Industrial relations before 1970 were treated as a voluntary activity virtually unregulated by law. Then the Remuneration of Teachers Act 1965 set up the Burnham Committees, which until 1987 were the forum for salary negotiations and associated matters. In the 1960s and 1970s the normal pattern of collective b&rgaining was that unions made demands and management resisted, trying to minimize the concession they needed to make. The Donovan Commission and the resulting Donovan Report (1968) led to a great deal of legislation between 1970 and 1978 aimed at encouraging better regulated collective bargaining at workplace level. Legislation from 1979 onwards was aimed at regulating the power of the trade unions and bringing about a shift in the balance of power between unions and employers. As a consequence employers are now likelier to take a tough line in their handling of disputes and resulting defeat for the unions. -

Chapter 1 The present and future of the European Union, between the urgent need for democracy and differentiated integration Mario Telò Introduction The European Union has experienced an unprecedented multi-dimensional and prolonged crisis, a crisis which cannot be understood in isolation from the international context, with major global economic changes to the detriment of the West. Opinions differ as to the overall outcome of the European policies adopted in recent years to tackle the crisis: these policies saved the single currency and allowed for moderate growth, but, combined with many other factors, they exacerbated the crisis of legitimacy. This explains the wave of anti-European sentiment in several Member States and the real danger that the European project will collapse completely. This chapter analyses the contradictory trends at play and examines more closely how to find a way out of this crisis – a way which must be built around the crucial role of the trade union movement, both in tackling Euroscepticism and in relaunching the EU. This drive to strengthen and enhance democracy in the euro area, and to create a stronger European pillar of social rights, will not be successful without new political momentum for the EU led by the most pro-European countries. The argument put forward in this chapter is that this new European project will once again only be possible using a method of differentiated integration. This paper starts with two sections juxtaposing two contradictory sets of data. On the one hand, we see the social and institutional achievements of the past 60 years: despite everything, the EU is the only tool available to the trade union movement which provides any hope of taming and mitigating globalisation (Section 1). -

Copyrighted Material CHAPTER ONE Introduction: Socialism and History “We Are All Socialists Now: The Perils and Promise of the New Era of Big Government” ran the provocative cover of Newsweek on 11 Feb ruary 2009. A financial crisis had swept through the economy. Several small banks had failed. The state had intervened, pumping money into the economy, bailing out large banks and other failing financial institu tions, and taking shares and part ownership in what had been private companies. The cover of Newsweek showed a red hand clasping a blue one, implying that both sides of the political spectrum now agreed on the importance of such state action. Although socialism is making headlines again, there seems to be very little understanding of its nature and history. The identification of social ism with “big government” is, to say the least, misleading. It just is not the case that when big business staggers and the state steps in, you have socialism. Historically, socialists have often looked not to an enlarged state but to the withering away of the state and the rise of nongovern mental societies. Even when socialists have supported state intervention, they have generally focused more on promoting social justice than on simply bailing out failing financial institutions. A false identification of socialism with big government is a staple of dated ideological battles. The phrase “We are all socialists now” is a quo tation from a British Liberal politician of the late nineteenth century. Sir William Harcourt used it when a land reform was passed with general acceptance despite having been equally generally denounced a few years earlier as “socialist.” Moreover, Newsweek’s cover was not the first echo of Harcourt’s memorable phrase. -

A Century of Struggle To mark the 100th anniversary of the formation of the American Federation of Labor, the National Museum of American History of the Smithsonian Institution invited a group of scholars and practitioners "to examine the work, technology, and culture of industrial America . " The conference was produced in cooperation with the American Federation of Labor and Congress of Industrial Organizations . The excerpts on the following pages are drawn from papers and comments at that conference, in the Museum's Carmichael Auditorium, November IS and 16, 1986. Mary Kay Rieg, Olivia G. Trade-Union Policy Between the Wars the Case of Holidays with Pay in Britain*

JONES TRADE-UNION POLICY BETWEEN THE WARS THE CASE OF HOLIDAYS WITH PAY IN BRITAIN* Most standard histories of Britain between the wars refer to the develop- ment of holidays with pay, albeit briefly. It is widely acknowledged that by the end of the 1930's the majority of the British working population benefited from a paid holiday. The crucial initiative, so it is claimed, was the Holidays with Pay Act of 1938, which gave Parliamentary approval to the principle of payment of wages during holidays.1 Clearly the growth of paid holidays is seen as yet another instance of a more affluent Britain, an integral element of the growth of leisure.2 However, there has been very little detailed discussion of the paid-holiday-policy option and the precise reasons for the formulation and implementation of that policy. This neglect is rather surprising given the popular support for this "fringe benefit", which was perceived as providing a certain degree of financial security during the annual break from the rigours of work. It is true that there has been more specialised treatment, but even this is of a general nature, with little reference to the industrial and political struggle for holidays with pay.3 * I would like to thank Dr M. Labour parties ideas transfer and ideological positioning: Australia and Britain compared B.M. Edwards & Matt Beech School of Humanities and Social Sciences, The University of New South Wales, Canberra School of Politics, Philosophy and International Studies, University of Hull, UK As part of this special issue examining policy transfer between the Labour Parties in Australia and Britain, this paper seeks to explore the relationship between the two on ideological positioning. In the 1990s there was substantial ideas transfer from the Australian Hawke‐ Keating government to Blair ‘New Labour’ in Britain, as both parties made a lunge towards the economic centre. This paper analyses how the inheritors of that shift, the Rudd/Gillard government in Australia and the Milliband and Corbyn leaderships in Britain, are seeking to define the role and purpose of labour parties in its wake. It examines the extent to which they are learning and borrowing from one another, and finds that a combination of divergent economic and political contexts have led to strikingly limited contemporary policy transfer. Keywords: Australian Labor Party; British Labour Party; Kevin Rudd; Julia Gillard; Ed Miliband; crisis In the 1990s there was substantial policy transfer between the Australian Labor Party and the Labour Party in Britain as they confronted the rise of neoliberalism. The ALP was in power from 1983‐1996 and introduced far reaching market liberalisation reforms complemented by a strengthened safety net. Due to the economic reforms of Thatcherism, Labour in Britain also remade itself to be more pro‐market, drawing considerably on policies of the ALP (Pierson and Castles, 2002).
