Thameslink, Southern and Great Northern Franchise Train Service Requirements December 2015 TSGN Franchise – Train Service Requirements 1. Interpretations and Definitions 1.1 Unless otherwise stated each Train Service Requirement shall be interpreted in accordance with the Franchise Agreement between the Secretary of State and the Franchisee dated . 1.2 Unless otherwise stated words and expressions defined in the Franchise Agreement shall have the same meaning in each Train Service Requirement. 1.3 In the Train Service Requirement unless the context otherwise requires, the following words and expressions shall have the following meanings: “Average Journey means the specification of the average Time Specification” journey time for Eligible Passenger Services between designated stations as set out in the Non-Core Specification Tables (in columns headed “Journey times”, under the sub-heading “Average”) and in the Core Specification Tables (in columns headed “Average journey times”), with the average journey time being specified in minutes; “Capacity means a requirement on the Franchisee to Requirement” ensure that its Timetable and Train Plan include at least a specified minimum number of: (a) vehicles comprised within Passenger Services of Specified Descriptions arriving at Specified Stations during each Morning Peak and Morning High Peak, as more particularly described in the relevant table labelled “Morning Peak” of each Capacity Table; and (b) vehicles comprised within Passenger Services of Specified Descriptions departing from Specified Stations during each Evening Peak and Evening High Peak, as more particularly described in the relevant table labelled “Evening Peak” of each Capacity Table; “Capacity Tables” means each of the “Morning Peak” and “Evening Peak” tables labelled CR1, CR2, CR3, CR4, CR5 and CR6; “Core Specification means the tables labelled “Thameslink Tables” Core: Minimum Service Specification and 1 First and Last Train Specification” (Table 1: Northbound and Table 2: Southbound); “Direct Service” means a Passenger Service from A to B where passengers may board the Passenger Service at A and subsequently alight at B, without needing to change from one train to another; “Eligible Non-Stop means a Passenger Service that is required Passenger Service” to: (a) operate from London Victoria to Gatwick Airport (or vice versa, as they case may be) without calling at any intermediate stations (but which for the avoidance of doubt may also serve stations south of Gatwick Airport); and (b) complete the journey from London Victoria to Gatwick Airport (or vice versa, as the case may be) within the specified Maximum Journey Time Requirement. “Evening High Peak” means the period between 1730 and 1829 (inclusive) during a Weekday; “First and Last Train means the specification of the latest Specification" permissible time at which the First Train of the Day may be operated, and the earliest permissible time at which the Last Train of the Day may be operated, between designated stations as specified in the Core Specification Tables and the Non-Core Specification Tables; “First Train” means the first Passenger Service in such Day that counts towards the obligation of the Franchisee to operate a specified number of trains per day; “Last Train” means the last Passenger Service in such Day that counts towards the obligation of the Franchisee to operate a specified number of trains per day; “Maximum Journey means the specification of the maximum Time Specification” permissible journey time for Eligible Passenger Services between designated stations as set out in the Non-Core Specification Tables (in columns headed “Journey times”, under the sub-heading “Maximum”) and the Core Specification Tables (in columns headed “Maximum 2 journey times”), with the maximum journey time being specified in minutes; “Minimum Service means: Specification” (a) in relation to any Non-Core Specification Table, the specification of: (i) the minimum number of Direct Services that are required to be operated between designated stations during specified intervals as set out in columns headed "Total"; and (ii) the minimum number of Direct Services that are required to be operated during each hour between designated stations during specified intervals as set out in columns headed "TPH", in each case specified in the relevant tables referred to in each of TSR4, TSR5, TSR6 and TSR7 (each such Direct Service as referred to in paragraph (a) to be known as an “Eligible Passenger Service”) and provided that it is a requirement of the Minimum Service Specification that: (x) each Eligible Passenger Service shall comply with any Maximum Journey Time Specification that applies in respect of such Eligible Passenger Service; and (y) the average journey time of all the Eligible Passenger Services which comply with the Maximum Journey Time Specification referred to in (a)(x) above shall be no greater than any Average Journey Time Specification that applies in respect of such services; (b) in relation to any Core Specification Table, the specification of: (i) the minimum number of Direct Services that are required to be operated between designated stations and/or the frequency 3 with which such services are to be operated; (ii) the days of the week, and times of the day, during which such services are required to be operated, in each case specified in the relevant Core Specification Table (each such Direct Service as referred to in paragraph (b) to be known as an “Eligible Core Passenger Service”) and provided that it is a requirement of the Minimum Service Specification that : (x) each Eligible Core Passenger Service shall comply with any Maximum Journey Time Specification that applies in respect of such Eligible Core Passenger Service and shall call (as a minimum) at St Pancras International, Farringdon, City Thameslink, Blackfriars and the designated intermediate stations identified in the column headed “Principal stations served” in the relevant row of the Core Specification Tables (provided that a Passenger Service which is scheduled to pass but not call at City Thameslink at any time before 0515 on a Monday, or during any period commencing at 2315 on a Weekday and ending at 0515 on the following day, or at any time after 2115 on a Saturday, or at any time on a Sunday, shall be regarded as being compliant); and (y) the average journey time of all the Eligible Core Passenger Services which comply with the Maximum Journey Time Specification referred to in (a)(x) above shall be no greater than any Average Journey Time Specification that applies in respect of such services; “Morning High Peak” means the period between 0800 and 0859 (inclusive) during a Weekday; 4 “Non-Core means the tables referred to as “ECML 1”, Specification Tables" “ECML 2”, “MML 1”, “MML 2”, “South East London and Kent 1”, “South East London and Kent 2”, “BML Inner 1”, “BML Inner 2”, “BML Outer 1”, “BML Outer 2”, “West Coastway”, “East Coastway” and “Milton Keynes to Croydon” in paragraph 1.4 below; “Relevant London means, in relation to a Passenger Service Station” that operates through the Core Thameslink Route (as such term is defined in Schedule 6.3 (TLP/TRSP Related Provisions) of the Franchise Agreement): (a) St Pancras International, in the case of a southbound service; (b) London Bridge, in the case of a northbound service that is scheduled to call there; (c) London Blackfriars, in the case of a northbound service that is not scheduled to call at London Bridge. “Service Level means the documents labelled “SLC1”, Commitments” “SLC2” and “SLC3”, which set out certain requirements referred to in paragraphs 3.1, 4.1 and 5.1 below; “Specified means the description of the Passenger Description” Service, specified in Column (2) of the Capacity Tables headed “Specified description”; “Specified Station” means the stations specified in Column (2) of the Capacity Tables headed “Specified station”; and “TSR” means the Train Service Requirement. 1.4 In this Train Service Requirement, references to tables comprising Non- Core Specification Tables are to be construed as follows: “ECML1” means the tables labelled “Table 1: Northbound” and “Table 2: Southbound” in the worksheet headed “ECML1: East Coast Mainline Minimum Service Specification and First and Last Train Specification”; “ECML2” means the tables labelled “Table 1: Northbound” and “Table 2: Southbound” in 5 the worksheet labelled “ECML2: East Coast Mainline Minimum Service Specification and First and Last Train Specification”; “MML1” means the tables labelled “Table 1: Northbound” and “Table 2: Southbound” in the worksheet labelled “MML1: Midland Mainline Minimum Service Specification and First and Last Train Specification”; “MML2” means the tables labelled “Table 1: Northbound” and “Table 2: Southbound” in the worksheet labelled “MML2: Midland Mainline Minimum Service Specification and First and Last Train Specification”; “South East London means the tables labelled “Table 1: and Kent 1” Southbound” and “Table 2: Northbound” in the worksheet labelled “South East London and Kent 1: Minimum Service Specification and First and Last Train Specification”; “South East London means the tables labelled “Table 1: and Kent 2” Southbound” and “Table 2: Northbound” in the worksheet labelled “South East London and Kent 2: Minimum Service Specification and First and Last Train Specification”; “BML Inner 1” means the tables labelled “Table 1: Southbound” and “Table 2: Northbound” in the worksheet labelled “BML Inner 1: Brighton Main Line Minimum Service Specification
