Kerala lies along the coastline, to the extreme south west of the Indian peninsula, flanked by the Arabian Sea on the west and the mountains of the Western Ghats on the east. Kerala, ‘The God’s Own Country’, one of the 50 “must see” destinations identified by the National Geographic Traveler, is the southernmost state in India. Endowed with unique geographical features having an equitable climate, temperature varying between 170C to 340C round the year, serene beaches, tranquil stretches of emerald backwaters, lush hill stations and exotic wildlife, waterfalls, sprawling plantations and paddy fields, it has enchanting art forms and historic and cultural monuments, and festivals. This legend land of ‘Parasurama’ stretches north- south along a coastline of 580 kms with a varying width of 35 to 120 kms. Cascading delicately down the hills to the coasts covered by verdant coconut groves, the topography and physical characteristics change distinctly from east to west. -

Chapter III – Performance Reviews 3.2 Plan Formulation by Local Self Government Institutions in Thrissur District Highlights Decentralised planning by LSGIs introduced in the State from 1997-98 with devolution of 35 to 40 per cent of state plan funds envisaged identification of local development problems, prioritisation and formulation of plans and their implementation with people’s participation. A review of the process of plan formulation by LSGIs in Thrissur District revealed that there were deficiencies in plan formulation. As the District Planning Committee did not approve the annual plans before the commencement of the financial year, 26 LSGIs could not incorporate approved plans in their budget estimates. (Para 3.2.5) Non- constitution/defective constitution and improper functioning of Working Groups and Grama/Ward Sabhas resulted in formulation of development plans without proper assessment of development requirements. (Paras 3.2.7- 3.2.14) Unauthorised constitution of interim District Planning Committee (DPC) by Government resulted in irregular approval of plan projects with an outlay of Rs 5.47 crore. (Para 3.2.21) Annual plans of 77 LSGIs with total outlay of Rs 61.50 crore were approved by District Planning Committee without proper appraisal by the Technical Advisory Committees. (Para 3.2.22) Sixty one Projects with a total outlay of Rs 96.11 lakh formulated by Grama/Block/District Panchayats were not related to duties/functions earmarked to them under the Act. (Para 3.2.26) Centrally Sponsored Schemes with an outlay of Rs.17.40 crore were not integrated in the annual plans of LSGIs during 2000-05. -

Ramya Assistant Professor of Economics Sri C. Achutha Menon Govt. College Thrissur 14 Abstract The empowerment of women gains a significant place in the developmental planning of every nation. There lays the significance of local governments who are the real promoters of women empowerment from the grass root level. How far the local governments are succeeded in helping women to empower socially, politically and economically is examined through an impact evaluation of schemes carried out in the Mattathur Panchayat in Thrissur district. Key Words: Women empowerment, local governments, pachayat, women component plan Introduction Empowerment, especially empowerment of women is very essential for the development of the family, society as well as nation. It is thus a process of enhancing the capacity of individuals or groups to make choices and to transform those choices into desired actions and outcomes. Empowerment in the real sense of the term increases the innate ability by way of acquiring knowledge, skill, power and experience. It helps individuals to think and act in an autonomous way. It involves developing confidence in their own capacities creating an enabling environment to use it productively to enhance the quality of their life. The main goal of women empowerment is to create a society with gender equality having equitable access to resources. Gender equality implies a society in which women and men enjoy the same opportunities, outcomes, rights and obligations in all spheres of life. -

Role of Postal Savings in Financial Inclusion
Praveena Vijayan, Assistant Professor, Dept. of Commerce, Sree Narayana College, Nattika,Thrissur – 680566 E-mail: [email protected] Objectives of the study The broad objective of the study is to examine the role of postal savings in financial inclusion. The specific objectives of the study are; To measure the financial inclusion in terms of savings accounts in Elavally Gramapanchayath. To measure the level of financial inclusion in terms of postal savings. To identify the deposit scheme which is mostly preferred by the customers of post office To measure the level of financial literacy in the panchayath. Methodology This study chooses descriptive nature. The study is mainly based on primary data collected from 100 households in Elavally Grama panchayath through questionnaires. The households have been selected by employing convenient sampling. Economic reviews of the government of India, Kerala economic reviews published by Kerala Government, census data, reports of RBI, previous studies and report of Elavally Grama panchayath are the secondary sources of data. The important variables used in the study are types of deposits and insurance services. Simple mathematical tools and statistical tools like percentages and averages are used for data analysis. Profile of Elavally Panchayath Elavally Grama panchayath is a special grade Grama panchayath located on the west of Thrissur District in Kerala, consisting of 16 wards and 4517 households. The financial sector largely depends upon Gulf Malayalees. Most of the rural folk are engaged in agriculture and business. Elavally Grama panchayath has a population of 21872 of which 10,262 are males and 11610 are females. It is one among the panchayaths, having high literacy rate. -
