The background, forming basis of the instant revision petition, briefly stated, is that originally the Provincial Government was recorded as owner; and Deputy Commissioner, Kohat, in Possession of the 2 land measuring 219 Kanal in Khasra No.1/1122/71 of village Jarma, according to the available record of owners from the year 2003/04. A total of 300 Kanal land, including the said land, was transferred from the Provincial Government to the Prime Minister National Housing Scheme Authority, vide Mutation No.1033 attested on 22.12.1999; but re-transferred to the Provincial Government from the Pakistan Housing Authority, Works Division, Kohat, vide Mutation No.1062 attested on 28.07.2000.     IVAP census profiling in Hangu – Final report May/June 2012 (IVAP-II) 1. Introduction Since 2008, conflict has been a fluid process resulting in large-scale displacement of families into Khyber Pakhtunkhwa (KP) province in north-west Pakistan from both the Federally Administered Tribal Areas (FATA) and from elsewhere within KP. The IDP Vulnerability Assessment and Profiling (IVAP) was initiated in 2010 by the Policy and Strategy Meeting to be able to understand more about the movement and needs of these IDP families so as to inform an appropriate humanitarian response, ensuring that assistance is principled and needs-based. Between June 2010 and July 2011, IVAP-I carried out a door-to-door census based activity to identify and assess every IDP family and its members (on the basis of self-identification and an inclusion policy following the IDP Guiding Principles) in ten host districts in KP. The districts included Peshawar, Mardan, Nowshera, Charsadda, Swabi, Lower Dir, Kohat, Hangu, D.I.Khan and Tank. Over 92,000 families and 491,000 individuals were identified and profiled using a 70-question questionnaire (comprised of questions from all clusters) and their information recorded in the online IVAP live database (www.ivap.org.pk). Hangu district Hangu district is situated on the boundary of two FATA agencies: Orakzai and Kurram. Following military operations in these two agencies, the situation in Hangu is fragile. Furthermore, Hangu is strongly affected by sectarian issues. Due to security concerns in IVAP-I, the team was not able to access all areas of Hangu district. Most Union Councils (UCs) in Hangu Tehsil were covered, whilst no UCs in Thall Tehsil were reached.

    PROVINCIAL ASSEMBLY OF KHYBER PAKHTUNKHWA PRELIMINARY REPORT OF PUBLIC ACCOUNTS COMMITTEE ON THE ACCOUNTS OF GOVERNMENT OF KHYBER PAKHTUNKHWA FOR THE YEAR 2014-15 CHAIRS FOREWORD The Public Accounts Committee (PAC) has a key role in exercising scrutiny over the execution of Budget that the legislatures approve and to assure that funds appropriated by the Assembly have been spent legally and as the Assembly intended. To achieve this goal and to have strong financial mechanism in the Departments, the PAC has played a very important role by giving guidance and recommendations from time to time. However it was noted that most of the Departments do not observe the financial discipline in its true spirit resultantly financial irregularities crop up, the Departments are therefore required to strictly adhere to the recommendations of PAC. The Report of Auditor General of Pakistan for the year 2014-15 was referred to the earlier PAC and it examined 22 Draft Paras out of 198 in two sittings. The present Public Accounts Committee has examined 91 Draft Paras out of remaining 176 in 5 sittings. The Committee has performed its job; however, the efforts of the Committee and Audit will be fruitless until its recommendations are implemented in its true spirit by the Administrative Departments. If the recommendations of PAC are not implemented, the whole process of Audit and financial oversight would not be more than a futile exercise. During examination of the Audit Report it was noticed that DAC which was constituted to facilitate the job of PAC i.e. to resolve the petty issues and refer material nature Paras to the PAC, was not working properly, neither its meetings are held in time nor its recommendations are implemented resultantly the job of PAC instead of reducing is increasing.

    IVAP census profiling of off-camp Khyber IDPs – Final report July – November 2012 (IVAP-III) 1. Introduction Since 2008, conflict has been a fluid process resulting in large-scale displacement of families into Khyber Pakhtunkhwa (KP) province in north-west Pakistan from both the Federally Administered Tribal Areas (FATA) and from elsewhere within KP. The IDP Vulnerability Assessment and Profiling (IVAP) was initiated in 2010 by the Policy and Strategy Meeting to be able to understand more about the movement and needs of these IDP families so as to inform an appropriate humanitarian response, ensuring that assistance is principled and needs-based. Between June 2010 and July 2011, IVAP-I carried out a door-to-door census based activity to identify and assess every IDP family and its members (on the basis of self-identification and an inclusion policy following the IDP Guiding Principles) in ten host districts in KP. The districts included Peshawar, Mardan, Nowshera, Charsadda, Swabi, Lower Dir, Kohat, Hangu, D.I.Khan and Tank. Over 92,000 families and 491,000 individuals were identified and profiled using a 70-question questionnaire (comprised of questions from all clusters) and their information recorded in the online IVAP live database (www.ivap.org.pk). Khyber displacement Following the commencement of military operations in Khyber district, there was a mass influx of IDPs from Khyber agency into KP starting in January 2012. As a result, there was a growing need to understand the exact locations and needs of these IDPs in order to inform an appropriate humanitarian response. A rapid inter-agency needs assessment was carried out in April 2012, a strong recommendation of which was to carry out more detailed surveying of these IDP families.
