As you have requested, enclosed are the FOIA logs listing all requests received by the Commission pursuant to the Freedom of Information Act during the period from October 1, 2004 to present. We are required by both the Freedom of Information Act and the Commission's own rules to charge requesters certain fees associated with the costs of searching for, reviewing, and duplicating the sought after information. See 5 U.S.C. § SS2(a)(4)(A), 47 C.F.R. § 0.470. In your FOIA letter you agreed to pay up to $40 for fees incurred. To calculate the appropriate fee, requesters are classified as one of: (I) commercial use requesters; (2) educational requesters, non-commercial scientific organizations, or representatives of the news media; or (3) all other requesters. 47 C.F.R. § 0.470. Under 47. C.F.R. § 0.470(a)(3), you have been classified for fee purposes as category (3), that is, "all other requesters." As such, you will be charged search costs, except for the first two hours, and copying costs, except for the first 100 pages. Processing your request required less than two hours. The information that you requested totals 269 pages ofmaterials. Section 0.46S(c)(2) ofthe Commission's rules has established that, in the event that it is necessary for the Commission to make and furnish copies ofits records for the use ofothers, the fee to be charged shall be 17 cents per page. See 47 C.F.R. § 0.46S(c)(2). Accordingly, the total charge for your request is $28.73 (169 pages x .17 = $28.73).     Southwest Florida District 9 DRAFT Comprehensive Emergency Management Plan for Hazardous Materials 2020 RESOLUTION: 2020-01 RESOLUTION OF THE SOUTHWEST FLORIDA LOCAL EMERGENCY PLANNING COMMITTEE, APPROVING THE REGIONAL HAZARDOUS MATERIALS EMERGENCY PLAN WHEREAS, with the enactment of the Emergency Planning and Community Right-To Know Act of 1986, Congress imposed upon Local Emergency Planning Committees and local governments additional planning and preparedness requirements for response to emergencies involving the release of hazardous materials; and WHEREAS, a Local Emergency Planning District is required to develop an Emergency Response Plan for Hazardous Materials to become a component part of the State Emergency Planning District Plan; and WHEREAS, The Southwest Florida Local Emergency Planning Committee's Hazardous Materials Emergency Plan will be reviewed by the Florida State Emergency Response Commission for Hazardous Materials as meeting the criteria for such plans established by the Administrator, United States Environmental Protection Agency and the National Response Team; and WHEREAS, this plan is intended to provide the framework for the development of detailed operating procedures by first response public safety agencies charged with the responsibility of protecting the public's health and safety from the discharge or release of extremely toxic chemicals. The purpose of this study is to identify, depict, and provide insight regarding shock rhetoric. This study will compare protest methods, visual imagery, and language choices used by Bash Back! and the Westboro Baptist Church.
