(b) Panel adhesive originating in the United States On 14 August 1973, the Tribunal made a finding of no injury concerning panel adhesive of United States origin. (c) Caulking and sealing compounds from the United States. On 14 August 1973, the Tribunal made a finding of injury with regard to caulking and sealing compounds. COM.AD/28/Add.l Page 5 2. Gases initiated (a) Green olives, packed in glass, originating in Spain, (initiated 19 July 1973.) (b) Slide fasteners, or zippers, consisting of a pair of tapes, each with a series of interlocking elements on one edge, a slider for engaging or disengaging the interlocking elements by movement along the interlocking elements, and stops for limiting the travel of the slider at either end of the interlocking elements, and parts thereof, manufactured by Yoshida Kogyo KK, Tokyo, Japan, (initiated 30 July 1973.) SWEDEN During the reference period 1 July 1972-30 Juno 1973 as amendments have been made in the implementation of the Royal Ordinance No. 274 of 1969 and no anti-dumping duty has been levied. .

CRUZ This appeal has been taken in accordance with Title 46 United States Code 239(g) and Title 46 Code of Federal Regulations 137.30-1. By order dated 28 June 1972, an Administrative Law Judge of the United States Coast Guard at Houston, Texas, suspended Appellant's seaman's documents for six months outright upon finding him guilty of misconduct. The specification found proved alleges that while serving as an Oiler-Maintenance-Utility on board the SS DELTA MEXICO under authority of the documents above described, on or about 15 May 1972, Appellant did wrongfully assault and batter the Third Assistant Engineer. At the hearing, Appellant elected to act as his own counsel and entered a plea of guilty to the charge and specification. The Investigating Officer introduced in evidence excerpts from the Shipping Articles and Official Ship's Log and other documentary evidence.     Federal-State Cooperative Program for Population Estimates/ Local Population Estimates A series of reports presenting population estimates prepared under the auspices of the Federal-State Cooperative Program for Local Population Estimates. The objective of this program is the development and publication of State-prepared estimates of the population of counties using uniform procedures largely standardized for data input and methodology. The methods were mutually agreed upon by the individual States and the Bureau of the Census and were selected on the basis of the results of an extensive test of methods against the 1970 census conducted in late 1971 and early 1972. The estimates for counties are consistent with independent State population totals regularly prepared by the Bureau of the Census and published in the P-25 series of reports. Pages vary. The most significant o£ these are a pr ogram of Basic Educational Opportunit y Grant s and a program ot' direct "no strings" aid to colleges and uni versi t i es. Apart t'rom the higher education pr ovisions of t he bill, the l egislation also places obstacl es in the path of t'oreed busing to achieve raci al balance--although the ant i-busing pro­ visions are far too weak. To combat forced busing, the legislation: * Postpones the et"fectiveness of Federal court busing or ders until all appeals have been exhausted or the time for them has expi red- -but this provision is to expire Jan. 1 t 1974 (the Broomfield Amendment) . * Prohibits the use of Federal funds for busi ng ai med S.t achieving racial balance-- "except on the express written voluntary r equest of appr opriate school of ficials . " * Prohibits Federal officials from requiring or urging s chool s t o use their own f un ds for busing "unless constitutionally required . " In the case of each of these anti-busing provisions, a H~use- Se nate Conference Committee weakened the language adopted originallY by the House . As I told the House in a Floor speech, the House conferees abandoned the House position in conference despite the fact they had twice been instructed to st and f irm. The original Broomfield Amendment contai ned no expiration date.

During April-July 1972, inflow to Blue Mesa was 469,000 acre-feet, or about 59 percent of the long-time average. This amount of water caused the reservoir to reach a seasonal high of 7,485 feet and an active storage of 543,300 acre-feet early mJuly. During water year 1972, fishing was enhanced below Gunnison Tunnel by the flow of not less than 300 c.f.s.
