Particular emphasis is given to root crops , and for this reason some emphasis is also given to the Pacific region , where the problem being examined is still relatively fresh. The twenty chapters thus include contributions from a number of Pacific countries , but there are also maj or contribut ions from specialists from other parts of the world where such problems are of importance, and from people who are world authorities on some special aspects of the problem. Particular emphasis was given to root crops , and to problems of their production to supply urban markets in developing countries of the Third World. In this context, the term 'Traditional Systems of Agricultural Production ' was taken to include all aspects of the organ­ ization of production from the tilling of the soil and the allocation of land and labour resources to the distribution , processing, transport and marketing of the product, and its eventual preparation and consumption. There was some emphasis in the conference on the Pacific region , where the problem being examined is still relatively fresh , and where there remain substantial rural populations whose agricultural production systems have as yet been only modestly affected by commercialization . There were partici­ pants from most of the Pacific countries where these conditions prevail , and many of these were professional people concerned in practice with the problems of this adaptat ion in the context of the social , economic, political and agronomic conditions of their own countries . However , the conference was by no means confined to the experience of the Pacific region , and a special effort was made to secure the attendance of specialists from many other 1 This conference was organized by the Development Studies Centre of the Australian National University with substantial financial assistance and en couragement from the British Commonwealth Secretariat , the Agricultural Development Council In c. , and the Australian Development As sistance Bureau . 3 4 parts of the world , in order to benefit from experience gained in other regions where similar types of problems have been encountered, and where various adaptive processes have been attempted. The book comprises , in addition to this introduction , the main papers presented at the conference , together with two papers written by participants subsequently to fill a specific gap in the coverage of the subj ect , plus a final chapter which presents some ideas an d conclusions arising out of the conference . The origins of this particular conference date back to early 1972 , when I presented a paper entitled 'Adapting traditional agricultural systems to serve urban food markets'2 to the biennial Conference of Directors of Agriculture conducted by the South Pacific Commission in Lae , Papua New Guinea. That paper question ed the relative neglect of the highly productive indigenous root crop production systems in mo st agricultural development programs . This theme struck a chord of response from a number of the Pacific regional delegates , and suggestions were made by the Directors of Agriculture of Papua New Guinea, Fiji, Samoa and Niue , that it would be profitable to arrange a wider discussion of these particular issues at a high level conference devoted solely to that obj ective . The Honiara conference , and this book, are the result . Not all the persons invited to the conference were able to come . Notable, and particularly felt , were the ab sence of the Director of Agriculture of Western Samoa, Tauiliili Ouili, and that of the District Commissioner Northern Fij i, Ratu Epeli Kanaimawi, who were both active original proposers of the conference . Another serious disappointment was the absence of Dr H.N. Ntephe of the Nigerian Tuber and Root Crops Board, whose government was unable to release him at the last moment. A list of the participants is at the end of the book as Appendix A. The papers presented at the conference have been arranged effect a seventh here in six sections , to which is added in section which is being published separately by the Development Studies Centre . This arrangement was reached only with considerable difficulty and after much shuffling. In fact most of the papers bridge more than one section and as a result the arrangement is somewhat artificial .

  • Ray Watters, Distinguished New Zealand Geography Award, 2009
    Ray Watters, Distinguished New Zealand Geography Award, 2009 Ray Watters has made a lasting and immense contribution to Geography in New Zealand, in research, teaching and communication of significant development issues relating to the Pacific, Latin America as well as New Zealand.1 After attaining a BA and MA (Hons.) from Auckland and Victoria Colleges, in 1956 Ray completed a PhD from the London School of Economics for a thesis on the historical Geography of Samoa. He taught at Victoria University of Wellington for 38 years, giving courses on Latin America, Historical Geography, the Pacific, and Chinese Peasantry. His teaching style will be remembered as forceful, sometimes idiosyncratic but always passionate, especially where issues of poverty, development and justice were concerned. As a researcher Ray was one of the pioneers (along with Buchanan, Franklin and McGee) of the so called “Victoria School of Geography” with its (then new) emphasis on development, culture, colonialism and political economy. This perspective was best articulated in the pages of the Victoria Journal Pacific Viewpoint (now Asia Pacific Viewpoint), which he edited for about 20 years. Ray is a renowned field-based researcher. He led research projects on the Solomon Islands, resulting in three PhDs; The Gilbert and Ellice Islands project, yielding 6 major reports and five PhDs; The Ministry of Foreign Affairs project on Small Island States (with Geoff Bertram), out of which came the famous MIRAB model. The original academic paper on the MIRAB model has had more citations than any other single paper in the history of Asia Pacific Viewpoint and those central ideas still being vigorously debated today.

Pacific Migration and Transnationalism: Historical Perspectives Helen Lee Introduction: Mobility Within and Beyond the Pacific Islands The area now known as the Pacific was settled from west to east in surges of movement between island groups over hundreds of years, eventually taking people as far as Hawai'i in the north, Rapanui/Easter Island in the east and Aotearoa/New Zealand in the south. Throughout this process people maintained networks of contact between some of the islands, travelling in various kinds of seagoing vessels. Epeli Hau'ofa (1993a) has described the pre-colonial Pacific, the area he prefers to call Oceania, as a `sea of islands' within which people moved freely and frequently, created social networks, traded and exchanged goods, and at times engaged in conflict and attempted to exert dominance over one another. His depiction of the Pacific is constructed in opposition to the `Western' perspective which emerged during the colonial period and emphasises the vastness of the Pacific Ocean and the small size and isolation of the areas of land dotted across it. The worldview Hau'ofa describes suggests a Pacific model of migration and transnationalism in which the ocean connects migrants to their homelands and is not regarded as a hindrance to their ongoing, enduring ties. The early patterns of inter-island mobility, such as that between Tonga, Samoa and Fiji (Kaeppler 1978), continued and expanded once Europeans entered the Pacific and colonised all but Tonga. The colonial era afforded opportunities for movement within and beyond the Pacific, initially for men working on European and American vessels in the late 18th century.

Paying taxes and 2. Be counted”. “In a census, one shall be counted.” Article 4 part (k) of the Niue Statistics Act 2009 provides for the arrangement of the undertaking of a census of the population and households of Niue in 2006 and every 5th year after. Article 11 (1) of the Niue Statistics Act 2009 also stated that “a statistical survey shall be made only with the written approval of cabinet.” Cabinet’s approval was obtained on June 7th 2011 (CM10 618) and arrangements for the census were made immediately and the Niue Population and Household Census 2011 was held from September 9th to 11th. The 2011 Census was coordinated and implemented by the Statistics Niue Office. The census moment was declared to be the midnight connecting Saturday September 10 and Sunday 11 September 2011. The Niue Census of Population and Household 2011 was one of success. This success was attributed to the collaborated efforts of everyone on Niue; the leaders and heads of government departments, villages and homes, and the enumerators of the census. The Effect of Migration on Development in Tuvalu: A Case Study of PAC Migrants and their Families A thesis presented in partial fulfilment of the requirements for the degree of Master of Philosophy in Development Studies at Massey University, New Zealand Sunema Pie Simati 2009 ABSTRACT International migration and development have been traditionally treated as separate policy portfolios; however, today the two are increasingly viewed as interlinked. While the development status of a country could determine migration flows, migration can, in turn, contribute positively to national development, including economic, social and cultural progress. Consequently, if migration is not well managed, it can pose development challenges to a country’s development and progress. Therefore, partnership through greater networking between countries of origin and destination is needed to fully utilise the development potential of migration. For Tuvalu, migration has remained a vital ingredient for economic development and more importantly, the welfare of its people. The implementation of New Zealand’s Pacific Access Category (PAC) scheme in 2002 offered for the first time a formal migration opportunity for permanent or long-term migration of Tuvaluans. The PAC scheme allows 75 Tuvaluans per year to apply for permanent residence to work and live in New Zealand, provided they meet the scheme’s conditions. The goal of this research is to investigate, more than five years after PAC’s implementation, the ways in which long-term migration of Tuvaluans, through the PAC scheme, has benefited Tuvalu.

    RENEWING THE WEALTH OF NATIONS by Michael Pretes A thesis submitted for the degree of Doctor of Philosophy The Australian National University 2005 Abstract RENEWING THE WEALTH OF NATIONS This thesis explores how capital flows are linked to economic development and proposes an alternative pathway to enhancing livelihoods in the marginal spaces of the global economy, drawing on examples from North America and the Pacific. Mainstream theories of development are largely based on European and North American examples, and argue for a progression of developmental stages from agriculture to industry to services, based on a flow of capital from core to periphery. Such theories are not place-specific, and do not reflect the particular conditions of remote and marginal places. In the peripheral spaces of the global economy, investment opportunities may be limited. An alternative practice is to invest outside the region of capital generation, through the mechanism of a trust fund. I argue that local development can be achieved through investing in global financial markets, in core countries, rather than at the site of capital generation. In this way, local development is not limited to the marginal place where the benefits are to be felt; peripheral capital instead flows into the core to seek out the best investment opportunities. The local development process becomes differently spatialized by engaging global financial markets. Capital generated in the periphery often comes in temporary streams, or windfalls, and benefits decline when the resource is depleted. Such non-renewable resources can be transformed into renewable fiscal ones when capital generated i ii from resource extraction is invested in financial markets through a trust fund.
