SMITH 1 TIBET UNDER CHINESE COMMUNIST RULE A Compilation of Refugee Statements 1958-1975 Tibet Under Chinese Communist Rule is a collection of twenty-seven Tibetan refugee statements published by the Information and Publicity Office of His Holiness the Dalai Lama in 1976. At that time Tibet was closed to the outside world and Chinese propaganda was mostly unchallenged in portraying Tibet as having abolished the former system of feudal serfdom and having achieved democratic reforms and socialist transformation as well as self-rule within the Tibet Autonomous Region. Tibetans were portrayed as happy with the results of their liberation by the Chinese Communist Party and satisfied with their lives under Chinese rule. The contrary accounts of the few Tibetan refugees who managed to escape at that time were generally dismissed as most likely exaggerated due to an assumed bias and their extreme contrast with the version of reality presented by the Chinese and their Tibetan spokespersons. The publication of these very credible Tibetan refugee statements challenged the Chinese version of reality within Tibet and began the shift in international opinion away from the claims of Chinese propaganda and toward the facts as revealed by Tibetan eyewitnesses. As such, the publication of this collection of refugee accounts was an important event in the history of Tibetan exile politics and the international perception of the Tibet issue. The following is a short synopsis of the accounts. -

INTRODUCTION sadagopan.org I want to share with you the tribute that Swami Desikan paid to Sri Ranganatha through one of his Kavyams known as Hamsa sandesam. The other Kavyams of Swami Desikan are: Subhashitaneevi, Yadavaabhudhyam and Padhuka Sahasram. Hamsa Sandesam is what is known as a Sandesa Kavyam. This Kavyam follows the style of AandaaL and Nammazhwar, when they requested clouds, birds and bees to take a message to their Lord and asked them to help in uniting them with their beloved Lord. In more recent times, Poet Kalidasa Composed Megha Sandesam, where he asks NamperumAL - SrIRangam (Thanks: Sri. Murali BhaTTar) 1 the hurrying clouds to take a message to his beloved one in the Northern region. Swami Desikan sets Hamsa Sandesam as a Kavyam, where Sri Ramachandra languishing from the sorrow of separation from His beloved Sita sights a Raja Hamsam and implores it to take a southward journey to Lankapuri and asks the hamsam to convey to Sita his sense of anguish and inconsolable desolation. There are 110 slokas in this Kavyam set by Swami Desikan in the Mandaakrantha Meter. Sri Rama points out the landmarks that the hamsam will fly over in its southward journey. In this Kavyam, we get a glimpse of the Sarva Tantra Swatantrar’s extraordinary knowledge about the geography of Bharata Desam. -

Japanese Visitors to Tibet in the Early 20th Century and their Impact on Tibetan Military Affairs—with a Focus on Yasujirō Yajima* Yasuko Komoto (Hokkaido University) ittle information has been so far been made available in west- L ern language literature on Tibet concerning the Japanese mil- itary instructor Yasujirō Yajima (1882–1963, see Photograph 1) who stayed in Tibet between 1912 and 1918. He is known for having been among the instructors entrusted by the government of Tibet with the training of the Tibetan army in the context of modernisation re- forms undertaken by the Thirteenth Dalai Lama after 1913. Two eye- witness accounts of him by Tibetans have come down to us, the first by the historian Shakabpa (1907–1989): Under the auspices of Japan’s ambassador in Beijing, Gonsuke Hayashe, a retired Japanese military officer named Yasujiro Yajima ar- rived in Lhasa by way of Kham in 1913. He trained a regiment of the Tibetan army according to Japanese military customs. During his six- year stay in Lhasa, he tied his hair (in the Tibetan manner) and attended all of the ceremonies, just like the Tibetan government officials. This study addresses this gap using Social Movement Theory, which sees social change as a complex process involving various Tibetan social groups and external reformers, the Communist Party of China (CPC). This approach was applied by comparing recruitment and mobilization efforts of several key internal and external reform movements in 20th century Tibetan history. Findings include that internal reform failures can be explained by their narrow social and geographic basis and limited mass appeal. Moreover, initial CPC reforms succeeded through recruitment and mobilization across Tibetan regions and social groupings. Subsequent reforms failed due to decreased attention to recruitment and mass mobilization of Tibetans. A major implication of the study is that understanding social reform in today‟s Tibet requires a SM Theory approach, which currently is lacking among scholars of the Tibetan question and political representatives of both sides. iii Acknowledgements While finishing this work, I thought it is not enough simply to say thanks because the support of many people are behind this research such as family, professors, helpers, and all the people whose work is related to this work. -

The Tibetan outreach to our Chinese brothers and sisters is an important effort on the part of His Holiness the Dalai Lama and the Central Ti- betan Administration (CTA) to persuade the Chinese public that the Tibetan people’s non-violent struggle is neither anti-China nor anti-Chinese people. This protracted struggle is waged against the wrong policies the Chinese Communist Party implements in Tibet. As a part of this effort to explain the nature of the Tibetan people’s struggle to the broader Chinese masses, CTA instituted many years ago a China Desk at the Department of Information and Interna- tional Relations (DIIR). The China Desk maintains a web site in the Chinese language, www.xizang-zhiye.org, to educate the Chinese public on the deteriorating conditions in Tibet, the just aspirations of the Tibetan people and a reasonable solution to the vexed issue of Tibet. The solution to this protracted issue is the Middle Way Approach which does not seek independence for Tibet but for all the Tibetan people to enjoy genuine autonomy as enshrined in the constitution of the People’s Republic of China. -
