    BOARD OF REGENTS AGENDA ITEM 6b STATE OF IOWA DECEMBER 5, 2012 Contact: Diana Gonzalez PROFESSIONAL DEVELOPMENT ASSIGNMENT REPORTS FOR FY 2012 Actions Requested: Receive the professional development assignment reports submitted by the Regent universities for FY 2012. Executive Summary: Each year, the Board of Regents is asked to approve faculty professional development assignments as specified in the Board Policy Manual §4.09. In December 2010 (Agenda Item #5), the Board approved 95 professional development assignments for FY 2012. Board Policy §4.09E directs the institutions to submit a yearly report of the completed professional development assignments. HF 45 specifies that “the board shall annually prepare a report comparing each assignment proposal to the results received.” A brief description of each professional development assignment completed in 2011-2012 is available in Attachments A-C (pages 3-33); this report provides information about the value added to the students, university, and state from the assignments, including more than $9.3 million of funds obtained during or after the faculty member’s professional development assignment; there are a number of grant proposals that have the potential for funding but they are still pending. This report addresses the Board of Regents Strategic Plan priority for “educational excellence and impact” as well as “economic development and vitality.” Background: Review process. A rigorous review process was conducted for each proposed professional development assignment. Faculty recipients were selected on the basis of peer review and recommendation at the department and college levels at each university and final approval by the provost. One of the criteria considered is the impact of the proposed professional development assignment to the university, students, and the state.

Former Philhealth director Anthony Leachon and UP College of Medicine faculty member Antonio Dans said a failure of the bill to pass muster would deprive the government’s Universal Health Care program of funding. “Definitely, the lobbying can affect how our senators will behave... how they will vote,” said Leachon, also chairman of the Council of Past Presidents of the Philippine College of Physicians. But Leachon and Dans said they remained confident that senators who supported the sin tax law in 2012 would support the new round of increases on cigarette taxes. These were Senate Minority Leader Franklin Drilon, Senators Panfilo Lacson, Francis Pangilinan, Antonio Trillanes IV and re-elected Senator Aquilino Pimentel III. They are also hopeful that the incumbent senators who voted against the increase in the excise taxes on cigarettes in 2012—Senate President Vicente Sotto III, Senate Pro Tempore Ralph Rectp and outgoing Senators Francis Escudero and Gregorio Honasan—would have a change of heart. While Pimentel, who ran in the last midterm elections, supported the increase in tobacco taxes in 2012, he did not sign Senator Juan Edgardo Angara’s committee report, saying the bill should be properly scrutinized as it might result in the death of the tobacco industry.

Ochave Ateneo de Davao University [email protected] Abstract This paper is an attempt to localize Herman and Chomsky’s analysis of the commercial media and use this concept to fit in the Philippine media climate. Through the propaganda model, they introduced the five interrelated media filters which made possible the “manufacture of consent.” By consent, Herman and Chomsky meant that the mass communication media can be a powerful tool to manufacture ideology and to influence a wider public to believe in a capitalistic propaganda. Thus, they call their theory the “propaganda model” referring to the capitalist media structure and its underlying political function. Herman and Chomsky’s analysis has been centered upon the US media, however, they also believed that the model is also true in other parts of the world as the media conglomeration is also found all around the globe. In the Philippines, media conglomeration is not an alien concept especially in the presence of a giant media outlet, such as, ABS-CBN. Capunob† aAsian Development Bank bUniversity of the Philippines Abstract Unlike in previous crises, the COVID-19 pandemic has wrought a crisis affecting all population groups, all economic sectors and all jurisdictions in the Philippines, as elsewhere. The impact of the COVID-19 vary across localities, however, partly due to differences in local government responses to the pandemic. Our objective is to examine the patterns in the types and timing of local responses among neighboring local government units (cities) for evidence of one- upmanship among their incumbent leaders (mayors). We assembled data for 25 selected cities and then grouped them into 28 neighborhood clusters. Using three indicators, we measure the immediacy, primacy and distinctiveness of the local responses within each cluster over the period March 2020-March 2021. Of the 28 clusters, we find in 19 (67.9 percent) evidence of one- upmanship consistent with the view that the type and timing of local responses are driven by mayors who wish to signal their talents and abilities.
