August 2016 1. Introduction This study forms part of the evidence base for the Wyre Local Plan. It details research undertaken by the Wyre council planning policy team into the role and function of the borough’s settlements, describing why this work has been undertaken, the methodology used and the results. Understanding the nature of different settlements and the relative roles they can play is critical to developing and delivering local plan strategy and individual policies. With this in mind, the aim of this Settlement Study is two-fold. First, to establish a baseline position in terms of understanding the level of economic and social infrastructure present in each settlement and how this might influence the appropriate nature and scale of development. It will provide evidence for discussions with stakeholders and developers about the nature of supporting infrastructure needed to ensure that future development is sustainable. Second, to identify, analyse and rank the borough’s settlements according to a range of indicators, and by doing so to inform the definition of the local plan settlement hierarchy (see Section 3 below). -

Simon Roberts has photographed every British pleasure pier there is – and several that there aren’t. Overleaf, Francis Hodgson celebrates this devotion to imperilled treasures 14 15 here are 58 surviving pleasure piers in Britain and Simon Roberts has photographed them all. He has also photographed some of the vanished ones, as you can see from his picture of Shanklin Pier on the Isle of Wight (on page 21), destroyed in the great storm which did so much damage in southern England on October 16, 1987. Roberts is a human geographer by training, and his study of piers is a natural development of his previous major work, We English, which looked at the changing patterns of leisure in a country in which a rising population and decreasing mass employment mean that more of us have more time upon our hands than ever before. We tend to forget that holidays are a relatively new phenomenon, but it was only after the Bank Holiday Act of 1871 that paid leave gradually became the norm, and cheap, easily reachable leisure resorts a necessity. Resorts were commercial propositions, and the pier was often a major investment to draw crowds. A Walk around St. Leonard’s Parish Boundary, Penwortham. Background. Penwortham is one of the ancient parishes of Lancashire. Until the 17th century it comprised of the townships of Longton, Howick, Penwortham, Farington and Hutton. In the early medieval period it also comprised of Brindle. The earliest written record of a church at Penwortham dates from the 1140’s. Map courtesy of Alan Crosby from his book “Penwortham in the past” Middleforth the township (which acquired it’s name from the middle ford on the River Ribble) was gradually growing in the early first part of the 19th century and the Vicar of St. Mary’s Rev. W.E. Rawstorne decided that the time was right to build a chapel school. Middleforth Chapel School opened in 1861 in the village, situated on the corner of Leyland Road and Marshall’s Brow. In 1901 a prefabricated iron church was built next to the school. This was in use until the present church was opened in 1970. As St. Leonard’s Church in Middleforth grew further, it was soon able to manage its own affairs and in 1959 became a conventional district but still in the Parish of St. Mary, Penwortham. Further growth took place with Penwortham becoming part of the Central Lancashire New Town. It was therefore decided that St. Leonard’s could stand alone from St. Mary’s and a new benefice of the Parish of St. Leonard, Penwortham was established on 1 April 1972 by an Order in Council dated 1 March 1972. United Utilities Report on the flooding of 22nd / 23rd November 2017 Date : August 2018 Page | 1 1.0 Background to the flooding Event 22nd – 23rd November 2017 Rainfall There had been considerable rainfall, leading up to the significant rainfall on the Wednesday evening, which ultimately led to the flooding in the north Blackpool and Wyre areas. The weather front first hit the Fylde coast, but also spread northwards with similar rainfall also being experienced in the Lancaster patch, to the north of the Blackpool / Fleetwood area. In order to understand the extent of the rainfall, there is a need to look at a 48 hour period from Tuesday 21st November through to the early hours of Thursday 23rd November 2018. A rainfall event that took until Sunday 26th November, to drain down both the main Fylde Tunnel system, and the local watercourse systems on the northern Fylde Coast Peninsula. Analysis of local raingauge information highlighted that the the greatest amount of rainfall, fell over the northwestern Blackpool / Wyre area, with a slightly lower rainfall event in the southern areas of Blackpool. The Fleetwood raingauge information proved to be the most representative of the impact upon these northern Fylde Coast area. BLACKPOOL COUNCIL REPORT of the HEAD OF LEGAL AND DEMOCRATIC SERVICES to THE GATEWAY AREA PANEL THE GATEWAY AREA FORUM MEETING HELD ON WEDNESDAY 27TH JANUARY 2010 1. Introduction The Chairman of the Area Forum and Ward Councillor for Brunswick, Councillor Simon Blackburn welcomed members of the community to the meeting and apologised for the lack of parking, but explained that it was one of the perils of living and working in the inner wards. Councillor Blackburn explained that the evening would consist of a joint presentation by Mr Trevor Roberts, Managing Director and Mr Guy Thornton, Operations Manager, Blackpool Transport Services Limited regarding the proposed reduction of public transport services. 2. Context The Area Panel at its meeting held on 9th December 2009 had agreed that the theme of the Area Forum would be to consider the proposed reduction of public transport services by Blackpool Transport Services Limited and an invitation to the Forum would be extended to residents outside the Panel Boundaries that had previously attended Area Forum meetings. 3. Theme Mr Trevor Roberts, Managing Director, Blackpool Transport Services advised the Forum that he had only been in post since mid summer 2009, but had come from a similar environment. He explained that he proposed to provide a background to the Company and an explanation as to why services had been economised and how those services had been identified. Mr Roberts added that discussions were ongoing with the Local Authority and as such, some information might not be available. The Forum was advised that Blackpool Council was the owner/ shareholder of Blackpool Transport Services Limited and appointed nominated representatives to the Board who under the Companies Act acted as Company Directors. -

INTRODUCTION 1.1. The Localism Act 2011 places a legal duty on local planning authorities (LPAs) to engage with county councils in England and other public bodies to address strategic cross boundary matters in the preparation of the Local Plan. The public bodies that this ‘duty to cooperate’ relates to are prescribed in regulation 4(1) of the Town and Country Planning (Local Planning) (England) Regulations 2012 and include the Environment Agency; Historic England; Natural England; the Civil Aviation Authority; Homes and Communities Agency; National Health Commissioning Board; Clinical Commissioning Groups; and Highways England. 1.2. The duty to cooperate provides a mechanism to ensure that LPAs address strategic planning matters in their Local Plans by ensuring that the right issues are addressed, in the right way and with the right partners.
