Policy Polarisation in Italy: The Short and Conflictual Life of the ‘Government of Change’ (2018-2019) ACCEPTED FOR PUBLICATION IN SOUTH EUROPEAN SOCIETY AND POLITICS Nicolò Conti, Unitelma Sapienza University of Rome, [email protected] Andrea Pedrazzani, Department of Social and Political Science, University of Milan, [email protected] (corresponding author) Federico Russo, Department of History, Society and Human Studies of the University of Salento, [email protected] Abstract This paper uses the concept of policy polarisation to understand the short and conflictual life of the Conte I cabinet which remained in office in Italy from June 2018 to September 2019. We show how policy polarisation in parliament and between coalition parties shaped the formation and termination of the so-called ‘government of change’. When investigating the implementation of the government agenda, we also assess the role of the coalition contract as an (ineffective) institutional solution to problems stemming from policy divisions between the Five Star Movement and the Lega. We argue that, despite some policy accomplishments of the government, the Five Star Movement-Lega coalition appears more as a temporary experiment, whose legacy may not represent a new course of action. Keywords: Government coalition, Government agenda, Populism, Coalition agreement, Party manifestos, Parliamentary questions, Five Star Movement, Lega 1 Policy polarisation is a crucial factor influencing the entire life cycle of governments in contemporary democracies. It is not only a key aspect of party competition during the electoral campaign (Downs 1957; Sartori 1976). As the comparative literature has pointed out, polarisation which sets the two sides of the party system at polar opposites can also increase the complexity of the bargaining environment after the elections, thus delaying the formation of governments and affecting the type of cabinets eventually formed. -

Words that hurt Hate speech in Italy on 2018 Edited by Final report June 5 2019 This report has been written in the framework of Words are stones project Background This national report has been produced in the framework of Words are stones project, coordinated by Lunaria (I) in partnership with Adice (F), Antigone (GR), Grenzelos (A), Kisa (CY) and Sos Racisme (S). Nationalist, populist and xenophobic movements which instrumentally mix euroscepticism, intolerance, hate and racism in order to increase their consent in public opinion represent a danger for the construction of a democratic, united, cohesive and peaceful European society. The public debate is crossed by stereotypes and prejudices targeting immigrants and refugees that often degenerate in racist offenses and attacks. In this context, Words are stones aims to: • analyze political discourses that exacerbate xenophobia, intolerance and discriminations against migrants, refugees and minorities crossing the public debate; • enhance civil society organizations, European citizens and institutions capacity to prevent and respond to hate speech; • involve European youth in campaigns countering hate speech • sensitize European politicians promote intercultural dialogue, human rights protection and a pacific coexistence among nationals and people coming from other countries. Six national reports will be produced in all partners’ countries. The main results will be compared and summarized in an international report. This report has been produced with the financial support of the Europe for Citizens Program of the European Union. After almost a year of a Government led by Lega (former Northern League) and Movimento Cinque Stelle (M5S - Five Star Movement), the two parties increasingly appear as fierce competitors. An outcome strongly favourable to Matteo Salvini may rebalance the power sharing, while the rise of an alternative from the opposition still looks unlikely. The EU elections come as first nation-wide test of strength within Italy’s governing majority after almost a year after the birth of the cabinet led by President Giuseppe Conte. After a solid run in regional elections, Matteo Salvini’s Lega reached a favourable position in the polls, possibly aiming at reverting the balance of powers in case of a landslide win on May 26th. The outcome of European elections will then be crucial to terminate or exacerbate the conflict-ridden atmosphere which is surrounding the Government over the last months, involving direct and intense confrontation between the two deputy-prime ministers: Matteo Salvini and Luigi Di Maio. -

La situazione analitica nel nostro paese è tuttavia anche più netta: di infermieri dal 2010 al 2016 (secondo i dati del Conto annuale della Ragioneria generale dello Stato) se ne sono persi circa 13mila e di medici circa 6mila. Italian Banks' Recovery Path May Be Derailed by Proposed Government Policies
NUS Risk Management Institute rmicri.org Italian banks’ recovery path may be derailed by proposed government policies by Liu Hanlei At the height of the Italian banking crisis in 2016, non-performing loans by Italian banks went up to almost 20% of total lending and EUR 138bn of debt were forced to be written down. Fast forward to 2018 Q1, a return to profit by Banca Monte dei Paschi di Siena in its latest earnings report, an Italian bank bailed out by the government last year, may signify early signs of recovery for Italian banks. In line with the better financial earnings by Monte Paschi, the median financial ratios for 11 Italian banks have seen improvement over the past 4 quarters. Non-performing loans (NPLs) ratio have been falling alongside with improving return on equity (ROE) and cost/income ratio which are some of the commonly used financial metrics to determine the performance of a bank (see Table 1). The RMI-CRI 1-year aggregate Probability of Default (PD), a median of PD for 11 Italian banks, fell with the recovery in financials of the banks since the start of 2018 until May 2018 (see Figure 1).
