origin as part of an organized process to affirm the voluntary nature of their decision to return, independent of any coercion or pressure.

Q3: Where can I get the VRF?

ANS: VRF can be collected from the UNHCR/SRSP desk at the embarkation points established for IDPs. Embarkation points are announced by the FDMA/Political Administration.

Q4: Who will provide information regarding returns, including my tribe’s return dates?

ANS: FDMA Agency Coordinators, Political Administration, IOM’s Humanitarian Communications Program, IDP elders/committees and Malik’s.

Q5: How will I receive information on returns?

ANS: Radio announcements (Radio , FM 101, FM 94.6 in PESHAWAR and Nowshera and FM 93 in ), newspaper advertisements (Daily AAJ, Daily Mashriq and Daily Express), helpline numbers (091-9218513, 0322-5555737, 0800-44422), or officials and social mobilizers at embarkation points.

Q6: Who will provide transportation for returns? ANS: You have to arrange your own transportation. The government will provide a transportation grant of PKR 10,000 through SIM card distributions to all returnees verified by NADRA and after you have signed the VRF.

Q7: Will I receive a cash grant during return? ANS: Yes, you will be issued an ATM card at your designated embarkation point after signing the VRF. No funds will be immediately available on the card. However, the Government plans to disburse cash compensation of PKR 25,000 through the cards at a later date.

Q8: Where can I receive NFI packages? I have already signed the VRF. ANS: NFI packages will be provided on the basis of vulnerability criteria and needs. Needs and vulnerability will be determined through humanitarian assessments in return areas.

Q9: Will I continue to receive food rations after returning home? ANS: Yes, families will continue to receive food rations for six months following return to areas of origin.

Q10: I have been listed, but my verification is still pending with NADRA. Will I receive food rations when I return to my area of origin?

ANS: No, only registered IDPs are eligible to receive food rations. Approach a grievance desk or contact a helpline for support (see Question 12).

Q11: My registration is blocked due to a family tree issue. Am I eligible to receive food, transportation and other assistance?

ANS: No, you are not eligible for assistance if your registration is blocked. Approach a grievance desk or contact a helpline for support (see Question 12).

Q12: Where can I record my grievances or seek additional information during returns? ANS: Grievance desks are established by UNHCR/EHSAR/Protection Cluster and FDMA at embarkation points. You can also call FDMA (091-9218513), or contact IOM’s Humanitarian Call Centre (toll-free) at 0322-5555737, 0800-44422 for support.

Q13: Where will we collect our food rations once we return to our area of origin?

ANS: You can collect your food from the following WFP hubs:

Q14: My house in my place of origin is damaged. Who will provide assistance?

ANS: The Government plans to conduct a housing survey and provide cash compensation for fully and partially damaged houses through Return and Rehabilitation (RRU) unit under FATA Secretariat. For fully damaged houses, the government will provide 400,000 PKR. For partially damaged houses, the government is planning to give 160,000 after the assessment is done by the political administration.
