1 A MESSAGE FROM THE AGC PAC CO-CHAIRS GC PAC is the nonpartisan political action committee (PAC) Asponsored by AGC of America. It is registered with the U.S. Federal Election Commission and allows eligible employees of AGC member companies to pool personal, voluntary financial contributions. The contributions are used to support candidates running for elected office who, regardless of party affiliation, understand the construction industry and the specific needs, interests, and concerns of AGC member companies and their Dirk Elsperman employees. During the 2019-2020 election cycle, AGC PAC raised just shy of $1 million and contributed $978,000 to 216 federal candidates and committees. Of the 216 AGC PAC-backed candidates running on Election Day, 94 percent of them were successfully elected to the 117th Congress! AGC PAC’s ongoing tenacity and resolve in the political arena have made it one of the most recognized and well-respected PACs on Capitol Hill, ranking among the top 100 trade association PACs in the nation — earning it the “Heavy Hitter” status from the Center for Responsive Politics. With limited resources, AGC PAC must prioritize its disbursements to those entities most supportive of AGC’s legislative priorities. The AGC PAC Board of Trustees, a group which includes 19 individuals from AGC member companies, a chapter executive representative, and the PAC Treasurer, reviews such requests and approves the contributions for disbursement. Trustees use the following evaluation criteria: • Local chapter and member input • Understanding or connection to the construction industry • AGC current and lifetime congressional voting record • Candidate questionnaire and interview (if a first-time candidate) • Legislative strategy • Variable election factors such as demographic profile of the district, fundraising ability, polling data and previous election results • Chapter and individual member support for AGC PAC AGC PAC may contribute up to $5,000 per election (primary, general, or run-off) to a federal candidate’s campaign. It may also contribute up to $5,000 per year to a federal PAC, or up to $15,000 to a national party committee. Contribution amounts vary depending upon the aforementioned criteria. 3 AGC PAC Financial Summary 2019 2020 Total Balance from 2019-2020 Cycle — — $117,876 Receipts Individual Contributions $473,593 $491,418 $965,010 Political Action Committees — $5,000 $5,000 Refunded Disbursements $7,500 — $7,500 Interest Income $528 $380 $908 Total $481,620 $496,798 $978,418 Disbursements Candidates, Committees, & PACs $435,500 $543,500 $979,000 Prior Year Checks Voided — $100 $100 Income Taxes $114 $90 $204 Other Disbursements — $192 $192 Total $435,614 $543,882 $979,496 Cash-on-Hand $163,882 $(47,085) $116,797 4 Key Statistics Fundraising Donors 2019 2020 Cycle Presidential Trust Members 21 21 26 ($5,000 Annually) Senatorial Council Members 22 32 40 (minimum of $2,500 Annually) FINANCES Congressional Caucus Members 131 133 180 (minimum of $1,500 Annually) Grassroots Members 123 107 179 (minimum of $500 Annually) Under $500 221 224 336 Disbursements Supported Candidates 234 216 Winning Candidates Candidates Candidates US Senate Supported Running During on Election Cycle Election Day 22 27 US House of Representatives 180 189 94% Running on Election Day Percentage of Candidates Who Won on Election Day 202 216 Amount Disbursed to: Joint Fundraising Committees $5,000 Federal PACs $81,000 National Committees $140,000 US Senate Candidates $180,000 US House Candidates $572,000 5 Fundraising by State Total Total State Donors Receipts Disbursements Difference Alabama 29 $52,700 $23,500 $29,200 Alaska 12 $5,750 $12,500 $(6,750) Arizona 24 $45,776 $15,000 $30,776 Arkansas 4 $9,850 $12,000 $(2,150) California 56 $71,606 $26,500 $45,106 Colorado 9 $15,450 $12,000 $3,450 Connecticut 2 $850 $2,000 $(1,150) Delaware 0 — $7,500 $(7,500) District of Columbia 2 $4,500 — $4,500 Florida 16 $20,850 $44,500 $(23,650) Georgia 66 $78,974 $62,500 $16,474 Hawaii 2 $2,050 — $2,050 Idaho 2 $1,600 $6,500 $(4,900) Illinois 21 $22,250 $29,500 $(7,250) Indiana 1 $1,500 $8,000 $(6,500) Iowa 5 $6,850 $26,500 $(19,650) Kansas 1 $500 $27,000 $(26,500) Kentucky 19 $5,000 $32,000 $(27,000) Louisiana 9 $4,937 $21,500 $(16,563) Maine 1 $1,500 $5,000 $(3,500) Maryland 1 $365 $6,000 $(5,635) Massachusetts 1 $1,500 $7,500 $(6,000) Michigan 10 $20,000 $26,000 $(6,000) Minnesota 7 $7,800 $7,500 $300 Mississippi 3 $4,850 $8,000 $(3,150) Missouri 21 $32,706 $29,500 $3,206 Montana 5 $8,400 $12,500 $(4,100) Nebraska 8 $8,000 $15,500 $(7,500) 6 Fundraising by State Total Total State Donors Receipts Disbursements Difference Nevada 59 $21,972 $5,000 $16,972 New Hampshire 0 — $2,500 $(2,500) New Jersey 1 $500 $7,500 $(7,000) New Mexico 6 $8,350 — $8,350 New York 9 $21,800 $22,000 $(200) North Carolina 19 $23,550 $27,000 $3,550 North Dakota 6 $24,202 $2,000 $22,202 FUNDRAISING Ohio 9 $23,300 $15,500 $7,800 Oklahoma 13 $14,300 $16,000 $(1,700) Oregon 19 $26,461 $23,000 $3,461 Pennsylvania 11 $17,200 $18,000 $(800) Puerto Rico 5 $7,100 — $7,100 Rhode Island 0 — — — South Carolina 6 $7,000 $10,500 $(3,500) South Dakota 21 $26,200 $12,000 $14,200 Tennessee 40 $60,723 $15,000 $45,723 Texas 70 $113,399 $85,500 $27,899 Utah 5 $10,500 $3,500 $7,000 Vermont 0 — — — Virginia 10 $17,550 $8,000 $9,550 Washington 33 $39,400 $19,500 $19,900 West Virginia 14 $5,800 $10,500 $(4,700) Wisconsin 6 $10,100 $9,000 $1,100 Wyoming 7 $7,105 $12,000 $(4,895) AGC of America Staff 11 $34,988 — $34,988 7 Non-Candidate Disbursements Federal PACs 2019 2020 Blue Dog Political Action Committee — $5,000 Bluegrass Committee (Sen.
