(HKGi) to update the Master Plan for the County’s Byllesby Park and prepare an initial Master Plan for the new park land in the Kenyon Area. Background As discussed at past Board meetings, Dakota County is updating their master plan for their Lake Byllesby Regional Park. Staff has discussed updating the master plan for the Goodhue County Byllesby Park as a separate but coordinated effort with Dakota County. By coordinating efforts with Dakota County, the planning efforts should create master plans that work in harmony thus minimizing conflicting and overlapping facilities and providing a complimentary regional park system at Lake Byllesby in a cost efficient manner. Dakota County issued a Request for Proposal (RFP) to update their Lake Byllesby Regional Park Master Plan and interviewed the top three consulting firms on 15 Apr 16. Dakota County selected the firm HKGi to update their master plan and the Dakota County Board is scheduled to approve hiring HKGi at their meeting on 17 May 16. Goodhue County Staff sat in on these interviews. HKGi has created numerous Park and Trail Master Plans for Dakota County and other municipalities. They are currently preparing 3 park master plans for Olmsted County to meet the current criteria for the Greater Minnesota Regional Park & Trails Commission (the criteria our master plans must meet). They are very qualified to prepare these master plans for Goodhue County. In order to create a coordinated Byllesby Park Master Plan with Dakota County and minimize research, meeting and travel costs, Staff requested a proposal from HKGi to prepare master plans for Goodhue County’s Byllesby Park and Kenyon Area Park. HKGi’s proposals were discussed at the County’s Park and Trail Board meeting on 10 May 16 and the concept of hiring HKGi was "To effectively promote the safety, health, and well-being of our residents" supported by the Park Board, but a lack of a quorum prevented any formal action by the Park and Trail Board. HKGi’s proposed fee for both the Byllesby Park and Kenyon Area Master Plans is $72,000 and $75,000 is budgeted. Alternatives Authorize hiring HKGi to create these two master plans. Revise the Request for Proposal and request a revised fee proposal. Take no action and end this master planning process. Recommendations It is the recommendation of staff to approve hiring HKGi to update the Master Plan for the County’s Byllesby Park and prepare an initial Master Plan for the new County Park in the Kenyon Area. The County is seeking the expertise of a consultant team to develop an innovative, yet practical and feasible, master plan that meets Greater Minnesota Regional Parks and Trails Commission requirements for regional park planning, and will guide future development, management, restoration, and enhancement of the park. This planning process is intended to update the 1994 Byllesby Park Master Plan. Byllesby Park provides a number of recreational opportunities today including picnicking, fishing, boating, swimming, volleyball, and hiking. Lake Byllesby Regional Park in Dakota County is across the Cannon River from Byllesby Park in Goodhue County. The two parks would benefit from being more accessible to each other. Better connectivity between the two parks would provide continuous and expanded recreation experiences. In coordination with a concurrent Dakota County master planning process, Goodhue County’s consultant will work to engage the public, stakeholders, and staff

    TO: Interested Parties RE: Elk River Landfill Expansion – Draft Environmental Impact Statement The Minnesota Pollution Control Agency (MPCA) has prepared a Draft Environmental Impact Statement (EIS) on a proposal by Elk River Landfill, Inc. (ERL) to construct a horizontal landfill expansion at its existing site in the city of Elk River, Sherburne County. The Draft EIS is being distributed for public comment pursuant to Minn. R. 4410.2600, and will be on public notice until December 1, 2005. During that period, any person may provide comments on the Draft EIS to the MPCA. The MPCA will conduct a public informational meeting on this Draft EIS. The public meeting will take place at the Uppertown Conference Room, 13065 Orono Parkway, Elk River, Minnesota, on Tuesday, November 15, 2005, from 6:30 p.m. to 8:30 p.m. Any person may appear and present comments during this meeting. Commenters are advised that all comments made in connection with this Draft EIS will become a part of the public record.
