MINUTES OF THE PARISH COUNCIL MEETING OF NEWTON & NOSS PARISH COUNCIL Held on 8 November 2018 PRESENT; MRS. ANSELL MR. COOPER CLLR. GREEN MR. CARTER MR. TUBB MS. ADAMS MR. HUSSELL MR. PARRY-SMITH MR. OPEN FORUM Newton Ferrers and Noss Mayo Parish Council Police Report October 2018 - PCSO Andrew Potter had sent apologies and the following written report 1st to 28th October; Newton Ferrers 5th, report of harassment CR/091985/18 Overnight 6th/7th criminal damage caused to playpark tunnel CR/094379/18 10th, report of criminal damage to a building, damage caused to wooden roof supports between 10th and 27th Sept CR/091451/18. Early hours of 16th vehicle interference, attempt theft of car/property from car CR/095785/18 Overnight 13th/14th further damage caused to wooden roof supports of building CR/095785/18 Noss Mayo - no reported crime. & District Association – a representative referred to the response made by the RYDA to the planning application in respect of the land off Junket Corner which had been circulated to the Parish Council before the meeting. Reference was made to the Newton & Noss Neighbourhood Plan requirement for additional car parking considerations in respect of the planning application for The Ship. Kirrin; the architect spoke in support of the planning application. Both neighbours had been consulted and there was a letter of support from one. Windows on both sides had been reduced concentrating the outlook down the garden. Public conveniences- Ms. Aubertin and Cllr Rufus Gilbert, commercial services portfolio holder for SHDC, spoke in respect of the decision made by SHDC to close some public lavatories - including those at Newton Ferrers. Noss Mayo was not currently scheduled for closure. SHDC was offering to transfer the WC’s to the Parish Council for £1. They had both come to listen and answer any questions. It was suggested, considering the Chancellor’s recent decision to remove Business Rates payable on public conveniences, that SHDC should revisit the proposed closures rather than Parish Councils being asked to pay - with the consequential precept increase. The meeting was told that SHDC had 47 public conveniences - more than any other district council in . SHDC spent £750,000 p.a. on public conveniences. SHDC was trying to keep as many open by whatever means. Ms. Aubertin advised that the costs savings for Newton Ferrers would be £8278 from the figures disclosed to the Parish Council in advance of the meeting. The costs information given was divided across the community including costs for Locality Officers who undertook inspections and the cleaners. Asked about redundancies, the meeting was advised that a tipping point would be reached where some cleaners would not be needed. Costs would be cut pro rata. It was suggested Parish Councils could run the public conveniences for less and would not have the same costs as SHDC. It was accepted that if the Parish Council took on an employee, it too would have administrative and employer costs including pension provision. SHDC could give some guidance as to costs as they had done for other Parish Councils who had gone down that route. Cllr Gilbert advised that Noss Mayo public conveniences would be reviewed in a couple of years’ time when the Parish could lose them as well. SHDC was asked about the criteria given in their figures and why Newton Ferrers had been given a 0 rating for tourism/retail. It was pointed out that the public conveniences were close to Newton Hill which attracts many tourists. The meeting was told SHDC had looked at how busy areas were in terms of tourism. There were no counters for the footfall given of 100 - the estimate had been given based on water usage/cubicle numbers. It was accepted that the figures were difficult to understand and SHDC apologised. SHDC confirmed that the public conveniences were provided if facilities were not available elsewhere e.g. pubs and cafes. It was accepted pubs had to pay for water rates and they would increase as a result if used by non-customers. Cllr. Green enquired into the possibility of contributing to the costs subject to Parish Council approval e.g. taking on the cleaning costs with SHDC retaining ownership and responsibility for the balance of costs. Cllr. Gilbert rejected this suggestion. SHDC needed to provide an equitable service and had not accepted a contribution from any other parishes. It would still leave water rates and electricity for SHDC to pay. Cllr Gilbert advised that here was no half way house, no debate and no consideration would be given to suggestions of contributions. Neither he nor Ms. Aubertin were there to negotiate. The Parish Council could peel off the costs from the SHDC details the costs that didn’t apply to the Parish Council. The Chairman suggested that it would be helpful to have figures that could be understood SHDC having apologised that they were difficult to understand. Cllr. Gilbert advised that he had apologised for just one figure being difficult to understand. Those public conveniences that were closed would be sold or demolished. Cllr. Baldry advised that he considered SHDC were there to look after the public and there was a basic right to have public lavatories. There were public health considerations. He had circulated his views on the implications on public health to the Parish Council prior to the meeting. It should not be at the expense of Newton & Noss tax payers. The figures given were described as “Mickey Mouse”. Ms. Aubertin confirmed, upon being asked, that she could clarify the figures disclosed by SHDC in their information schedules. having difficulty in understanding the figures. If the Parish Council employed a cleaner, they would need to have holiday/sick cover. Cllr. Gilbert asked if the public conveniences needed to remain open in the winter and was advised that there were already winter closures by SHDC. The parish still had walkers in winter. Comments were made that there had been no real discussion by SHDC with the Parish Council. Cllr. Gilbert advised that the closure policy had been democratically voted upon. He had no pleasure in bringing bad news. SHDC members have said that costs will need to be cut further.

Mr. John Ingram was welcomed to the Parish Council.

161/18 APOLOGIES FOR ABSENCE - there were apologies from Cllr. Blackler and Mr. Rogers. Mr. Tubb had advised that he would be late.

162/18 INTERESTS TO BE DECLARED - members were invited to declare interests in the items for discussion during the meeting.

163/18 DISPENSATION REQUESTS – RESOLVED; to grant a dispensation to Mr. John Ingram to consider and settle the Precept, to consider allowances, travelling expenses and indemnities for Members, moorings/outhauls and matters relating to the Yealm Yacht Club for four years or until the next ordinary elections whichever is the earlier. (Vote;8 in favour.) Mr. Ingram took no part in the vote.

163/18 MINUTES - the minutes of the 11 October Parish Council Meeting were approved as a correct record and the Chairman was authorised to sign.

164/18 VARIATION OF AGENDA - RESOLVED; matters relating to pre-planning/planning enforcement and quotes relating to s surveyors’ fees and tree work should be considered in committee. (Vote; unanimous.)

165/18 DISTRICT COUNCIL (SHDC) 165.1Councillor reports i) Cllr. Blackler - had sent apologies and the following written report; “These are part of my report, there may be more after next week’s meetings. An improvement has been made to prompter dealings on calls to SHDC. Improvements to town centres will have further consultations. Only 20 complaints on 12 months to date were referred to the Ombudsman but only 3 were upheld. A period of Purdah starts on26th March next year during which funding of projects cannot be considered from localities funds etc. There has been planning overload in the second quarter of this year, hence delays were inevitable in giving decisions. From a survey it has been noticed an improvement in waste collections.” ii) Cllr Baldry reported – Planning- the number of planning applications coming in far exceeded officer capacity. Some applications could not be dealt within their target date. Mr. Patrick Whymer would be contacting the Clerk to arrange a meeting with members of the Parish Council to consider the needs of the parish and the Neighbourhood Plan. Cllr. Baldry would like to be included. Cllr. Baldry suggested that Construction Management Plans were not needed for more minor planning applications. Ms. Adams arrived at 7.30pm Sustainable Communities Locality Fund- Cllr. Baldry’s allocation had been spent. Cllr. Blackler was believed to have £2000 left in funding available. 165.2 Public Toilets – Council members considered the decision made by SHDC to close the public conveniences in Newton Ferrers unless taken on by the Parish Council and the District Council’s refusal to negotiate. The Parish Council had already taken on considerable land assets from South Hams District Council in 2015, saving SHDC costs and considerably increasing the Parish Council’s own maintenance costs. Last year's precept had been £50,099. There was potential for SHDC to propose to close public conveniences in Noss Mayo in two years. Cllr. Baldry advised that would be keeping their public conveniences open. It was thought and were also keeping theirs open. Members considered potential adaptation of the public conveniences to save costs by reducing the number of cubicles. Cllr. Baldry suggested this would be expensive. Cleaning schedules would be dependent on users and the ability of the cleaners to go in regularly particularly if they were misused. The Clerk had received two hourly rates for cleaning; £12.50 / £15 p.h. Cleaning for an hour per day would equate to £87.50 - £105 p.w. Additional costs/ considerations included but were not limited to; employment costs were the cleaner to become an employee, holiday cover, cleaning materials/ toilet roll/soap (including storage considerations,) electricity, building maintenance, insurance, water rates and Building Rates for 2019/20. Notification of the closures had been circulated to the Parish Council email database and put up on the Parish Council notice board and websites from August 2018. Support to keep the W.C.s had been received by the Clerk from the RYDA and two parishioners. The RYDA 2/8November2018………………………………………..Chairman

representative advised that there had not been much of a response from its membership when the news of possible closure was circulated. There was a public convenience at the Harbour Office to which the Parish Council contributed to the cleaning costs (£440 for the last 6 months) although this contribution could reduce. It was understood that there was a WC at Holy Cross Church open to the public. Members were disappointed at SHDC’s unwillingness to negotiate on the matter. RESOLVED; South Hams District Council should be told that Newton & Noss Parish Council reluctantly advised that it was not in a position to take on the financial responsibility for the public conveniences at Newton Ferrers and very much regretted the decision made by South Hams District Council to close the facility. (Vote; unanimous.) 165.2 Communities Together Fund - the deadline for applications was noon Friday 14th December 2018. Decisions on grants would be made at a meeting of local SHDC and DCC members held in January 2019. The Clerk had attended a local Clerks’ meeting. Parish Council was looking for another parish share a project to secure mobile flashing speed signs. Cllr. Baldry advised that had entered into a similar project with Ermington and but then eventually decided to get their own due to problems with the transfer and setting up of the equipment. It was agreed that the Clerk should obtain further details from Modbury and to express interest. Any application would be delegated to Cllr. Green and Ms. Adams considering the pending deadline date. 165.3Town and Parish Council Event - no members were available to attend the event on 10 December. 165.4 and South West Joint Local Plan (JLP) Main Modifications Consultation – the modifications appeared to be in favour of the Parish. It was agreed no comments were considered necessary.

No members were available to attend the South Hams District Council Peer Challenge event 28 November.

Cllr. Richard Hosking arrived. 166/18 VARIATION OF AGENDA - RESOLVED; it was agreed the agenda should be varied to bring Cllr. Richard Hosking’s report forward. (Vote; unanimous.)

167/18 COUNTY COUNCILLOR’S REPORT Invest in Devon/Locality applications - to date, Cllr. Hosking had received applications from Newton & Noss Village Hall for electric/sound improvements (£500), a new Parsonage Road bus stop (£600) and a request from the Primary School for improved gate access arrangements (safeguarding issue) for £1000. He had also received a request from Newton & Noss Village Hall for £5000 towards disabled access for the Revelstoke Room (which he would be unable to come close to.) The only other application had been for Locality Funding for a new grit bin at Butts Park. Winter weather - the work of the Winter Service Task Group was ongoing and there was further evidence to collect. It was hoped to come back with a proposal for salt spreader insurance for parishes. There was another meeting scheduled for 14 November. Mr. Parry - Smith referred to investigations he had been undertaking. If enough parishes were interested, it was probable an insurance company such as Zurich Municipal would put forward an insurance proposal. Cllr. Hosking referred to three or four other parishes having had similar problems. He believed there were other similar Snow Warden schemes around the country. Road closures- Mr Hussell referred to the proposed main road closures by Gigaclear. The bus diversion routes were not appropriate. He suggested advise that in these circumstances Gigaclear should work at night. Proposals had been made to close Parsonage Road, Widey and Alston Cross at the same time. Newton Downs Road/Back Lane could temporarily be made one way. The Local Highways Officer was due to have a meeting with Gigaclear 20 November. Cllr. Hosking was advised that the Parish Council wished the work to be done but were concerned as to the way in which it was being undertaken.

168/18 PLANNING 168.1 Newton & Noss Neighbourhood Plan - work continued to draw the N3P website under the umbrella of the Parish Council website. 168.2 Community Land Trust – Ms. Adams advised that there had been a very good scoping day undertaken by the Community Land Trust Association at The Tilly Institute. The group had seen Mr. Rob Ellis (Community Housing group officer) and a representative from . SHDC would be approached for funding. A call for land had been made - some landowners who responded five years ago had come forward. Demand for housing needed to be ascertained - probably by a survey. The group would be looking at local connection Band E need in terms of housing criteria run by a Housing Association on a rented basis. It would be distinct from the affordable housing proposed at Collaton. Planning decisions 168.3 29 The Fairway 2316/18/HHO - householder application for extension. SHDC; Granted. 168.4 Briar Hill Farm, Court Road, 1581/18/VAR - variation of condition 2 (approved plans) following grant of planning permission 4131/17/VAR. SHDC; Granted. 168.5 Steps Cottage Lower Court Road 1707/18/FUL - demolition of existing 4-bedroom house and replacement with new 4-bedroom house; New garage and parking area. SHDC; Granted.

168.6 Point House 2782/18/HHO - householder application for rear dormer and access to rear garden and replacing concrete tile and brick chimneys with slate tile and sympathetic brick chimneys. SHDC; Granted. 168.7 Cleeve 83 Court Road 2813/18/HHO - householder application for single storey rear extension and conversion of garage. SHDC; Granted. 168.8 4 Noss Mayo 4252/17/HHO - Householder application for two storey side extension with boat store below and kitchen dining area over. SHDC; Granted. 168.9 Rose Cottage Riverside Road West 2623/18/HHO - Householder application for replacement of summerhouse in riverside garden. SHDC; Granted. 168.10 O/S 3 Parsonage Road 3272/18/COM - Notice of intention to install one no. fixed-line broadband electronic communication apparatus. SHDC; Granted. Planning applications received including; 168.11 Land at SX559-490 Widey Cross 2164/18/FUL - READVERTISEMENT (Revised Plan Received) Proposed well-being/Pilates studio. No objection but the following comments were made; Each gateway should be approximately 8 ft wide which is adequate for agricultural vehicles. The current access was one gate only and would not accommodate 2 x 8 ft wide. No proposals were contained in either application to show this alteration. The planning officer was requested to clarify. The Parish Council was disappointed to note that the planning officer made the decision 7 November 2018, despite having given the Parish Council an extension until 9 November 2018 to give its response. (Vote; unanimous.) Mr Tubb arrived at 8.10pm. 168.12 The Ship Inn, Noss Mayo 2883/18/FUL - erection of timber, double glazed garden room. Comments were made about the site affecting a Grade II Listed Building - the light pollution and noise would affect the property. The Ship was a heritage asset and comments were raised whether the development proposals would sit well with the existing building. Neighbourhood Plan N3P-5 referred to movement and parking - the development could lead to further parking problems. Other members referred to the fact that the site was already developed and queried what changes could be made to alleviate parking difficulties. Another member referred to the height of the proposal and whether it would affect the coastal view. DECISION; No objection. Neighbourhood Plan N3P-4 Development and Construction. A Construction Management Plan was required. If the foreshore was to be used during construction an MMO would be required. (Vote; 6 in favour, 3 against.) 168.13 Land at Sx55294781 Stoke Road Noss Mayo 3255/18/FUL - erection of a dwelling with associated access and landscaping. The RYDA had raised objection which had been copied in to the Parish Council. DECISION; Objection Neighbourhood Plan (Adopted 2018) Policies N3P-1. Village Settlement Boundaries. This site was outside the Village Settlement Boundary. There was no evidence of local need to make this an exception site. N3P-4 (c ii). A construction management plan had not been provided. This was a difficult site to access requiring significant heavy plant and earth removal. N3P-5. Movement and Parking (a) Safe access and egress to be provided. NB this was a small section of Stoke Road where 2 or 3 cars could be parked reasonably safely. N3P-6 Drainage and Flooding Stoke Road already suffered acute run-off problems at Junket Corner. Insufficient detail had been provided regarding surface water discharge. N3P-9. Protecting the Landscape (a) This site was in an Undeveloped Coast and AONB designated area, which should be afforded the highest status of protection. Environmental harm would be caused. It was a protected view (N3P-9, item 29 photos 29, 30 and 30a.) Planning History referred to Land at SX553478 Opposite Thorndean. On appeal, the Inspector clearly identified harm to landscape character through residential development of this site. He also identified SHDC’s acute shortfall in housing land supply at that time which in combination with the modest design and scale of the proposed dwelling, led the Inspector to conclude that within planning balance the scheme was sustainable development. Since that time the SHDC had identified its land supply within the JLP, which the Planning Inspectorate had identified can be made sound, subject to a degree of revision. Also relevant: JLP – DEV25 Undeveloped Coast and Heritage Coast Development … will not be permitted except under exceptional circumstances. CS9 Landscape and Historic environment – within the AONB conservation and enhancement will be given great weight CS10 Nature Conservation DP2 Landscape Character DP5 Conservation and Wildlife DP7 Transport Access and Parking DP11 Housing Need DP15 Development in the Countryside The Parish Council challenged the application statement that ‘no ecology report is required’. An ecology report was essential. (Vote; unanimous.) 4/8November2018………………………………………..Chairman

168.14 Kirrin 31 Court Road 3268/18/HHO - householder application for construction of single storey study and improvements to kitchen, garage and bedroom over. DECISION: No objection. Neighbourhood Plan (N3P-4) Construction Management Plan was needed. (Vote; unanimous.) 168.15 42 Creekside Road Noss Mayo 3332/18/VAR - variation of condition 2 (approved plans) following grant of planning permission 2635/17/HHO. Objection; Privacy and Overlooking. The officer decision to application 2635/17/HHO was Conditional Approval on following the plans with the two following questions specifically answered: Is the proposal acceptable with regard to any significant overlooking/loss of privacy issues? YES Has the proposal been designed to respect the amenities of neighbouring properties avoiding unreasonable loss of light or an overbearing impact? YES The above variation would not address long term concerns of the neighbours that the flat roof area would never be used and such plans would never have received initial approval. The Parish Council supported neighbour concerns which were not satisfactorily addressed by this planning application. (Vote; unanimous.) 168.16 9 The Malthouse Bridgend 3060/18/VAR - variation of condition 1 (approved plans) of planning consent 2980/15/HHO.DECISION: In the light of the already approved plans no objection. Neighbourhood Plan N3P-4. Before Officer decision was given, a Construction Management Plan must be provided. NB work would be carried out on a blind corner/main access single lane road into Noss Mayo and on the only access drive for resident parking at The Malthouses. (Vote; unanimous.) 168.17 Tanglewood Cottage Revelstoke Road 3148/18/HHO - householder application to enlarge existing balcony, alterations to existing fenestration and dormers. Concerns were raised about light pollution. DECSION; No Objection. Neighbourhood Plan (N3P-4.) Construction Management Plan required. (Vote; unanimous.) 168.18 Development Management Committee- no matters were raised.

169/18 ADMINISTRATION 169.1 Events – no applications had been received. 169.2 i) Ferry Wood - colour plans had been received from Curtis Whiteford Crocker solicitors to identify the land to be registered at Ferry Wood. Mr. Carter, Mr. Tubb and Mr. Rogers were to make a site visit to ensure the land had been correctly identified. The land registration of Noss Play Park had been corrected. ii) Triangle at The Green – the draft transfer, plan and letter of advice had been received from Wolferstans which had been considered by the Chairman, Vice Chairman, Mr. Parry - Smith and Ms. Adams before the meeting. It had been agreed by the Council that no searches should be undertaken. Dartforest Trees, who had undertaken the Tree Inspection for the area, had raised no issues. RESOLVED; to authorise the Chairman and Vice Chairman to sign the transfer TP1 and accompanying plan transferring ownership of the triangular piece of land at The Green to the Parish Council. (Vote; unanimous.) It was agreed that a risk assessment and the drafting of a signage policy for the land should be delegated to the Chairman and Vice Chairman. Advice would be sought from the Local Highways Officer. iii) Noss Fountain – Wolferstans had advised that to register a caution against first registration would be one hour at £140 per hour plus VAT plus the registration fee of £40. A statement of truth would be needed setting out the nature of the Parish Council interest claimed, including the history and works of ownership which the Parish Council had undertaken over the years or whether anyone else was claiming an interest. The Clerk had been able to trace back work from 2011. It was agreed the Chairman would speak with a local parishioner for further information. iv) Gigaclear wayleave agreements – Gigaclear had been in touch with the Clerk suggesting wayleave agreements may not be necessary for Noss Mayo recreation areas but were pressing about the land at Dillon’s. Gigaclear had been referred to Wolferstans. Wolferstans had chased but advised to contact them if work commenced before the wayleave was agreed 169.3. Budget 2019/20 - members were invited to consider matters for inclusion. Suggestion was made to include a contingency for vandalism. 169.4 Risk Review- had been circulated with those risk assessments requiring review highlighted. Members were requested to undertake their reviews and advise the Clerk.

170/18 CORRESPONDENCE 170.1 Dementia Friendly Parishes - Mrs. Caroline Hirst had sent a report which had been circulated. People were thanked for for supporting Dementia Friendly Parishes around the Yealm in the last 3 months. £1,000 had been raised from the Tesco’s Bags of Help in July and August. Fundraising and prizes for the project were also coming through the SeaMoor Lotto. The Fashion Show in October had been very successful. Details of the monthly activities were given. To know more about Dementia Friendly Parishes around the Yealm or if they could help; Maxine Tel; 07450206312 170.2 Grant applications – i) War Memorials - RESOLVED; to make a grant of £128 to the Yealm Branch, Royal British Legion for additions to the War Memorials. (Vote; unanimous.) ii) Village Halls - RESOLVED; to make a grant of £30 each to the WI Hall and Newton & Noss Village Hall for Christmas trees/lights. (Vote; unanimous.)

Highways/Transport- i) Road closure - it was understood the Local Highways officer would be meeting with Gigaclear 20 November. ii)Winter – it was agreed to appoint Mr. James Watkinson as the new Parish Snow Warden. The outgoing Snow Warden, Mr. Paul Clark was thanked for all his hard work.

174/18 MEETINGS ATTENDED: 174.1 Harbour Authority – Mr. Carter advised that there was due to be a budget meeting the following week. Moorings had to be inspected between September- May. There had been 3479 boat nights - slightly up from the previous year. 174.2 Halls – Ms. Adams advised that the WI Hall Committee had received a cheque from the Engine Room Team for £1000 from the sale proceeds of the Spirit of The Yealm book launch. Mr. Parry - Smith advised that the Auction of Promises had raised £4870 for Newton & Noss Village Hall. £300 was being spent on new taps. Investigations were taking place into disabled access for the Revelstoke Room. 174.3 Yealm Estuary Management - Mr. Carter advised that the Eel Grass Survey had shown that Eel Grass within the Yealm was fine. Eel Grass present two years ago by the sand bar had gone.

175/18 MAINTENANCE 175.1 Maintenance working groups, i) Sports Pavilion/playing field – 6/8November2018………………………………………..Chairman

Vandalism/maintenance - more damage had been caused to the roof supports which had been reported to the police. A notice had been put up on the Pavilion advising of the reports to the police. A Butts Park resident had queried the dates during which it was believed the damage had been undertaken. The Clerk had been in contact with Revelstoke Rangers and South Hams Garden & Property Services. The dates were believed to be correct. The sign had been torn down. The Vice Chairman, Mr. Hussell, Clerk and South Hams Garden & Property Services had made a site visit on 17 October. South Hams Garden & Property Services had been asked to remove a tyre swing, a gate and detritus from behind the shed. The Vice Chairman had authorised costs quoted at £40 - which the Parish Council agreed. There were two redundant rollers at the pavilion. The Clerk had spoken with the Chairman of the Cricket Club. It was suggested that the rollers be sold, and the proceeds ring fenced for Sports Pavilion/playing field maintenance. Complaint – the Butts Park resident who had raised previous complaints about the playing field and Sports Pavilion had wanted further clarification of matters relating to; rubbish in the bin (which had been removed by South Hams Garden & Property Services,) grass cuttings (the Parish Council would take action in respect of any fly tipping,) roof tiles, asbestos, fox faeces (South Hams Garden & Property Services had not reported any problems with animal faeces save that from dogs,) dogs on leads signs (which had been vandalised and were to be replaced by the Parish Council) and access for those for those people falling under the Equality Act 2010/Animal Welfare Act 2006 wishing to exercise dogs. In this respect the resident was referred to dogs being able to be exercised off lead at Noss Green which had an adjacent car park. The Parish Council agreed the response. ii) The Green/Dillon’s Green – there had been some minor fly tipping which had been removed by South Hams Garden & Property Services iii) Play parks – Butts Park Play Park – the Butts Park resident who had raised issues about the playing field had also commented on the tunnel damage and children getting on to roads. In this respect the resident was to be referred to children being supervised in the play park. Noss Play Park – there was no report. iv) Noss Recreation Areas – i) Community Orchard - the Community Orchard Apple Day had taken place Sunday 28 October. More than 100 people had attended. The apple trees had been mulched. It was anticipated that a request for reimbursement of mulch costs may be forthcoming. ii)Tennis Courts - the Council was waiting to hear from the Chairman of the Tennis Club regarding the suggested meeting to discuss access. The Clerk was seeking clarification of the funds held by the Tennis Club from collection of hire fees from non - members, thought to be in the region of £2478. 175.2 Other areas for consideration – i) Kilpatrick’s Steps - RESOLVED; to authorise Mr. Watkinson to sweep and clear Kilpatrick’s Steps in the sum of £15. (Vote; unanimous.). ii) Noss Voss Steps - the Chairman reported the continued deteriorating condition of the steps leading from Passage Road to Noss Voss. This had been reported to Devon County Council Public Rights of Way department and the Council was waiting to hear whether the works proposed were to be undertaken. The Clerk would report the further deterioration. In committee 176/18 SPORTS PAVILION - one quotation had been sought form a firm recommended by a local architect. Given the anticipated fee, the Council agreed that no other quotes should be sought. RESOLVED; to accept the quotations from RSL Chartered Building Surveyors in the sum of £500 plus VAT to undertake a structural survey and produce a written report. (Vote; unanimous.) The report would include a schedule for any works that may be required and a timescale for when those repairs should be undertaken. The Council would be advised if the presence of asbestos was suspected. 177/18/TREE WORK- four quotes had been sought. Two had been received. RESOLVED; to accept the quotation from South Hams Arborists in the sum of £960 to carry out parish land tree work recommended by the tree inspection report of September 2018. (Vote; unanimous.)
