Das ursprünglich für den 9. und 10. September in Zielona Góra angesetzte 7. Spitzentreffen der Oderpartnerschaft musste corona-bedingt als Videokonferenz stattfinden. Die eigentliche zweitägige Konferenz soll im nächsten Jahr folgen. Woidke: „In den vergangenen Monaten konnten wichtige deutsch-polnische Gre- mien nicht tagen. Umso wichtiger ist das Signal, das von der heutigen Videokonfe- renz ausgeht. Wir haben in der Zeit der geschlossenen Grenze erlebt, wie wichtig offene europäische Grenzen sind und wie eng Deutschland und Polen miteinan- der verbunden sind. Deutsche und Polen handeln bei der Bekämpfung der Corona- Pandemie verantwortungsbewusst. Wir müssen aber darüber sprechen, was wir in der Krise künftig noch besser machen können.“ Woidke: „In Corona-Zeiten haben wir gelernt, wie wichtig die direkte Kommunikation ist. Wir brauchen einen eingespielten grenzüberschreitenden Kommunikati- onskanal zwischen den regionalen und nationalen Verantwortlichen, um in Krisen- zeiten rasch reagieren zu können.“ Zudem müssten alle Verantwortlichen dafür Sorge tragen, dass zivilgesellschaft- liche Projekte und Kontakte auch unter veränderten Bedingungen möglich sind und gefördert werden. -

AT A GLANCE The German Basic Law stipulates clearly that "the Federal Republic of Germany is a democratic and social federal state" and that "except as otherwise provided or permitted by this Basic Law, the exercise of state powers and the discharge of state functions is a matter for the Länder". The Bundesrat has a total of 69 full Members and the same number of votes. The Bundesrat is composed of Members of Länder governments and not of directly elected Members. Since elections in the 16 German Länder take place at different times, the political composition and the majority in the Bundesrat often changes. It is in fact the executive power of the Länder, which is represented in the Bundesrat. The Länder governments do not need a formal parliamentary mandate for their voting behaviour for individual acts in the Bundesrat. 2. Interstate Treaty on the organization of a joint accreditation system to ensure the quality of teaching and learning at German higher education institutions (Interstate study accreditation treaty) (Decision of the Standing Conference of the Ministers of Education and Cultural Affairs of the Länder in the Federal Republic of Germany of 08/12/2016) Enacted on January 1, 2018 Interstate Treaty on the organization of a joint accreditation system to ensure the quality of teaching and learning at German higher education institutions (Interstate study accreditation treaty) The Land Baden-Württemberg, The Free State of Bavaria, The Land Berlin, The Land Brandenburg, The Free Hanseatic City of Bremen, The Free and Hanseatic City of Hamburg, The Land Hesse, The Land Mecklenburg-Western Pomerania, The Land Lower Saxony, The Land North Rhine-Westphalia, The Land Rhineland-Palatinate, The Saarland, The Free State of Saxony, The Land Saxony-Anhalt, The Land Schleswig-Holstein and The Free State of Thuringia (hereinafter referred to as: “the states”) conclude the following interstate treaty: Article 1 Quality assurance (1) 1Assuring and enhancing the quality of teaching and learning is the primary responsibility of higher education institutions. 2They perform this task through internal quality assurance and enhancement measures and through the procedures set out in Article 3 paragraph 1. (2) The states bear joint responsibility within the scope of quality assurance and enhancement for guaranteeing the equivalence of corresponding study and examination results as well as qualifications and the possibility of transfer between higher education institutions. (3) 1Those study programmes which have been quality assured on the basis of this interstate treaty will be recognised in all states as being equivalent under higher education law. -

Bevor ich mit der Regierungserklärung beginne, gestatten Ministerpräsident Dr. Dietmar Woidke Sie mir eine persönliche Bemerkung: Am kommenden Sonntag bege Amt als Ministerpräsident von Branden hen auch wir in Brandenburg den Anti burg angetreten. Ich weiß: Auf mich wie kriegstag und erinnern damit an den auf uns alle kommen in den kommen Einmarsch Hitlerdeutschlands in Polen den Monaten und Jahren große Aufga und den Beginn des Zweiten Weltkriegs ben zu. Aber ich weiß auch: Ich stehe im vor 74 Jahren. Das millionenfache Leid Dienste der Bürgerinnen und Bürger un des Zweiten Weltkriegs ist für mich An seres Landes, eines Landes, das in sei lass, heute Morgen den Blick nach Sy ner noch jungen Geschichte schon sehr, rien zu wenden. Ich weiß um die Sor sehr viel erreicht hat. Wir feiern schon gen vieler Menschen in Brandenburg, bald unseren 25. Geburtstag. The program, which has grown significantly this year, was once again created in collaboration with cultural institutions across the region, and brings together local and international artists on the theme of “in-betweenness”. The Minister Presidents of the Free State of Saxony and the State of Brandenburg, Michael Kretschmer and Dietmar Woidke, are once again patrons. Both attended the press briefing on Friday for the presentation of the program by Daniel Kühnel, the artistic director of the festival. Kühnel explains this year’s motto, “in-betweenness” (in German: Zwischensamkeit) as follows: “Even though this invented word sounds as natural as awareness, loneliness, effectiveness, or mindfulness, the word is confusing because it has no direction or motion, but rather describes a state – the moment of astonishment at the realization of imminent changes”. From the geographical center of Europe, the Lausitz Festival places art and culture at the heart of the region’s identity, with genres including concerts, theater, song recitals, jazz, exhibitions, film, discussions and literature. The festival brings Lower and Upper Lusatia into a new performative dialogue with the world while the region undergoes structural change, a dialogue to help shape a Europe of tomorrow. -

Joint News Release November 13, 2020 Groundbreaking for cathode active materials production plant in Schwarzheide, Germany ◼ Construction of the new plant already started with start-up scheduled for 2022 to supply around 400,000 full electric vehicles per year ◼ Peter Altmaier, Federal Minister for Economic Affairs and Energy: “Investment is major step for Germany and Schwarzheide” BASF has broken ground for its new cathode active materials production plant in Schwarzheide, Germany. In an online event, the company celebrated this milestone together with customers, politicians and partners. The new plant is part of BASF’s multi-step investment plan in the European battery materials market and will use precursors from the company’s previously announced plant in Harjavalta, Finland. Construction has already started in August in Schwarzheide and the plant is scheduled for a 2022 start-up. This new plant for cathode active materials will be equipped with world leading process technology and enable the supply of around 400,000 full electric vehicles per year with BASF battery materials. BASF’s innovative cathode materials increase the performance of batteries, promoting the success of climate-friendly mobility. “We support our customers and want to capture the growth opportunity in the fast- growing electric mobility market with our investments in battery materials in Europe,” said Dr. Martin Brudermüller, Chairman of the Board of Executive Directors of BASF SE. “Electromobility is one of the key solutions to unite the global desire for individual mobility and the need to significantly reduce local emissions. Unterschiedliche CO2- „Get Real – Für ehrliche Spritangaben!“ Angaben für das gleiche Fahrzeugmodell ergeben sich z.B. durch verschiedene Erstzulassungszeitpunkte und/oder Ausstattungsvarianten. Bei der Auflistung der Fahrzeuge des Bundeskabinetts wurden die Fahrzeuge der Bundeskanzlerin, der Verteidigungsministerin (LIFE15 GIC/DE/029, Close the gap) sowie des Außen-, Innen- und Finanzministers nicht mit aufgenommen. Seit 2015 passt die DUH ihre Bewertungskriterien für die Kartenvergabe jährlich schrittweise an und verschärft diese von 130 g/km für das Jahr 2015 bis zum Jahr 2020 auf 95 g CO2/km. wird im Rahmen des LIFE-Programms Für den Erhalt einer „Grünen Karte“ liegt der Wert in diesem Jahr bei unter 110 g CO2/ km (2017: unter 117 g/km) – bezogen auf alle Antriebsarten außer Diesel. -

Twenty full-length and short films, created between 1952 and 2019, which highlight issues of authority and alterity in former East Germany. Many have been subtitled for the first time and are North American premieres (**). Feature, documentary and animation films show the wide range of different lifestyles and subcultures that existed in the former GDR, as well as addressing environmental and other issues. Films made through 1990 demonstrate how East German filmmakers addressed state values and proscriptions, as well as differences among East Germans. More recent films show how filmmakers are addressing the East German past. This festival accompanies our virtual 2021 Summer Film Institute, which has drawn 40 participants from around the world!
