EXECUTIVE SUMMARY Although West Papua is rich in natural resources, over 40% of people living there fall below the poverty line. Many local residents rely on coastal resources, particularly fisheries for income and food security. Although ecosystems here are relatively healthy compared to many other areas of Southeast Asia, they are no longer pristine and the fishery stocks of some areas are severely depleted. Furthermore, unsustainable exploi- tation of natural resources, poor development practices, and rapid human population growth threaten these ecosystems and the local communities who depend on them. Given its high biodiversity, good habitat condition, presence of rare and threatened species, and importance to fisheries, the Bird’s Head Seascape (BHS) is a regional, national, and global priority for marine conservation. The West Papua government agencies have developed a network of 12 Marine Protected Areas (MPA) protecting over 3.6 million hectares of islands and coastal waters. These MPAs include Cendrawasih Bay National Marine Park, Abun, 7 MPAs in Raja Ampat, and a large MPA in Kaimana. Ecosystem-based management (EBM) aims to maintain healthy, productive, and resilient environments that provide humans with the ecosystem services they need today and in the future. To assist the governments of the BHS in adopting an EBM approach, three environmental non-governmental organizations (NGOs) [The Nature Conservancy (TNC), Conservation International (CI) Indonesia and World Wildlife Fund (WWF)-Indonesia] have worked with local partners since 2001 to help establish EBM and inform policy decisions related to: MPA MANAGEMENT MPA management for the BHS MPA network FISHERIES MANAGEMENT Fisheries management at Regency, Provincial and Regional scales SPATIAL PLANNING Spatial Planning for marine and coastal areas at Regency, Provincial and National Government levels THREATENED SPECIES Species management for endangered species such as turtles, dugongs, MANAGEMENT cetaceans, and whale sharks. EXECUTIVE SUMMARY ECOSYSTEM-BASED MANAGEMENT STUDIES The adoption of EBM in the BHS has been facilitated through the Ecosystem-Based Management Program, which supported 18 studies (2005-2010) by NGOs, academics, and government partners to provide managers of the BHS information about socio-economics, ecological conditions, oceanography, and governance. While many studies produced site-specific results, they also yielded recommendations that are relevant to the broader BHS. The key threats, inputs and management recommendations generated are listed for the following select studies, addressing specific management themes in color code. Overfishing, destructive fishing practices, and coastal development have contributed to the decline in BHS fish communities and marine habitats. Prominent threats and potential impacts are listed in this report. In all of these cases, conservation of intact ecosystems may be cheaper than the costs of these threats to health, income potential, and habitat loss. Human population density and consumption patterns are at the root of many management challenges listed herein, and in general gov- ernments should aim to slow West Papua’s current rapid population growth of approximately 5.5% per year. It is important that governments provide infrastructure and sustainable support for existing communities rather than encouraging immigration and transmigration, and that any decisions regard- ing natural resource management garner the approval of local communities. 1 ECOSYSTEM-BASED MANAGEMENT IN THE BIRD’S HEAD SEASCAPE EXECUTIVE SUMMARY PRIORITY RECOMMENDATIONS FOR THE BHS Priority recommendations have been identified for management action across the BHS, and listed under the following topics: Fisheries—Reducing illegal, unreported, and unregulated catches to prevent overfish- ing and reduce bycatch; Spatial planning—Enforcing best practices for coastal development to conserve ecosystem services for the people of West Papua; MPA management—Establish zoning system that spa- tially regulates natural resource uses and development to protect marine ecosystems and ecosystem services for communities; and Threatened Species management—Eliminate threats to threatened and endangered species from oil and gas industries, fisheries, and habitat destruction (Tables 1–4). In addition to follow- ing these minimum recommendations, government agencies should fund the hiring

No endemic birds were recorded for Gag Island but a number of species show significant morphological variation from other island forms and may prove to be distinct taxonomically. We first present the rich linguistic and biological diversity of this region, which is of significant interest in typological and theoretical linguistics and language documentation. We then discuss certain central educational issues in relation to human resources, infrastructures, and institutional support, critical for high quality research and documentation. Presentation for Aviary Congress Singapore, November 2008 Introduction to Birds of Paradise in the Wild Taxonomy The family Paradisaeidae is in the order Passeriformes. In the past decade since the publication of Frith and Beehler (1998), the taxonomy of the family Paradisaeidae has been re-evaluated considerably. Frith and Beehler (1998) listed 42 species in 17 genera. However, the monotypic genus Macgregoria (MacGregor’s Bird of Paradise) has been re-classified in the family Meliphagidae (Honeyeaters). Similarly, 3 species in 2 genera (Cnemophilus and Loboparadisea) – formerly described as the “Wide-gaped Birds of Paradise” – have been re-classified as members of the family Melanocharitidae (Berrypeckers and Longbills) (Cracraft and Feinstein 2000). Additionally the two genera of Sicklebills (Epimachus and Drepanornis) are now considered to be combined as the one genus Epimachus. These changes reduce the total number of genera in the family Paradisaeidae to 13. However, despite the elimination of the 4 species mentioned above, 3 species have been newly described – Berlepsch's Parotia (P. berlepschi), Eastern or Helen’s Parotia (P. helenae) and the Eastern or Growling Riflebird (P. intercedens). The Berlepsch’s Parotia was once considered to be a subspecies of the Carola's Parotia. It was previously known only from four female specimens, discovered in 1985. It was rediscovered during a Conservation International expedition in 2005 and was photographed for the first time. The Eastern Parotia, also known as Helena's Parotia, is sometimes considered to be a subspecies of Lawes's Parotia, but differs in the male’s frontal crest and the female's dorsal plumage colours.

    Raja Ampat Raja Ampat loosely translates to mean "Four Kings", and is an archipelago in the East of Indonesia made up of 1500 small islands and cays surrounding the main four islands (or Four Kings) of Misool, Salawati, Batanta and Waigeo. The Raja Ampat Regency covers over 40,000 Sq Km of land and sea, including the largest national marine reserve in Indonesia; "Cenderawasih Bay". The Regency is part of the new West Papua province which was formerly know as Irian Jaya. The capital of the regency is Waisai (est. population 6000) which is located on Waigeo and is only a 45 minute boat ride from our island/project site. Raja Ampat sits right in the heart of the "Coral Triangle", which is unquestionably the most bio-diverse area for marine life in the world. Incredibly, the oceans that surround Raja Ampat contain 80% of all the world's coral species (10 times the number of species found in the entire Caribbean!) 1350 species of fish 6 of the world's 7 marine turtle specie 27 varieties of marine mammal. With so many of the 1500 small islands, cays and reefs still to be mapped and discovered, Raja Ampat truly is one of the "worlds" final diving frontiers! Project Summary and Goals Summary: Barefoot Conservation is working in partnership with the Raja Ampat local government, local Papuan Communities and stakeholders, to protect the coral reefs of Raja Ampat and the communities that rely on them. This partnership is bonded by a willingness to make a real difference, and the understanding that research, survey dives and Marine Protected Areas cannot work unless accompanied by education and the sustained alleviation of poverty.

Somewhat ironically, given the desire to give voice to local and Indigenous perspectives, unless that voice can be spoken in English it is likely not to be heard. (Hall, 2013, p. 608) ABSTRACT This doctoral study examines the complexities of integrating Indigenous knowledge and practices into sustainable marine ecotourism development, with a focus on the case study of Misool, Raja Ampat, in West Papua Province, Indonesia. The research addresses the knowledge gaps on integrating Indigenous knowledge into marine ecotourism initiatives. Indigenous knowledge is often neglected as a key source of information, undervalued from the perspective of Western scientific knowledge, even though utilising Indigenous knowledge helps to increase the sustainability of development efforts and contributes to the empowerment of local communities. Literature on marine ecotourism shows an almost total absence of studies that draw from Indigenous knowledge, yet, local community participation is underlined as one of the most important factors in sustainable marine ecotourism development. This thesis thus aims to contribute new insights on how Indigenous knowledge can be optimally integrated or applied in marine ecotourism development. Misool is one of the islands in Raja Ampat which attracts scuba divers and marine tourists from around the world, due to its abundance marine life.

Abstract A checklist of shallow (to 60 m depth) reef fishes is provided for the Bird’s Head Peninsula region of West Papua, Indonesia. The area, which occupies the extreme western end of New Guinea, contains the world’s most diverse assemblage of coral reef fishes. The current checklist, which includes both historical records and recent survey results, includes 1,511 species in 451 genera and 111 families. Respective species totals for the three main coral reef areas – Raja Ampat Islands, Fakfak-Kaimana coast, and Cenderawasih Bay – are 1320, 995, and 877. In addition to its extraordinary species diversity, the region exhibits a remarkable level of endemism considering its relatively small area. A total of 26 species in 14 families are currently considered to be confined to the region. Salawati, Batta, and Biga are spoken in the Raja Ampat archipelago, just off the western tip of the Bird’s Head peninsula of New Guinea, and As is spoken nearby on the New Guinea mainland. All four languages are to some degree endangered, as speakers shift to Papuan Malay, the local lingua franca: Biga is the most vital of the four languages, in that children are still acquiring it, whereas As is moribund, with only a handful of speakers remaining.

The western half of the island of New Guinea comprises the Indonesian provinces of West Papua (Papua Barat) and Papua, collectively once called West Irian or Irian Jaya; the eastern half of the main island of New Guinea comprises the country of Papua New Guinea. We will be based in West Papua for this exhilarating, small-group birding adventure. Aside from the large landmass of New Guinea, the New Guinea region includes numerous small islands (some part of Indonesia and others part of Papua New Guinea), and we will visit one of these areas: Waigeo, part of the Raja Ampat Archipelago in West Papua (also known as the Northwestern Islands). Approximately 680 bird species have been recorded from West Papua, from slightly more than 700 for the whole New Guinea region. Some 550 species are considered breeding residents, with 279 New Guinea endemics (found in Indonesia and/or Papua New Guinea) and at least an additional 42 endemics found only in West Papua. The small resort is located on the island of Batbitim, deep in a vast archipelago of uninhabited islands, 240 kilometers from the nearest resort and half a day’s journey from the nearest village. Misool Eco Resort is deeply committed to a policy of environmental and social responsibility. We seek to provide exceptional and enriching diving experiences in a sustainable environment. We aim to protect and revitalize both our natural surroundings and the community in which we operate. We are committed to demonstrating to our hosts, our guests and the local government that tourism can support a local economy on much more favorable terms than mining, logging, over fishing or shark finning. In doing so, MER entered into a lease agreement with the local community to establish a 425-square kilometer Marine Protected Area (no-take zone) surrounding Misool Eco Resort. Within this area, all fishing, shark finning, harvesting of turtle eggs and shellfish are strictly prohibited. In 2010, this no-take zone was expanded and now covers an area of 1,220 square kilometers. We also require all boats to practice reef-safe anchoring. We regularly patrol the area for illegal fishing and shark finning. In addition, Misool Eco Resorts charity arm, Misool Baseftin, conducts social projects, such as supporting local schools and is developing libraries in two of the local villages.

Furthermore, it is related to autonomy regulations where each municipality and district has their own policy. The capital of Raja Ampat District in the east of Indonesia is developed from traditional place into central urban area. Raja Ampat, a naturally beautiful island, is located in a remote area famous for its diving spot for foreign tourists, amazing underwater life, bird watching, and to experience a traditional lifestyle with specific tropical fauna and flora. The problem is how to develop a city which needs to be in a stagnant extensive phase but neither in vertical nor horizontal development to protect forest as conservation area due to limited land area. Identification and design methods used in this research is to develop settlement in Raja Ampat archipelago area which has around 610 large and small islands, atoll, and have 4.860 km shoreline with only 34 islands inhabited. The urban design for this archipelago of 1:6 ratios of land and ocean needs to be different, since it is dominated by water. With the limited land area resources, the development needs to be focused on the ocean area by optimizing land area.

Kolopaking4 Abstract Studies related to the regional development have been done, in both the developed and developing countries to reveal the factors that lead to lameness regions. The aims of this study focus on analyse about the regional development disparity and the factors that affecting the imbalance among regions in West Papua province for a period of 2005 to 2014. The result based on Williamson Index, it showed that a fluctuating trend of inequality in regional development in West Papua Province tends to increase of that period. At the same time, the result further suggested that an econometric model of panel data regression using GDP per capita (X1), population (X2), funding balance allocation (X3) and Human Development Index (X4) as independent variables as well as Williamson Index value as dependent variable, simultaneously, all vary significantly. Introduction Developing countries have largely the same development objectives, particularly in reducing regional development disparities.
