The Division of Works & Transport (Provincial Works) is in charge of the infrastructure facilities, such as roads, bridges, water supply, power supply and building. The ongoing project under the Provincial Works is only construction of Finschafen Road between Bukawa and Finschafen of which length is 75 kilometres. The 32 kilometres out of 75 kilometres has been completed up to the base course in November 2015 and is open to traffic. The rest of 43 kilometres will be constructed in next 5 years. The final configuration will be 7.0 metres wide with 5.5 metres wide of gravel pavement. The Department of Engineering & Technical Services is in charge of the transport sector and has approximately 35 staff members. Although there are several functions given to the department, it is currently dealing with only simple repair works, clearing drainages and building application procedures, due to the lack of budget and lack of technical capabilities. The NTS is based on national level planning and policy in PNG Vision 2050. The NTS declares the following vision and goals: Vision “A well-integrated, competitive, safe, affordable, financially and environmentally sustainable transport system that efficiently serves the economy and society of Papua New Guinea.” Goals Restore the national transport network; Fully fund maintenance as far as possible from user charges; Deliver a safe and secure transport system for users and the public; Mitigate or avoid adverse social, health and environmental effects of transport; Develop new infrastructure to serve national and provincial priorities where economically viable and within financial and capacity constraints; Provide better government institutional structures to deliver transport infrastructure and services; Strengthen the human resource capacity of the government transport agencies; Develop capacity and capability of PNG national enterprises in the transport sector; Bring 95% of the population within easy reach of all-weather transport access; Provide transport access to 95% or more of developable agricultural land; Provide well planned, regulated and operated traffic networks and urban public transport systems in the major cities. 2) Policies and strategies issued by Morobe Provincial Administration MPA issued the “Morobe Provincial Integrated Development Plan 2014–2018 (hereinafter referred to as MPIDP)” on 26 May 2014. The MPIDP declares six Provincial Policy Goal Areas in relation to seven pillars of PNG Vision 2050 as shown in Table 6.1.2. The national roads are currently classified into national routes (NR), the main inter-provincial connecting routes, national main roads (NM), national district roads (ND) and national institutional roads (NI). Final Report 6-4 The Project for the Study on Lae-Nadzab Urban Development Plan in Papua New Guinea In the Project Area, there are three national roads, which are Highlands Highway (NR), Wau-Bulolo Highway (NM) and Bukawa Road (ND). Among them, the Highlands Highway is 700 kilometres long, and it is the most important highway in the country serving as a “backbone infrastructure” connecting the PNG’s biggest port at Lae with the inland highland provinces which account for about 40 percent of the country population and have vast natural resources. This highway is under construction to expand the section between the intersection with Boundary Road in Lae and Nadzab Airport into four lanes. Bukawa Road is also under construction based on heavy machineries donated by Japanese Government and technical skills built by a JICA program. The heavy machineries donated to DOW Morobe Provincial Office consists of one bulldozer, one excavator, two motor graders, one-wheel loader, one vibration roller, one

The genus Heterotermes is reported from New Guinea for the first time, with two species restricted to the southern part of the island.

    Translating Identities: ‘Being a missionary’ in Papua New Guinea Submitted by: E. Mei-Li Roberts For the degree of: PhD (Social Anthropology) Date of submission: March 13, 2006 Abstract Many studies of missionaries have taken an historical perspective, looking particularly at missionaries’ role in colonialism. However, missionaries are still very much part of contemporary Papua New Guinea (PNG), with a significant number of expatriate missionary groups working in PNG. This thesis is a study of a present day mission in PNG, SIL International, formerly known as the Summer Institute of Linguistics (SIL). It examines the way in which the mission community is constructed and the boundaries and divisions within the community itself. It attempts to challenge some of the stereotypes of missionaries and show that there are different views of what it is to ‘be a missionary’ even within the missionary community itself. I focus particularly on what it means to ‘be a missionary’ and the ambiguities and ambivalences between the ideals and realities of mission work. The focus of the study was on SIL members themselves and their identities as missionaries rather than the effect of their missionising on others. This is examined through a number of different themes. Debates about the fence surrounding the mission station highlighted the way in which it created both a physical and a symbolic boundary between those living inside the fence and the people living outside of it. Related to this were debates regarding the mission station, Ukarumpa and how SIL members should ‘communicate the gospel’. SIL’s main goal is Bible translation and the thesis explores the challenges and problems of translation, both the practical aspects of Bible translation and translating between cultures.

Communication, Logistics and Inter-Agency Partnerships in the Eastern Highlands Provincial Electorate Michael Unage With the introduction of limited preferential voting (LPV), and the late legislative change to voting procedures in November 2006, many predicted that the 2007 general election would be a failure. Nonetheless, there was general satisfaction with the election outcome, with election-related violence in the Highlands down significantly from 2002 levels. Among factors contributing to electoral success, communications, logistics and inter-agency partnership were critical. This paper examines issues of communications, logistics and inter- agency partnership in the Eastern Highlands provincial electorate. Background Eastern Highlands is one of the 19 provincial electorates in the country. It shares borders with Morobe, Madang, Simbu and Gulf provinces. Eastern Highlands has eight open electorates—Daulo, Goroka, Unggai-Bena, Lufa, Henganofi, Okapa, Kainantu and Obura-Wonenara (Figure 16.1). At the 2000 census, Eastern Highlands had a population of 432,972. In 2007 the total number of votes polled in the provincial electorate was 354,495. There are 24 local-level governments (LLGs) in the province: two urban LLGs (Goroka Urban and Kainantu Urban) and 22 rural LLGs. Population is concentrated in the flat lands around Kainantu and Goroka, reflecting the gravitation of people towards the urban areas. Goroka town was established in 1939 and became the major administrative and commercial centre of the province. The province has rich temperate valleys and ridges, which attracted the attention of early gold prospectors such as Mick Dwyer and Mick Leahy and now support a thriving arabica coffee industry. Coffee, ‘the money that grows on trees’, is the lifeblood of Eastern Highlands Province.

However, there are major variations among countries. Papua New Guinea is one of the countries with the lowest number of female representatives in parliament. Two questions are asked in regard to the representation of women. First, why is it difficult for women to be elected in Papua New Guinea? And second, how do we explain where women were able to challenge others to be elected? Formal institution such as the electoral system is just one way to discuss gender equality. There are other areas of gender inequality that interact with the formal system relating to social, cultural, and economic factors. An analysis of these factors shows that even improving formal institutions to increase the number of women in political participation, gender inequality is still a challenge within and outside the legislative office.

It was in the early 1920s that the first gold was found in the Bulolo Valley, with the first miner’s right issued in December 1923. As the goldfields developed, the coastal town of Salamaua became their key supply port. Salamaua lies some 50 kilometres to the northeast of Wau and almost 40 kilometres directly south of Lae across the Huon Gulf. The old town is on the isthmus of a peninsula that juts out into the Solomon Sea like an accusing finger, pointed to the northeast. On 21 October 1925 the first cargo boat, the MV Marsina, called at its port. As the news spread, more people came to Salamaua to head up into the mountains for the promise of riches at Wau. Both towns grew, though that growth would always be limited by the strenuous eight-day trek from the coast up to Wau. An air route was sorely needed. In 1927 a former Australian officer from the First World War, Cecil Levien, brought 250 native labourers to Lae and constructed a landing ground there. Ray Parer, who had been narrowly beaten by Sir Ross and Keith Smith as the first to fly from England to Australia, flew the first aeroplane, a De Havilland DH-4, from Rabaul to Lae.

    Policy & practice Transforming the health information system using mobile and geographic information technologies, Papua New Guinea Alexander Rosewell,a Phil Shearman,b Sundar Ramamurthyb & Rob Akersc Abstract In the context of declining economic growth, now exacerbated by the coronavirus disease 2019 pandemic, Papua New Guinea is increasing the efficiency of its health systems to overcome difficulties in reaching global health and development targets. Before 2015, the national health information system was fragmented, underfunded, of limited utility and accessed infrequently by health authorities. We built an electronic system that integrated mobile technologies and geographic information system data sets of every house, village and health facility in the country. We piloted the system in 184 health facilities across five provinces between 2015 and 2016. By the end of 2020, the system’s mobile tablets were rolled out to 473 facilities in 13 provinces, while the online platform was available in health authorities of all 22 provinces, including church health services. Fractured data siloes of legacy health programmes have been integrated and a platform for civil registration systems established. We discuss how mobile technologies and geographic information systems have transformed health information systems in Papua New Guinea over the past 6 years by increasing the timeliness, completeness, quality, accessibility, flexibility, acceptability and utility of national health data. To achieve this transformation, we highlight the importance of considering the benefits of mobile tools and using rich geographic information systems data sets for health workers in primary care in addition to the needs of public health authorities.
