Citarum Integrated Water Resource Management Project Page 1 Report on Roadmap and Program Development 1 Background 1.1 Introduction The water resources of the rivers and groundwater systems in the Citarum River Basin are critical to social and economic development of the country. They are essential for urban and industrial development (particularly in Jakarta and Bandung areas) including export industry, agricultural production through major irrigation systems, rural water supplies, electricity generation though hydropower, and fisheries. While the water resources of the Citarum River Basin are relatively abundant, competition for these resources has increased significantly over the past 20 years leading to a situation of acute water stress and depletion of aquifers in some places. Rapid urbanization has significantly increased the exposure to flood risk. Environmental degradation has reached a level that compromises public health and livelihoods, particularly for the urban and rural poor, and incurs additional economic and financial costs related to the source of bulk water supply and its treatment. A management focus on integrated water resources management (IWRM) and sustainability of the water resource has been emphasized in the 2004 Water Law. The Water Law introduces the concept of management within the boundaries of a river basin and reflects the principles of decentralization and devolvement of authority to local levels as promoted by the program of regional autonomy. Preparations for its implementation are at a preliminary stage. Water has been a major area of the Asian Development Bank’s (ADB) assistance to Indonesia, totalling over $1.5 billion in loans and technical assistance (TA). Improving sustainable use of water resources in-line with the ADB “Water for All” policy, together with a strong commitment to build capacity of local government agencies, are key elements of ADB’s operational partnership. In particular this partnership stresses the need to continue implementation of policy reforms, overcome weak coordination among agencies and develop guidance for cooperative working. Investment will come into an area if the spatial policy is made in line and congruent with the potential of the investment development. This is very important for investors, because of it involves support from local government and going concern of the business. The main problem of this research is whether the spatial policy is accordance with the investment potential? This research is a descriptive research using qualitative approach. Empirical exploration is done through desk study and focus group disscusion. In addition, a prospective analysis is conducted which is analyzing strategic issues in investment development that can produce solutions for future decision makers. The results showed that there is suitabilty in spatial policy with the potential of empirical investment of each subregion. The suitability can be seen from 9 (nine) prospective investment sectors in Bogor Regency which are agriculture, fishery, animal husbandry, forestry, mining, tourism, infrastructure, industry and trade. For recommendations, the local government of Bogor Regency have to determine the superior product or commodity for each susbregion and establish priority scale for each investment sector. The government responded to this issue by planning the construction of several reservoirs in the Cikapundung watershed. A previous study suggested three potential locations, i.e., Cikukang 2, Cikawari 2A, and Cikawari 5A reservoir. Since Cikawari 2A and Cikawari 5A are located on the same Cikawari river, three construction alternatives, i.e., a single reservoir of Cikawari 2A, a single reservoir of Cikawari 5A, and cascade reservoir Cikawari 2A+5A are proposed. Each alternative has its own advantages and limitations, thus evaluation of the best construction alternative needs to be carried out. The evaluation was conducted based on their reliable service in supplying water to Bandung City. This evaluation was analyzed by comparing the projected water demand following population growth and water availability derived from the rainfall-runoff model, NRECA. The analysis was conducted using two variations of dam height and reservoir capacity for each alternative. Based on the analysis results, the single reservoir of Cikawari 2A with 45 m of dam’s height was chosen as the most suitable alternative.

Therefore, the water quality of the rivers needs to be maintained. River restoration program becomes a major priority in improving the water sector and environmental, particularly in big cities in Indonesia. Sugutamu River is one of the main rivers passing through the Depok City, West Province of Indonesia. High population density has resulted in a critical land usage and water resources in many developing countries including in Indonesia. It will lead to the water quality deterioration. Stakeholder participations should be considered when implementing a participatory program in river restoration project. This program can be developed by increasing the awareness of the community. One of the most important communities is the ‘expert’ communities. In this research, economists, environmental specialists, river engineers, urban planners are selected as the ‘expert’ community. Questionnaires were distributed to the expert communities to investigate how the respondents concern about the importance of river water quality. The result shows that the awareness of the expert communityon river water quality and its improvement is higher than on other aspects.
