These communications suggest that the Lakeshore East GO Rail extension is a proposal that was announced for political reasons in the absence of supporting studies, due diligence or consideration of alternatives. This is simply not true. In 2009, GO Transit completed a feasibility study for the Oshawa to Bowmanville Rail Service Expansion. The Environmental Assessment (EA) for the project was approved by the Province in 2011 and remains in effect for ten years. The preferred route from that EA and related stations have been reflected in Metrolinx Regional Transportation Plans and GO Expansion plan, the Provincial Growth Plan, the Region’s recently approved Transportation Master Plan and Regional and local Official Plans. Key highlights of work completed by GO and Metrolinx over the past decade are listed in the chronology in Attachment 1. In February 2019, a Metrolinx report on major capital projects listed the Bowmanville extension as a project in the EA and design phase with an approved budget for capital construction of $550M (2014$) and an in-service date of 2024.

That Public Works Report PW 35-12 be receive d for information. 2.0 EXECUTIVE SUMMARY: Metrolinx is currently in the latter stages of the detailed design for a new East Rail Maintenance Facility (ERMF), which will be located south of Victoria Street, between South Blair Street and Thickson Road (See Attachments 1 and 2). It is currently anticipated that ERMF will be fully operational in 2017. In order to enable the construction of the ERMF, the existing Hopkins Street bridge over the CN-GO railway corridor requires removal, a new grade separation crossing of the railway corridor on South Blair Street is proposed and new east-west road would be constructed from South Blair Street in order to continue to provide access to the existing businesses. The project would also include full signalization of the Victoria Street/South Blair Street intersection. The new grade separation crossing at South Blair Street would increase safety for both motorists and pedestrians, eliminate the need for train whistles when approaching this crossing, and enhance railway operations along this vital corridor. In order to construct the South Blair Grade Separation, a temporary 20-month closure of South Blair Street between Victoria Street and Watson Street would be required (Fall 2013- Fall 2015).

That Public Works Report PW 18-11 be received for information. 2. That Council endorse the comments provided to GO Transit, as shown in Attachment C. 3. That copies of Public Works Report PW 18-11, including Council’s resolution, be forwarded to GO Transit and the Ministry of Environment. 2.0 EXECUTIVE SUMMARY: GO Transit has completed an Environmental Assessment and Preliminary Design Study in accordance with Ontario’s Transit Project Assessment Process for the expansion of GO Train service from Oshawa to Bowmanville and the construction of a new rail maintenance facility in Whitby (See Attachments A and B). The study also reviewed potential sites for new stations and train facilities, options for connecting the CN railway corridor with the CP railway corridor, and also identified improvements to the existing railway line. In order to accommodate the transit improvements through Whitby, a new grade- separated rail crossing is proposed at South Blair Street and two alternatives are being considered at the existing Hopkins Street grade-separated rail crossing (bridge): Report to: Operations Committee Report No.: PW 18-11 Page 2 of 7 1) Full removal and replacement of the existing bridge; or 2) Removal of the existing bridge, and the introduction of a new roadway/access from South Blair Street, approximately half way between Water Street and Watson Street in order to provide access to the existing businesses south of the tracks.
