1. Duly Filled Visa Application Form. 2. Original Passport (Passport Should Be Valid for at Least 6 Months) Applicants with Afghani origin: Requirements for visit visa: 1. Duly filled visa application form. 2. Original passport (passport should be valid for at least 6 months). 3. Two recently taken identical passport-size photographs. 4. Extract from the population register (personbevis) in English with place of birth given (only for applicants from Sweden). 5. Copy of valid residence permit (residence permit should be valid for at least 6 months). 6. Invitation letter from the host in Pakistan attested by Local Notary Public with his/her signature and valid picture ID (for example CNIC, Computerized Driving License, Passport or Afghan ID card issued by NADRA). 7. Receipt of paid visa fee. Visa is free of charge for Afghani passport holders but not for Alien’s passport or Travel document holders. 8. Applicants submitting their documents by post must also enclose self-addressed return envelope duly paid for registered mail (82 SEK worth of postage stamps from Sweden or 14 international postal coupons from abroad). 9. Applicants under 18 must ALWAYS submit extract of the population register with parents’ details and no objection certificate signed by both parents and copy of both parents’ valid passport. Fees: 1. Single entry visa fee for Swedish passport holders is 260 SEK; for Finnish passport holders 270 SEK; for Estonian and Latvian passport holders 590 SEK. For double/multiple entry, double amount must be paid. 2. Visa fee must be deposited in Embassy’s SEB account no 5277 10 109 68 or by credit/debit card at the Embassy before submitting application. 3. Embassy’s IBAN no is SE80 5000 0000 0527 7101 0968. SWIFT address of SEB is ESSESESS. 4. Visa fee is NOT accepted in cash. 5. Receipt of paid visa fee MUST be attached to the application form. 6. Full name of the applicant must be written clearly on the deposit slip. 7. Applicants making payment from outside Sweden MUST add 60 SEK to the total fee for bank transfer charges, which is ultimately paid by the Embassy to the concerned bank. 8. VISA FEE IS NON-REFUNDABLE. Important: 1. Visa issuance period depends upon clearance therefore visa applicants are requested NOT to purchase their flight ticket before their visa has been approved. Visa applicants travelling with Third Country passports may have their visa application referred to Pakistan. If you are unsure about your passport, kindly contact the Embassy for assistance. 2. Issued visa will be valid from the date it is issued and 3 months onwards with right to stay in Pakistan up to 45 days during these 3 months. 3. No complaints would be entertained in case the applicant has submitted incomplete application form. Therefore, full care should be taken while filling the visa form. 4. In case the requisite formalities have not been fulfilled, the applicant will be responsible for any delay in processing of the visa application. 5. Embassy will not be responsible for any delay due to intervening weekends or holidays. 6.     Department of Law Spring Term 2015 Master’s Thesis in International Law 30 ECTS Statelessness and Nationality The Case of Non-Citizens in Latvia Author: Maria Hellborg Supervisor: Professor Inger Österdahl Summary Following its restoration as an independent state in the 1990s, the new Republic of Latvia inherited a significant population of former citizens of the Soviet Union who resided legally in the country, but were not given Latvian citizenship. The situation of these "non-citizens" of Latvia remains an unresolved issue, which has bearing on international law by its close connection to the concepts of nationality and statelessness. The issue also holds importance because of its implications for Latvia as a country, and for its consequences in relation to regional stability. From a perspective of contemporary international law this thesis will examine whether the non-citizens of Latvia are to be considered as constituting stateless individuals. The thesis will also address the question of whether the Latvian non-citizens are, through their legal status, limited in their access to human rights. Finally the thesis will discuss how the issue of non- citizens affects regional stability through the Latvia-Russia relationship. Accolla, Staff Assistant Alice Falk, Editor Note from the Executive Director The Commission staff organized its work around specialized studies, or monographs, prepared by each of the teams. We used some of the evolving draft material for these studies in preparing the seventeen staff statements delivered in conjunction with the Commission’s 2004 public hearings. We used more of this material in preparing draft sections of the Commission’s final report. Some of the specialized staff work, while not appropriate for inclusion in the report, nonetheless offered substantial information or analysis that was not well represented in the Commission’s report. In a few cases this supplemental work could be prepared to a publishable standard, either in an unclassified or classified form, before the Commission expired. This study is on immigration, border security and terrorist travel issues. It was prepared principally by Thomas Eldridge, Susan Ginsburg, Walter T. Hempel II, Janice Kephart, and Kelly Moore, with assistance from Joanne Accolla, and editing assistance from Alice Falk. As in all staff studies, they often relied on work done by their colleagues. This is a study by Commission staff. While the Commissioners have been briefed on the work and have had the opportunity to review earlier drafts of some of this work, they have not approved this text and it does not necessarily reflect their views.

It also assesses the potential impact that this and other cases before the ecj and the European Court of Human Rights may exert on national minorities. The recognition of names is not regulated in European Union law; thus, the eu member states may freely determine the usage of names in official documents, as the state language represents a constitutional value and part of the national identity of many eu member states. Therefore, only regulation of names that causes excessive interference with the exercise of freedom of movement or respect for private and family life is unlawful under eu law. This issue will also be discussed in light of Article 4(2) of the Treaty on the European Union, by which the ecj assesses these types of interference with the eu’s duty to respect the national identities of its member states.
