2021-2022 Message to PCA Members

Dear PCA Members and Industry Colleagues,

Sending you greetings from Amelia Island, Florida, along with our Annual Report to keep you up to date on PCA activities. This is my first report to you as President and I want to say what an honor it is to represent our Association and to continue the important already in progress. I have learned so much from the previous PCA Presidents whom I have been privileged to serve with, and look forward to continuing their efforts and also to contributing new ideas to further PCA’s mission. There is, of course, much that needs to be done as we begin to slowly emerge from the COVID-19 pandemic. But first, some updates.

Of immediate interest, it is regrettable that face to face meetings are not feasible for 2021. Recognizing that the rollout schedules and availability worldwide is not consistent, we want to ensure the participation and availability for future meetings for all who wish to attend. PCA is hopeful that in 2022 we will be able to return to our traditional in-person conference format, with plans being made at this time.

The 2022 Spring Meeting is being rescheduled for 27-29 April 2022 at PGA National Resort & Spa in Palm Beach Garden, Florida. The location is easily accessible from West Palm Beach (PBI), Fort Lauderdale (FLL) and Miami (MIA) airports and affords enough space for us to conduct a safe and productive meeting. We are excited to see you all in person again and hope that you will mark this date on your calendar.

The 2021 International Conference planned for Dublin in September has been terminated. Unfortunately, the stringent restrictions that have been in place in Ireland throughout this past year made it impossible and inadvisable for us to plan a conference in Ireland again this year. PCA is working with various cities to select the best location to plan an International Conference to be held in mid-late September of next year.

Much was learned from the virtual conference format employed in 2020 and other improvements are planned for this year’s virtual programs. The PCA is designing a series of free and low-cost webinars for the community. We are so fortunate and appreciative to have Martha Moore to present and begin the 2021 virtual events series. As with each of our webinars, the recordings from these events are available to you here.

Expanding opportunities to include all stakeholders within the pine products industry continues to be an important long-term goal for the PCA and this begins with increasing our outreach and inclusion of all pine related topics that have an environmentally and socially responsible value to our industry. As we finalize the virtual event series calendar, if there is something of particular interest that you would like to share PCA is opening a call for to address: The Future of Pine Chemicals in a Time of Crisis. We have several highly successful PCA Committees organized and focused on specific industry priorities, issues and initiatives with interested parties and government entities. Increasing international participation on our committees is critical to their outreach efforts and to your staying apprised of important regulatory, safety, compliance and industry discussions. Any PCA Member wishing to join the efforts of these committees is encouraged to contact us and request more information. A summary of the important committee activities and work is included in this report.

The PCA is currently working on two important projects to publish this year. One of these is a review and revision to the Pine Chemicals Test Methods (PCTM’s) to replace outdated methodologies and ensure a uniform guide of acceptable testing methods. The other is the review and revision of the PCA (Naval Stores, Tall & Its Uses, Crude Sulfate Recovery, etc.), which were last updated in 1986, and have changed both in terms of available research and innovative . We are optimistic that the critical revisions will help keep PCA’s standards updated in terms of being able to provide the best guidance and to PCA members and the industry.

In an effort to fully understand the wants, needs and expectations of the industry, we are conducting the first ever Pine Chemicals Industry Worldwide Opinion Poll. This global analysis will assist in: identifying international trends, issues and topics that are affecting your and industry; to guide the Association’s future monitoring, advocacy and collaborative efforts; and grow the Association into an inclusive, innovative and valuable resource for 75 more years to come. ETHICAL PRINCIPLES OF THE PINE CHEMICALS ASSOCIATION

The following statement of ethical principles is established for the purpose of guiding the conduct of all PCA members and supporting the PCA’s commitment to fairness in business relationships. Membership in the PCA constitutes a commitment by each member to use its best efforts:

PCA Committees provide an opportunity to engage in issues critical to the pine chemicals industry.

Robust of the committee activities is vital to pine chemical . Each Committee is actively requesting member companies to engage with and provide the appropriate personnel responsible for these areas within your organizations. This will allow for greater and timely dissemination of information relevant to the global industry and your organizations.

Advocacy Committee: Recently, much of the CTO focus was on the activities within the EU regarding the update to the Directive. The PCA was supportive of the efforts lead by the CTO Task Force group with HARRPA. The effort was not successful to remove CTO from the legislation as a designated raw material for bio fuels, even though CTO does not fit the definitions within the regulation. However, some added amendments that allow for modification of the designation at a later date, along with consideration of market impact, currently remain in the legislation, subject to approval by the EU Parliament and the EU Council.

Other work has been focused on participation in the Roundtable on Sustainable Biomaterials (RSB). The RSB is a non-governmental organization who is drafting standards for bio-based materials that can be used by governments to certify materials. The ACC Pine Panel was successful in obtaining membership to the group. The representative for the panel is transferring to PCA Leadership, so they can represent not only the CTO sector, but all aspects of the Pine Chemical Industry. While there has been minimal other activity within the PCA, there remains several opportunities for the Advocacy Committee to increase activity, particularly around the designation and certification of Pine Chemical products as bio base. Evaluation by the Board and PCA Leadership will continue in the coming year to determine where best to spend the resources of the PCA.

Finally, overall Sustainability is a longer-term goal of the PCA. The Pine Chemical industry is in a unique position to share the story about the use of renewable materials. The industry can ensure a long life by employing sustainable practices in all areas – from growth of the trees, to the safety of employees, to care of the environment. Establishing a path with our leadership is a fundamental goal.

Gum Rosin Committee: During the last five years, the Gum Rosin Committee shifted its original work plan as a task group working on gum rosin specifics (physic-chemical specifications, markets, production) into an advocacy forum. This shift included annual Gum Rosin focused presentations at PCA meetings and participation in other pine chemicals events. This has helped to offer greater visibility to the issues and opportunities in this aspect of pine chemicals. The Committee’s efforts were most apparent in the Oleoresin Symposium held in Lisbon in February 2016. Beyond its education functions, the symposium brought together the global players of the sector, offering a baseline of gum rosin activities and helped to organize the Committee mission and objectives. The Committee continues to refine its mission and objectives and its function to drive knowledge and through its activities at the International Conferences, as well as, the Oleoresin Symposium held in 2016 and 2018. Product Regulatory and Stewardship Committee:

USA: PCA continues to be involved in the implementation of the new TSCA-LSCA law as a member of the American Alliance for Innovation (AAI). PCA is paying close attention to EPA's Prioritization process because it describes which chemicals will be evaluated and how. High Priority and Low Priority Lists have been finalized and no pine chemicals are included so far. The former will require much time and expense; the latter, none at all. EUROPE: PCA continues to work with the Hydrocarbon and Rosin Producers Association (HARRPA) and with the H4R Consortium on issues impacting the pine chemicals industry. We are following closely the REACH initiative to register all by 2022 and have prepared a list of all pine chemical polymers active in the USA. PCA receives regular updates on European issues from our members of HARRPA in Europe, who are also on our PRS committee. PCA has been particularly interested in the direction ECHA has been taking on risk assessments, ordering tests to be done on minor components of our substances – the most recent being aldehydes, present at a few tenths of a percent. CANADA: PCA is a member of the Industry Coordinating Group (ICG) that keeps us appraised of the regulatory issues in Canada. Draft Screening Risk Assessments (DSRA) of pine chemicals have appeared; last year PCA commented on the Fatty Acid and Derivatives DSRA. This year we commented extensively on the Resins and Rosins DSRA. In particular we provided a significant document arguing that crude tall oil (CTO) should not be declared a CEPA Toxic substance and subject to restrictions in Canada and bad publicity worldwide. This was done with the support of the Forest Products Association of Canada and the European CTO consortium. PCA also provided significant input to the production of a Problem Formulation “white ” pertaining to Alternatives Assessment – the government effort to force the substitution of chemicals declared to be toxic. This document should be of value to regulators worldwide. CALIFORNIA: PCA continues to monitor and respond to actions by the State of California concerning pine chemicals through such organizations as the Green Chemistry Alliance and the Air Quality Council. The California Air Resources Board (CARB) will eliminate the 2% Fragrance Exemption to the VOC limits by 2031 and ratchet down the allowable VOCs in cleaners which will affect pine oil use. We were successful in convincing CARB to confine the monoterpene limitations to only limonene and the pinenes. This is beneficial to pine oil use, because it contains little of these terpenes. PCA was previously stymied in our efforts to get the Department of Toxic Substances (DTSC) to remove the hydrogenated rosin substances from the California Candidate Chemicals List that subjects them to adverse customer reaction. An appeal to a new ombudsman position is not possible because the law to create the position was vetoed. KOREA: A subcommittee has been formed to monitor the Korea-REACH regulations and, if needed, to ensure that toxicity data are submitted that are consistent with those submitted to other regulatory organizations. GLOBAL: PCA had agreed with HARRPA to finalize an agreement to place all the pine chemical industry regulatory studies into a "Global Regulatory Library". However, due to current financial constraints and our inability to convince all PCA members to contribute their studies, the project has been put on hold. Only a list of the studies and their owners will be developed. PR&S Committee: The PR&S Committee has set up a real-time, web-based database to keep of our major issues, actions and significant documents available to committee members. We currently hold two face-to-face committee meetings and two teleconferences per year.

Recovery Committee: Focuses on educating members on recovery, processing and safe handling of by-products (co-products) from the and paper industry, specifically crude sulfate turpentine, black , and crude tall oil. The Committee accomplishes its work through papers on best practices, and offerings of short courses to educate those specializing in these areas.

Over the past several years, the Committee has published best practice articles on the PCA and held acclaimed training courses on Soap & Turpentine Recovery and Crude Tall Oil Processing.

Plans include the following: • Organizing a PCA Standard Test Methods Manual for Crude Sulfate Turpentine Products • Publish Best Practice Articles to PCA Website, including Placarding & Shipping CST. • Proper Sampling Techniques for BLSS & CTO and CST • Various Options for Returning TOP Spent Acid to the Mill. WE’RE GROWING

Membership and Information Committee: The objective of the Membership and Information Committee is to create, communicate and ensure the value proposition of PCA membership to all stakeholders. The Committee assures that members have: access to regulatory, legislative and key business developments; access to best practices; education and training for their staff; and can network effectively with colleagues. The Committee works closely with other PCA committees to identify valuable programs, services and activities. The Committee established several goals to accomplish in the coming years:

• Ensure access to information on key legislative, regulatory, legal, scientific and other international topics. • Develop, refine and communicate a clear value proposition of membership to its current and potential members. • Create forums and collaborations with related associations and industry thought leaders.

Testing Committee: Responsible for maintaining and updating PCA, ASTM and ISO standard test methods related to the pine chemicals industry; developing new and improved methods; and harmonizing methods when possible. Efforts this year included: ASTM D01.34 Test Methods-is responsible for maintaining 27 standard methods. Ten methods were reviewed and approved for renewal in 2017 and 2018. Method development focused on measurement of color in rosin in solution, as current methods apply only to solid rosin. An international round robin was carried out using various types of rosin. The results were inconclusive as the lab to lab precision was not satisfactory. The cause of this is being studied. ISO TC35/SC10/WG5- efforts concentrated on a widely-used method for measuring softening point of resins by the Mettler cup and ball methods and comparing different methods used in the US and Europe. Final precision data is still being calculated but initial data indicates that the Mettler methods have a similar precision to the standard Ring and Ball method. A new ISO standard test method is being prepared based on this study. PCA Test Methods- specific for the industry are under review, to be completed in 2020. The scope of the original PCA publication was broadened to include some turpentine test Methods, in addition to tall oil related methods. Environmental, Health and Safety Committee: Provides PCA member companies with information, proven strategies, and collaboration opportunities to advance their safety, health, and environmental systems.

The experience and knowledge of the committee members is a resource to provide tools to assist member companies in preventing adverse events. The EHS Committee strives to allow member companies to better protect their triple bottom line – people, planet, profit.

The committee works continuously to improve EHS knowledge and management techniques to reduce personal and process safety risks. To address this important role, the committee:

• Oversees and administers the EHS Awards Program recognizing facilities, employees and leaders for their continuous improvement efforts. • Creates Best (Better) Practice documents that are published on the PCA website. • Provides a forum for members to share knowledge related to changing EHS rules and regulations at committee meetings and information exchanges. • Encourages professional development and provides a forum for members to improve their knowledge on a variety of topics, such as sharing successes, challenges, and learnings to expand knowledge in the area of safety and personal safety. • Defines and collects pertinent EHS data from member companies and disseminates aggregate data for comparative purposes. PCA International In Person Meetings

Safety is a core value of the Pine Chemicals Association International and as such the health and well-being of our members, staff and the public is paramount.

It is with great regret that we announce the termination of the 2021 PCA Spring Meeting, scheduled to be held 21-23 April 2021 in West Palm Beach, Florida, and the 2021 PCA International Conference, scheduled to be held 19 -21 September 2021 in Dublin, Ireland.

As COVID-19 continues to cause concerns across the globe, the PCA Board of Directors concluded it is not possible at this time to guarantee the success of in- person, multi-day meetings for the PCA community.

In the meantime, we remain committed to value creation. We are developing digital experiences that deliver on our mission of uniting and advancing the global pine chemicals industry – doing everything we can to educate, innovate and help you make powerful connections with the right people. Be on the lookout for future announcements, as our staff and committee members are behind the scenes planning some intriguing virtual events for this year.

You can count on PCA. We remain at the of the industry and cannot wait to see all our industry friends again in person. When we do deliver another in person PCA meeting – you can count on it being one worth waiting for!
