adoption of Regulation 91/2003 of the European Parliament and of the Council in December 2002 marked an important step forward in the evolution of transport statistics in the European Union. This Regulation provides a legal base for the collection of a wide range of data on rail freight and passengers transport as well as on accidents and traffic flows on the network. In October 2016, Regulation 2016/2032 of the European Parliament and of the Council, amending Regulation 91/2003, was adopted. This new Regulation provided simplification in the rail data collection. These Guidelines aim to provide detailed guidance for Member States in the implementation of Regulation 2016/2032. This guidance is divided into four parts: Part I : Overview, methodology, definitions and classifications The aim of Part I of the Guidelines is to provide general guidelines for the implementation of the Regulation. General information, definitions and structure of tables of each annex to be provided are described. Although the Regulation itself provides some definitions and some comments on methodology, experience in implementing statistical legislation has shown that it is useful to provide additional information to assist countries and to promote harmonisation in the collection of statistical data. This part of the Guidelines therefore provides a systematic reference for all variables in the Regulation, with definitions, additional explanations (nomenclature and codification to be used) and recommendations. The status of this information varies. Some parts are taken directly from the Regulation, while others have been proposed by Eurostat and have been validated by the Working Group members. Methodological questions formulated by data providers are also presented here. This part of the Guidelines is continuously updated to reflect experience gained in the implementation of the Regulation. Wherever possible, reference is also made to the Glossary for Transport Statistics (4th edition). Some of the recommendations in these Guidelines are not legally binding, but form part of the voluntary co-operation between Eurostat and Member States, based on a common interest in improving the quality of Community statistics. However, subject in each case to the agreement of the Statistical Programme Committee, certain aspects of these recommendations were already incorporated into the first legally binding Commission. The Regulation 1192/2003, amending Regulation 91/2003, was adopted in July 2003 for the definition of variables. Part II : Description of the data treatment process Part II of the Guidelines provides guidance on the technical aspects of data transmission to Eurostat. It covers elements such as the presentation of eDAMIS, the naming convention for the data files and the data transmission. It also covers the production system used by Eurostat to process the data and the validation checks of the data carried out by Eurostat. These Guidelines also include precisions on the validation rules applied for the different datasets in the frame of the data quality checks and updated links to reference and methodological documents. In order to enhance the quality of the data and to ensure the coherence of the figures on rail transport, various validation rules have been implemented by Eurostat. All the validation rules applied to each table are detailed in these Guidelines. Part IV : National methodolgies Part IV of the manual provides information about the methodologies applied at national level to comply with the requirements of the Regulation. This part
