What are the United States and China competing for in the Indo-Pacific? How can we measure influence? How do countries in the Indo-Pacific view the United States, China, and U.S.-China competition? How could the United States work more effectively with allies and partners? In this report, we attempt to answer these questions as part of a broader study of how U.S. allies and partners are responding to U.S.-China competition. The other reports in this series are available at www.rand.org/US-PRC-influence. The research reported here was sponsored by Brig Gen Michael P. Winkler (PACAF/A5/8) and conducted within the Strategy and Doctrine Program of RAND Project AIR FORCE as part of a fiscal year 2019 project titled “Regional Responses to U.S.-China Competition in the Indo- Pacific” that assists the Air Force in evaluating U.S. and Chinese influence and assessing possible Air Force, joint force, and U.S. government options. This report should be of value to the national security community and interested members of the general public, especially those with an interest in U.S.-China competition in the Indo- Pacific. The CPEC has been initiated in 2013 and due to its speedy progress, CPEC is now vastly considered as the “flagship” project among the OBOR projects. The CPEC initiatives include; development of Gwadar Port, road, rail and optical fiber connectivity, energy corridor and Special Economic Zones development for bilateral benefits to attain inclusive growth and regional harmonization. Before the inception of CPEC, the growth of Pakistan was curtailed by two major bottlenecks; acute energy shortages and weak local and regional connectivity infrastructures. In 2013, CPEC came with 59 billion USDs under OBOR and it has been eliminating all major economic bottlenecks. This paper sheds light on the BRI with deep focusing on CPEC. It further represents the Pakistan’s improving economic indicators through CPEC. This paper will also examine some key challenges and their solutions in building CPEC. The war against terror has changed that and brought renewed U.S. attention to Southeast Asia, especially to countries afflicted by Islamic radicalism. To some, this renewed focus, driven by the war against terror, has come at the expense of attention to other key regional issues such as China’s rapidly expanding engagement with the region. Some fear that rising Chinese influence in Southeast Asia has come at the expense of U.S. ties with the region, while others view Beijing’s increasing regional influence as largely a natural consequence of China’s economic dynamism. China’s developing relationship with Southeast Asia is undergoing a significant shift. This will likely have implications for United States’ interests in the region. While the United States has been focused on Iraq and Afghanistan, China has been evolving its external engagement with its neighbors, particularly in Southeast Asia. In the 1990s, China was perceived as a threat to its Southeast Asian neighbors in part due to its conflicting territorial claims over the South China Sea and past support of communist insurgency.

    Shanghai, China Overview Introduction The name Shanghai still conjures images of romance, mystery and adventure, but for decades it was an austere backwater. After the success of Mao Zedong's communist revolution in 1949, the authorities clamped down hard on Shanghai, castigating China's second city for its prewar status as a playground of gangsters and colonial adventurers. And so it was. In its heyday, the 1920s and '30s, cosmopolitan Shanghai was a dynamic melting pot for people, ideas and money from all over the planet. Business boomed, fortunes were made, and everything seemed possible. It was a time of breakneck industrial progress, swaggering confidence and smoky jazz venues. Thanks to economic reforms implemented in the 1980s by Deng Xiaoping, Shanghai's commercial potential has reemerged and is flourishing again. Stand today on the historic Bund and look across the Huangpu River. The soaring 1,614-ft/492-m Shanghai World Financial Center tower looms over the ambitious skyline of the Pudong financial district. Alongside it are other key landmarks: the glittering, 88- story Jinmao Building; the rocket-shaped Oriental Pearl TV Tower; and the Shanghai Stock Exchange. The 128-story Shanghai Tower is the tallest building in China (and, after the Burj Khalifa in Dubai, the second-tallest in the world). Glass-and-steel skyscrapers reach for the clouds, Mercedes sedans cruise the neon-lit streets, luxury- brand boutiques stock all the stylish trappings available in New York, and the restaurant, bar and clubbing scene pulsates with an energy all its own. Perhaps more than any other city in Asia, Shanghai has the confidence and sheer determination to forge a glittering future as one of the world's most important commercial centers.

Our findings indicate that the most commonly adopted emission reduction targets are relative to emissions in the base year and to baseline scenarios. Approximately half of these countries request technological and financial support from the international community in their NDC reports. Greenhouse gas inventory accounting, and data management, modeling, and tools are the most commonly identified technological needs. Moreover, the NDC reports indicate that $2.88 trillion of financial support is explicitly required, while a reliable international financial assistance and technology transfer would enable considerably higher emission reduction targets to be reached in Belt and Road countries.
