HOUSING FIRST AND ‘ENDING’ YOUTH HOMELESSNESS IN THE NEOLIBERAL ERA: A Case Study of the Infinity Project & Calgary’s 10-Year Plan to End Homelessness AMANDA J.F. Noble, 2018 Abstract The purpose of this study is twofold. First, I conduct a mixed-methods program evaluation of the first known Housing First program for Youth called the Infinity Project in Calgary, Alberta. I analyze Infinity using Gaetz’s (2014b) Housing First for Youth Framework and investigate the main outcomes of the program using HMIS and Outcomes Star data. The second purpose of this research is to conduct a grounded analysis of the Infinity Project and the 10-Year Plan to End Homelessness it is embedded within through the lens of neoliberal governmentality. The findings show that the Infinity Project strongly adheres to Gaetz’s Housing First for Youth Framework, although informally in some respects. The youth also retain their housing at levels comparable to the Canadian literature, and show modest improvements in their physical health and in the use of public services. The program faces several challenges, particularly in securing affordable housing for the youth and the necessary mental health and addictions support. These findings suggest that while largely successful at a programmatic level, there are multiple systemic and structural challenges that are beyond the control of the program. From a governmentality perspective, I argue that the Housing First and 10-Year Plan to End Homelessness models are insufficient to address homelessness because they do not challenge the neoliberal status quo in two ways. -

European Homelessness and COVID 19 Nicholas Pleace Isabel Baptista Lars Benjaminsen Volker Busch Geertsema Eoin O’Sullivan Nóra Teller Acknowledgements This report draws on research, interviewing homelessness service providers and reviewing available information, conducted within the home countries of the members of the European Observatory on Homelessness (EoH): Isabel Baptista (Portugal); Lars Benjaminsen (Denmark); Volker Busch-Geertsema (Germany); Eoin O’Sullivan (Ireland), Nóra Teller (Hungary) and, in 2020, prior to leaving the EU, the UK (Nicholas Pleace). The most recent EoH comparative research for the 10th report in the series, exploring staffing in homelessness services in Europe1, was conducted as COVID-19 was causing the first waves of lockdowns. The result of this work, which covered the immediate impacts of COVID-19 on homelessness services in: Belgium; Croatia; the Czech Republic; Denmark; Finland; Germany; Greece; Hungary; Italy; the Netherlands; Poland; Portugal; Slovenia; Spain; and the UK, are also drawn upon on here. The report also draws on a range of other resources, including FEANTSA’s own data collection, analysis by the Deputy Director, Ruth Owen, and inputs from the Director, Freek Spinnewijn. As always, the work of EoH presented here benefits from Mike Allen’s (Focus Ireland) input and comments. Sources from outside Europe are also used in trying to understand and consider the possible long-term effects of COVID-19 on homelessness and housing exclusion as the pandemic continues to unfold. People working in homelessness services across Europe also supported the research at an extremely challenging time. Our sincere thanks are due to all those who contributed both directly and indirectly to this report. -

The data is gathered through particular homeless- ness censuses (‘counts’) using methods developed for the purpose. The four countries initiated the counts at different times, Finland as the first in 1987 and the latest, Denmark, in 2007. Despite some national differences, the definitions and methods are widely similar. In all four countries, the definition of homeless- ness encompasses not only rough sleepers and shelter users but also people staying temporarily with family and friends. This is also reflected in the method- ology of the counts as they draw not only upon homeless services but include wider parts of the welfare system into the data collection. However, one notable difference is that Denmark, Norway and Sweden collect substantially more information about homeless individuals than Finland, thus allowing for identifying particular sub-groups within the homeless population. In Finland and Sweden the data collection is carried out by state agencies, while in Denmark and Norway the data collection is conducted by research institutes. In Norway the first count was initiated by researchers, however the definition of homelessness and the methodology was almost a duplicate of the state-initiated count conducted in Sweden. -

Part B _ Policy Review 113 The Homelessness Strategy in Denmark Finn Kenneth Hansen The Centre for Alternative Social Analysis (CASA) >> Abstract_ The Danish government recently developed a national homeless- ness strategy for the period from 2009 to 2012. With an overall aim to reduce homelessness, the strategy has four goals : no one should live on the streets, young people should not stay at homeless hostels, no person should have to stay in a homeless hostel for more than 120 days, and better accommodation solutions must be in place for people being released from prison or leaving institutional care. This paper reviews the main features of the new strategy and argues that it does not fundamentally alter approaches to homelessness in Denmark, but it does provide a much stronger framework to develop effective initiatives at the local municipality level. >> Keywords_ Homelessness strategy ; Denmark ; housing first ; evaluation Introduction The Danish government recently developed a national homelessness strategy for the four-year period from 2009 to 2012 (Ministry of Internal and Social Affairs, 2009). The philosophy behind the strategy recognises that working with homeless and socially vulnerable people is a cornerstone of social policy in a developed European country. The government considered the extent of homelessness to be unaccep- table and, together with political parties involved in joint funding of the programme, decided to initiate a national homelessness strategy. The initiatives arising from the strategy are intended to reduce homelessness and to help as many homeless citizens as possible to exit homelessness and live worthwhile and stable lives in their own homes. -

One of the “systems” that has been set up to protect vulnerable youth is child welfare. However, there is evidence that some youth who have had experience with the child welfare system eventually become homeless, and that the numbers may be increasing. Several profiles of the urban homeless have discovered that many homeless youth and adults have a history of involvement with child welfare, including having been ‘in care’ and are over-represented among the homeless. While this group of youth is still a relatively small proportion of youth who have been through the child welfare system, this does suggest that some, very vulnerable youth, are not getting the kind of support that they need. -

The aim is to stimulate debate on homelessness and housing exclusion at the Journalof European level and to facilitate the development of a stronger evidential base for policy development and innovation. The journal seeks to give international exposure to significant national, regional and local developments and to provide a forum for comparative analysis of policy and practice in preventing and tackling home- lessness in Europe. The journal will also assess the lessons for European Europe which can be derived from policy, practice and research from elsewhere. European Journal of Homelessness is published twice a year by FEANTSA, the European Federation of National Organisations working with the Homeless. Is a House Always a Home?: A Survey of Homelessness Laws By: Marlei English1 March 6, 2020 Homelessness is a plague that spares no country, yet not a single country has cured it. The type of legislation regarding homelessness in a country seems to correlate with the severity of its homelessness problem. The highly-variative approaches taken by each country when passing their legislation can be roughly divided into two categories: aid-based laws and criminalization laws. Analyzing how these homelessness laws affect the homeless community in each country can be an important step in understanding what can truly lead to finding the “cure” for homelessness rather than just applying temporary fixes. I. Introduction to the Homelessness Problem Homelessness is not a new issue, but it is a current, and pressing issue.2 In fact, it is estimated that at least 150 million individuals are homeless.3 That is about two percent of the population on Earth.4 Furthermore, an even larger 1.6 billion individuals may be living without adequate housing.5 While these statistics are startling, the actual number of individuals living without a home could be even larger because these are just the reported and observable numbers. -

It discusses the life events and processes that often trigger, protect against and predict the likelihood of someone becoming homeless (and/or roofless). It argues, that people’s routes into homelessness are complex, multiple and interlinked and are the result of biographical, structural and behavioural factors. This complexity increases with the age of the individual and the duration of their rooflessness. The thesis explores the homeless culture as a counter-culture created through people being pushed out of mainstream society. It argues, that what happened to people in the past, created the nature of the homeless culture. Furthermore it is argued that any serious attempt at resettling long-term rough sleepers needs to consider what it is that the homeless culture offers and whether or how this can be replicated within housed society. -

The policy challenges that local l a authorities face in dealing with this issue are complex or, according to some commentators, can n even be described as “wicked”. Until recently, local authorities have had limited success in e t addressing homelessness for reasons including a lack of information and fragmentation of services, h to name but two. In a new attempt to face up to these challenges, several northern European o metropolises have published similar strategic approaches to ending homelessness. m By studying their policy, structure and management style, this volume focuses on the impacts and e l outcomes of these new governance arrangements on the quality of service provision. By comparing e and evaluating the different approaches in governance, the author provides deeper insight into s s exactly which elements of administrative and political approaches, or which governance arrange - ments, are most effective in this respect and how social results can be improved in general. In this way this study makes an important contribution to the academic debate on the optimum n i organization of governance arrangements. This volume also provides a critical perspective on e n current decentralising trends and contains a plea for a corporate, instrumental approach towards k e governance arrangements on homelessness. The author concludes that the social relief sector should b function as a trampoline, not as a last resort.
